Maintenance and Management Providing consistent maintenance and proper management for parks and urban plazas will need to be considered as part of the programming and design process. Residents and stakeholders have concerns over safety as well as the side effects of a large homeless population currently downtown. Through proper design some of these issues can be minimized. Increased funding by the City to monitor the parks and/or opportunities for a non-profit organization to program and manage the parks are methods that will improve the use and quality of the parks and open spaces.
