General Authority for Statistics (GASTAT) relies on the method of comprehensive enumeration when carrying out Hajj statistics program of pilgrims coming from inside Saudi Arabia for all individuals coming to Makkah to perform Hajj. This is done through Hajj statistics centers stationed at all entrances of Makkah, and support centers, including Jeddah, Taif, and Madinah. The enumeration process of pilgrims begins on the 1st day of the month of Dhu Al-Hijjah (1/12) and ends at 6:00 o’clock in the evening of the 9th day of the same month. This year, GASTAT coordinated efforts with the Haramain High Speed Railway to provide its transportation services to pilgrims coming to Makkah.
Hajj statistics program aims at providing comprehensive and accurate information and data on the number of pilgrims by means of transportation and date of arrival to be utilized in preparing plans and programs to provide pilgrims with excellent services and an outstanding experience. The unit used in this process is the Muhrem (a pilgrim who is in ritual devotion). The enumeration process covers all Saudi and non-Saudi individuals (males and females) coming from inside Saudi Arabia to Makkah for the purpose of Hajj. Concerned researchers complete the data of each vehicle carrying pilgrims coming from inside Saudi Arabia. The data include the type of vehicle, and number of total pilgrims distributed by gender and nationality. GASTAT improves a mechanism of data collection on a regular and periodic basis using the latest technologies and software in witch data can be automatically collected through specific tablets. Such technologies and software would help in rapidly accessing the total results of the number of pilgrims classified by their nationalities, arrival centers, and date of arrival. Onthe other hand, GASTAT estimates the numbers of pilgrims who are from Makkah according to field surveys conducted periodically on a sample of households live in this Region. The surveys are used to obtain the percentage of such pilgrims to be added to the number of pilgrims who arrive from other Saudi Arabia’s regions to represent the total number of pilgrims coming from inside Saudi Arabia. Regarding pilgrims who coming from outside Saudi Arabia, they are annually registered by the General Directorate of Passports to provide the Authority with their number distributed by gender, nationality, way, and date of arrival. GASTAT is keen to provide officials, planners, researchers, and scholars with a clear image about the number of pilgrims classified by gender, nationality, means of transportation and date of arrival. Such comprehensive data can be utilized in offering integrated services to the pilgrims in a scientific, comprehensive, and accurate manner.

1 Historical development of Hajj statistics
Since 1390H, GASAT has implemented the process of Hajj statistics to meet the needs of beneficia- ries and other entities concerned with Hajj works.
During this long period 50 years, the Authority has made considerable efforts to develop the ap- proach of work used in collecting data in order to reach the highest levels of accuracy and comprehen- siveness. The use of modern technologies in the process of Hajj statistics has played an essential role in extracting the desired results quickly, and easing the burden of preparing daily reports sent from the centers of Hajj statistics to the headquarters.
The Authority keeps improving its methodologies and software used to collect, process, analyze, and publish data in order to ensure the reliability and timeliness of published data. It also uses recent technologies that solve the problems of timing and distance which are two obstacles that slow down the speed of processing data, which would consequently hinder the process of extracting and pub- lishing the data of Hajj statistics. Therefore, the Authority has applied a recent methodology to collect field data. This methodology uses the most recent technologies and software that help to collect data by using tablets, so that the daily and total results of pilgrims numbers, classified by their nationalities, arrival centers, and date of arrival, can be obtained in a shorter time .
GASTAT has developed an interactive map as a complement to its developmental works done in Hajj statistics domain. Through this map, statistical data of Hajj are published and updated each (6) hours during enumeration days. The map is linked to different statistical data sets (spatial and temporal di- mension) collected in the field from (1 - 9) Dhu al-Hijjah. This is critical to acquire a clearer and more comprehensive understanding of the collected statistical data and to provide a set of statistical and geomagnetic analysis to support decision makers .
Bulletin of Hajj statistics for this year will include tables of the number of labor force serving pilgrims by gender and name of sector. It includes supervision and follow-up processes in addition to a number of public services, such as: security ,energy, education, and the affairs of the two holy mosques. Other services are in the domain of health, transportation, and communications.
The bulletin also has two comparison tables by groups of countries.; the first one is about the num- ber of pilgrims coming from outside Saudi Arabia, whereas the second one represents the non-Saudi pilgrims coming from outside and inside Saudi Arabia to Makkak between the years of 1440H and 1439H .
1. Data sources of Hajj statistics bulletin:
The Hajj Statistics Bulletin depends on four main sources for its data that help it provide a complete image. They cover statistics from field operations conducted by GASTAT, and data from the adminis-
2 trative records of government entities concerned with Hajj statistics and resulting from the electronic registration and documentation processes adopted at these entities. The table below explains these sources in detail.

2. Objectives: • To provide accurate statistics about the number of pilgrims from inside Saudi Arabia to be added to the number of pilgrims from outside Saudi Arabia in order to obtain the total number of pilgrims. • To provide statistics that can support programs implementing future plans that guarantee the provision of all necessary services for pilgrims, from social to health, security, food, and transportation services, all by using a time series of accurate data about the numbers of pilgrims. • To estimate the workforce needed to serve pilgrims and keep them secure and comfortable during the Hajj season. • The use of pilgrims’ data and numbers by any authority concerned with examining key fa- cilities and arrangements in Makkah and the Holy Sites, and the consideration of this data when setting any plans. • To provide researchers and other interested beneficiaries with accurate data and informa- tion about Hajj statistics. • To use the data concerning pilgrims’ numbers in the evaluation of activities and events or- ganized by entities concerned with serving pilgrims.

3. Terminologies and concepts related to Hajj statistics 3.1. Enumeration Unit: The counting unit used in this process is the Muhrem. This means that the counting process for domestic pilgrims is limited to Muhrem individuals who have been counted at Hajj statistics centers at the entry points to Makkah.
3.2. Enumeration Range and Coverage: The counting process includes all Saudi, non-Saudi, male, and female individuals who arrive to Makkah from other Saudi cities for the purpose of Hajj. The counting process does not include pilgrims who arrive from other countries as they are already counted by the General Directorate of Passports.
3.3. Enumeration Method: A comprehensive counting method is used in this process for all categories of pilgrims, domestic and foreign. GASTAT conducts the effective count for domestic pilgrims based on nationality through its centers spread out at all entry points to Makkah.
GASTAT uses several methods to support the main centers in the counting of pilgrims at entry points to Makkah. For example, by having supporting centers available in Medina, Jeddah, and Taif. Each year, GASTAT faces many challenges in the process of counting pilgrims due to the continuous changes in size, flow, and times of arrival. Therefore, GASTAT relies on short-term plans and the accu- mulated expertise of its personnel to overcome these challenges.
3.4. Process Cycle: Given the importance of Hajj statistics in planning and service provision for pilgrims, GASTAT imple- ments the Hajj statistics process on an annual basis. It publishes an annual bulletin containing all the data concerning the numbers of pilgrims classified by gender, nationality and date of arrival
3.5. Enumeration Data: It includes the collected data detailed according to nationality, gender, collection time and date, and the types of vehicles carrying pilgrims.
3.6. Hajj Statistics Centers: They are centers established by GASTAT to implement the Hajj statistics process. They are divided based on the nature of their work into main centers and supporting centers. With the exception of the Main Center located at the center of Makkah, all centers are located at Makkah entry points and surround the city from all directions. Supporting centers aim at supporting some of the centers that face high traffic due to the high number of pilgrims’ vehicles passing through them. The following is a clarification of the main and supporting Hajj statistics centers:
4 First: Main Centers: In addition to the Main Center located in the center of Makkah City, there are six other main cen- ters surrounding the city at its entry points that conduct the counting process for pilgrims. These are:
1. Makkah/Jeddah Highway Center Located on the Makkah/Jeddah highway, it is considered the largest and most important center as it stands at the main crossing for pilgrims coming from Jeddah city.
2. Old Makkah/Jeddah Center Located on the old Makkah/Jeddah road, it stands at a second crossing for pilgrims arriving from Jeddah city.
3. Altan’eim Center Located on the road between Medina and Makkah, it counts pilgrims coming from Medina and its surrounding villages as well as pilgrims who visited Medina before performing their Haj pilgrimage.
4. Alshraie’ Center Located on the road connecting Makkah and Taif through Al Sail, it counts pilgrims coming from the Riyadh/Makkah road.
5. Alkar Center Located on the road connecting Makkah and Taif through Al Hada, it counts pilgrims coming from Taif and its surrounding villages, or from the ‘Asir region or Al Bahah.
6. South Center Located on the Al Laith/Jazan road near Alsa’diah village, it counts pilgrims coming from jazan re- gion and the coastal regions
7. Haramain High Speed Railway It transports pilgrims from Medina and makes three stops: Jeddah, King Abdulaziz International Airport, and the King Abdullah Economic City in Rabigh.
Second - Supporting Centers Several supporting counting centers are spread out across Jeddah, Medina, and Taif. These are:
1. Jeddah supporting centers They support and assist the Main Center on the Makkah/Jeddah highway especially during peak periods on the 7th,8th and 9th of Dhu Al-Hijjah. These centers are distributed at the King Abdulaziz International Airport, mass transit stations, Makkah entry points, and other locations in Jeddah.
2. Abiar ‘Ali It supports and assists the Altan’eim main center and is located in Abiar ‘Ali. It is the Ihram location for people coming from Medina. It is the second most important center after the Jeddah supporting
5 center. It can cover the counting of all pilgrims arriving from Medina . Its personnel have been divided into two groups, one in Abiar ‘Ali region and the other on the same highway connecting Medina city and Makkah near the passport center.
3. Al Sail Center It supports and assists the Alshraie’ Center. It is located in the village of Al Sail Al Kabir, and is the Ihram location for pilgrims coming to Makkah from the east from Al Hawiyah through Al Sail.
4. Al Hawiyah Center It supports and assists the Alkar Center. It is located in Al Hada and is the Ihram for pilgrims coming to Makkah from Taif and its surrounding regions.
5. Alhoseniah Center It supports and assists the Alkar Center. It is located on the road between Makkah, the ring road, and the Alhoseniah neighborhood.
4. Coverage: 4.1. Spatial Coverage: Used in the counting of domestic pilgrims, it uses a comprehensive counting method for all pilgrims from inside the Kingdom. GASTAT, through its centers inside Makkah, counts the actual number of domestic pilgrims according to nationality. As for foreign pilgrims, the General Directorate of Passports counts them through its employees located at Saudi Arabia’s land, sea, and air ports.
4.2. Time Coverage: It covers Hajj statistics for all pilgrims who visit the Holy Sites during the Hajj season.
Sampling units of Hajj statistics : The used enumeration unit of this process is the Muhrem. The process of enumerating pilgrims from inside Saudi Arabia is restricted to Muhrem individuals who have been enumerated in Hajj statistics centers at Makkah city entrances.
5. Used statistical classifications:
The bulletin’s data is based on the National Code of Countries and Nationalities.
6. Data Collection Tools: • The enumeration questionnaire of pilgrims from inside Saudi Arabia: The questionnaire was prepared and designed by specialists in the department of census in the General Authority for Statistics. The questions were prepared in a specific scientific way.

After the approval of the enumeration questionnaire, it was converted into an electronic form that can be handled through the developed system of data collection using the tablet devices. This system has the advantage of completing data in high quality using the rules of data auditing and navigation (to detect input errors and illogic inputs automatically as soon as data is completed).
7. Data Collection Method: 7.1. Data collection for domestic pilgrims: • The candidate workers who are nominated to work in the Hajj statistics process were se- lected according to a number of practical and objective criteria related to the nature of work • All candidates (GASTAT staff and collaborators from some government entities) have been trained and prepared through special training programs conducted in different Hajj statis- tics‘ centers • All field researchers used tablet devices to complete the enumeration questionnaire of pil- grims. • Field researchers used the “synchronization” feature available on tablets to upload and transfer the competed data directly to the database associated with it at the headquarters of GASTAT, where it is • The (Auditing rules) are applied electronically to ensure the consistency, accuracy and logic of the data on the questionnaire of pilgrims enumeration. These are (electronic rules that detect conflicting answers), which were built by linking the logical relationship between the answers of the questionnaire and its variables to help the field researcher to detect any error directly when completing data . These bases will not allow the passing of errors if the answer conflicts with another information or answer in the questionnaire • The data collected was verified by reviewing the data through the office audit units in each of the centers of Hajj statistics. This unit also monitors and controls the performance of all field researchers and thier productivity in synchronization with the time of the data collec- tion process from the first day to the last day
7 7.2. Estimation of the pilgrims of Makkah: GASTAT estimates the numbers of pilgrims in Mekkah by conducting regular in-kind household sur- veys. In 1440 Hijri, the Authority estimated the number of pilgrims to Makkah as 15.9% of residents living in Makkah who performed the pilgrimage in 1439 Hijri, including temporary residents during the Hajj season.
7.3. Obtaining data of pilgrims coming from outside Saudi Arabia: The General Directorate of Passports , through its staff deployed at the land, sea and air entry ports counts pilgrims entering Saudi Arabia for Hajj purposes and enters their data into computers. This process has great benefit in case of following up the deportation of pilgrims or the closure of entry ports on Dhul-Hijjah 8th. The Directorate provides GASTAT with two tables; one includes the number of pilgrims who come from outside Saudi Arabia classified according to their gender and the way of entry, while the other includes thier number classified according to their gender and date of entry.
7.4. Obtaining data of the labour force serving pilgrims: GASTAT addresses all participating entities serving pilgrims with attached form prepared for the enumeration of Hajj services. The form includes a brief about the entity, the name of the service pro- vided and its description, the number of participating labour force, the service period and several other data pertaining to the entity providing the service. After that, GASTAT enters, reviews and classifise all data of the incoming forms from entities providing services. .
8. Preparing and Reviewing Results:
After the collected data for pilgrims’ enumeration, the estimated data for Makkah pilgrims, and the data from administrative records at the fourth stage are all reviewed and checked for accuracy, GASTAT calculates and extracts the results and uploads its outputs to its database where they are stored. Final reviews are then conducted by census experts using modern technologies and programs designed for data reviews and audits.
9. Data Dissemination: First: The preparation of the results designed for publication: In this stage, GASTAT downloaded the data results from the Hajj statistics database then coordi- nated, organized and reviewed the data of the administrative records included in the bulletin of the Hajj statistics. After that, the publication tables, charts and indicators were prepared and processed, and the metadata and methodology were added. Then, it was prepared in two languages, Arabic and English.
Second: Preparation of Media materials and the announcement of bulletin release date: After GASTAT published the release date of the bulletin on its official website in the beginning of the Gregorian calendar, it prepared special media materials to announce its release through all media in addition to its various platforms in the social media sites. The announcement is made in the day of publishing (Dhul-Hijjah 10th). The publishing starts on the official website in different templates as
8 open data in Excel format to ensure that it spreads and reaches all customers and those interested in the statistics of Hajj, and include it in the statistical library on the site.
Third: Communicating with clients and providing them the Bulletin: GASTAT believes in the importance of communicating with the clients, therefore, once the bulletin of Hajj statistics is released, it immediately communicates with the clients and provide them with the bulletin. It also receives questions and queries from clients about the bulletin and its results through various communication channels where clients can request data. 10. Applied quality procedures:
Hajj statistics are subject to many technical quality procedures to ensure the quality of the data re- sulting from this enumeration . These include
1. Use of previous enumeration assessments to monitor strengths and weaknesses in the enu- meration implementation and improve statistical data collection procedures. 2. Training and testing of researchers to ensure that the researcher can obtain data in an ap- propriate manner consistent with the objectives of the enumeration. 3. Testing the electronic means used in data collection to ensure the safety and protection of data at all the stages of the enumeration implementation. 4. Reduce the burden of the respondent by using appropriate statistical methods. 5. The obligation in publishing the results according to the predetermined publication dates.
11. Beneficiaries of the Bulletin:
The Hajj Statistics Bulletin will benefit all governmental and private sectors related to Hajj services in Saudi Arabia.The Ministry of Hajj and Umrah and the Ministry of Interior are among the most im- portant beneficiaries of the results of the bulletin, in addition to researchers and planners interested in Hajj statistics. The statistics and indicators of Hajj statistics are among the most important statistical products that contribute to supporting decision-making regarding the service of pilgrims.
