Report Date: 3rd March 2016 APPLICATION NO. 14/00514/FUL REPORT 1. Site Description 1.1 The proposed wind turbine would be located within an agricultural field to the south of Palace farm Yetts Hole Road, Glenboig. The field is in an area of undulating landscape and is situated on a slight rise if viewed from the west. The land continues to rise slightly in an easterly direction. The field is bound by Gartsherrie Burn to the south and Braidenhill Farm beyond, further agricultural fields and soil pit to the east, Yetts Hole Road and a slight valley with agricultural fields to the west. The wind turbine would be located in the southern part of the field beyond Palace farm and towards a small water course. The wind turbine would be approximately 798m west of the Glenmavis settlement and 1.5 Km north of the Greenhill district of Coatbridge. The former Glenmavis gas Storage facility is 577m to the north. The above ground structure for this has now been removed. There are some individual properties approximately 554m south west and 388m to the south of the site. Electricity pylons cross the landscape 253 metres to the north of the site near where the access would be placed. Access would be via an existing track of Yells Hole Road. 1.2 There are other constructed wind turbines in the wider area including Braidenhill wind turbine (ref 05/02032/FUL − 78m high) which is approximately 604m south of the application site; Gaindykehead wind turbine (ref 111003781FUL − 47m high) approximately 2.6 km north and Bellstane Farm turbine (ref 11/00891/FUL −86m high) at 3.4km to the north east. Planning permission is in place for a turbine at Bartlett's factory (ref. 07/1715/FUL − 126m) at 2.8km to the east. A planning application was received for a wind turbine (13/01585/FUL − 67m high) 500m to the south east of the site was withdrawn on the 12th March 2014 following an objection from Glasgow Airport. 2. Proposed Development 2.1 Planning permission was initially sought for the construction of a single wind turbine that would be 67 metres in height to tip of the blade. This was latterly reduced to 59 metres in height to blade tip following a request from the applicant. The total generating capacity of the wind turbine would be up to a maximum of 500kW and will be connected into the grid. The development would include other ancillary works including foundations, access track and formation of sub−station. Access would be taken directly off Yells Hole Road via an existing junction. 2.2 The wind turbine would have an operational lifespan of 25 years and after this time the developer would be required to remove the wind turbine and all associated development unless further planning permission is acquired. 3. Applicant's Supporting Information 3.1 The applicant has submitted a planning supporting statement which includes sections on the main development considerations including: • Landscape and Visual Assessment • Avian and nature designations • Traffic and Transportation • Radar and Telecommunications • Noise levels, contour plan and supporting literature • Shadow Flicker information • Aviation constraints • Mining constraints • Protected species survey 4. The proposed development is contrary to policies DSP4, NEE 38, EDI 3A of the North Lanarkshire Local Plan, supplementary planning guidance SPG 12 "Assessing Wind Turbine Developments" and Scottish Planning Policy In that the submitted ES, Addendum and additional supporting information have not sufficiently addressed the potential cumulative noise impact of the proposed windfarm. In addition, given the proximity of the turbines to the settlements; adverse visual impact on selected recepton and furVler erosion of recreational space there are concerns that this extension (in addition to the already approved schemes) is such that the amenity enjoyed by local residents will be reduced to an unacceptable level.
