The Council applies the knowledge and experience of families and professional helpers in the planning, development, and implementation of community based, least restrictive programs/services and resources to meet the needs of children and families in the community. The Council strives to develop culturally sensitive and cost effective community programming with strong parental involvement. Through this collaboration of public and private service agencies, Council is able to serve the children and families of our community most effectively. TEAM for Youth: When a community agency, school or parent identifies that their child has multiple system needs and could benefit from an individualized coordinated TEAM. The TEAM is parent driven, they identify who they would like to have which as a part of their families TEAM. Parents will have help in developing their family plans through a collaborative process which builds on their strengths, to enable them to achieve their desired goals. TEAM for Youth's focus is on building natural resources and empowering parents to help their children succeed in school and life. Parent Advisory Support Group: Parents are invited to participate in Council meetings and serve as valuable resources for the system partners in the community who serve families and children. ELIGIBILITY: Parents of children with special needs, parents of children with exceptional talents and skills, parent of typical children, grandparents raising grandchildren, foster parents, adoptive parents, and other members of the community who have a strong interest and commitment to families and children. Established by Pickaway County Family and Children First Council to receive input from parents on the needs of families in Pickaway County. The group also serves as a resource for information and support for other parents in the community with similar concerns. Early Childhood Collaborating Committee: SERVICES: Collaboration and coordination of programs that serve birth – 5 yrs of age OTHER DETAILS: The group meets four times a year to coordinate services and offer a comprehensive network of services for Pickaway County families and their children birth to school age. Teen Task Force: Teen Task Force is a sub committee of Council. The Task Force meets monthly to assess the needs of teens in the community and advocate to meet these needs.

Funds are usually available beginning in March or April of each year for this one-time payment. The Emergency Food and Shelter Program was established in 1983, with legislation that created a National Board, chaired by the Federal Emergency Management Agency (FEMA) consisting of representatives from the American Red Cross, Catholic Charities USA, The Jewish Federations of North America, National Council of the Churches of Christ in the USA, The Salvation Army and United Way Worldwide. *Free Tax Clinic Provides free tax preparation services for people who qualify (Adjusted Gross Income (AGI) of less than $51,000.00 per year). The free tax clinic ensures that low-wage workers receive the Earned Income Tax Credit (EITC) 28 and other credits due to them, which enables them to build assets and maintain financial stability. PICCA provides an Ohio Benefit Bank Coordinator and trained counselors to assist eligible customers FREE of charge for tax preparation services. *Goodwill Voucher Program The Community donates items to Goodwill in the name of PICCA. Goodwill then tracks all the donations they receive designated for PICCA and sends PICCA vouchers to spend in the store for merchandise. PICCA staff distributes the vouchers to low or no income individuals and families that are in need. The revenue from your tax-deductible donations helps people in the community get jobs. The jobs and direct client assistance help the community. *Homeless Crisis Response Program (HCRP) The HCRP was established to better meet the needs of Ohio’s homeless persons. This program provides emergency housing to rapidly move persons from emergency shelter into permanent housing. A caseworker can help you complete the required documentation to determine eligibility. Applicants must provide verification for the past 13 weeks of income for all household members and verification of homelessness to ensure being able to meet the eligibility requirement, which is at or below 30% of area median income(AMI). Once you are determined eligible, the case worker will coordinate payment to the landlord, mortgage holder or utility provider. *Home Energy Assistance Program (HEAP) HEAP allows eligible clients (175% Federal Poverty guidelines) a one-time utility payment. The Winter Crisis program typically runs from November 1 to March 31 each year. If you are eligible for assistance, the amount of your one-time HEAP benefit will depend on federal funding levels, how many people live with you, total household income, and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor). A household applying for HEAP must report total gross household income for the past 12 months for all members except those under the age of 18 years old. The Summer HEAP Crisis program for eligible clients runs from July 1 to August 31. Percentage of Income Payment Plan, PIPP Plus, helps make monthly payments more affordable on a year-round basis. When PIPP Plus payments are made on time and in full, customers earn an incentive credit and a credit for past-due amounts. Each time you pay your required monthly payment on time and in full, you no longer owe the rest of that month’s billed amount. You also receive a 1/24 credit toward any old debt. If you make full, on-time payments for 24 straight months, all of your past-due amounts will be eliminated. Households with a gross yearly household income at or below 150 percent of the federal poverty guidelines are eligible to participate in PIPP Plus. *Prevention, Retention, Contingency (PRC) The Prevention, Retention and Contingency (PRC) program is a critical tool for Ohio counties to provide benefits and services needed to overcome immediate barriers to help families become and stay self-sufficient. The PRC program provides for nonrecurring, short-term, crisis-oriented benefits and ongoing services that are directly related to one of the four purposes of the Temporary Assistance for Needy Families (TANF) program. The services and benefits provided under the PRC program fall into three categories: Prevention services: designed to divert families from ongoing cash assistance by providing short-term non-assistance. Retention services: provided to assist an employed member of the family in maintaining employment. Contingency services: provided to meet an emergent need, which, if not met, threatens the safety, health or well-being of one or more family members. *PUPP - Pickaway United Pantries Program - Fresh Produce Distribution Free produce is distributed twice a month to Pickaway County residents. For a small monthly fee, which is set by the Social Security Administration and other fixed income sources, PICCA will work with customers that receive Social Security or other fixed incomes who reside in Pickaway County to design a budget that meets his or her needs. The customers’ income check is direct deposited into an interest-bearing bank account designated for PICCA Payee Services. The funds are disbursed first for shelter expenses such as rent, utilities, and food, then budgeted accordingly for other expenses the customer may have. Spending money is provided for the beneficiary, based on what the budget allows after monthly obligations have been paid. PICCA will encourage customers to develop budgeting and money management skills with the hope that some customers might eventually be able to manage their funds independently. PICCA accountants will provide bookkeeping for each beneficiary in the agency’s software system. Bank statements will be checked against the software reports for accuracy. *Toys for Tots Assist low-income families of Pickaway County with Christmas gifts for their children ages 1 to 14 years. Application accepted at PICCA beginning the first week of September through the third week in December. *United Way Homeless Prevention Programs Serves households that are at imminent risks of becoming homeless or have recently become homeless. Households at-risk of becoming homeless and households currently homeless will be assessed by PICCA’s Homeless Coordinator and scored using specific rating criteria which will determine those who are at most risk and those who have a greater chance to succeed in permanent housing with the assistance of intensive case management. Those accepted into the programs will agree to meet weekly with a case manager to set and track goals, agree to participate in home visits and agree to do what is necessary to stabilize the household. Proof of income must be provided to determine eligibility for the programs. This program assists clients with an emergency one-month past-due rent amount or, if the client is homeless, funds will be used for an emergency hotel stay while other permanent housing arrangements are being secured. *Dental Clinic The PICCA Community Services Block Grant (CSBG) Emergency Dental Care Program is a program designed to assist income-eligible individuals residing in Pickaway County access emergency dental services to avert health and financial crisis as well as remove barriers to accessing or sustaining employment ELIGIBILITY: Must fall within income guidelines. 125% poverty. *Veterans Transitional Housing 31

The purpose of this program is to promote the development and provision of supportive housing and/or services for homeless veterans. The ultimate goal is to help homeless veterans achieve residential stability, increase skill levels and/or income, and obtain greater self-determination. Through temporary housing, life-skills training, goal setting and intensive case management homeless veterans are helped to develop a more stable life. The Grant Per Diem program has six beds for single male veterans funded by the Federal Veterans Administration. The HCHV program serves as a mechanism to contract with providers of community-based residential treatment for homeless veterans. PICCA’s contract with the Chillicothe VAMC has ten beds for single male veterans, three beds for single female veterans and the facilities to house four veteran families. MOBILITY MANAGEMENT PROGRAM *Mobility Management The goal of the mobility manager is to provide innovation in transportation options and coordination whether it is Circleville, Pickaway County or regional in scope. Whether assisting individuals, families, students, older people, and people with disabilities or low income we can find a solution to get you where you need to be. Through the Specialized Transportation 34 program funding PICCA's Mobility Manager is the one stop source for information, education and referral to assist in learning about and accessing community and regional transportation services provided by both Public Agencies and Private Providers. TRANSPORTATION SERVICES *Public Transportation Programs The Pickaway Area Rural Transit (PART) operates the county’s public transportation system--a regional transit system that serves the City of Circleville and outlying county area. PART provides 6,000 rides per month. Presently, PART provides Point Deviation, Demand Response, Immediate Response and Columbus Shuttle. In addition, PART contracts with local schools and businesses to transport passengers to and from appointments. For more information, ask for a PART Brochure. WEATHERIZATION & HOME REPAIR PROGRAMS *Central Ohio Area Agency on Aging (COAAA) While PICCA has programs offered on income base, we also have a program offered to those age 60 and over in Pickaway County through the Central Ohio Area Agency on Aging. Services offered include repair of heating systems, plumbing systems, hot water tanks, water taps and lines, hazardous electrical systems, severely deteriorated roofs, walls, floors and doors, ramps for handicapped-accessibility; kitchen and bathroom modifications for handicapped accessibility. Some restrictions apply for mobile homes. *Columbia Gas - Warm Choice Program The Warm Choice Program offers low-income Columbia Gas customers a thorough inspection of the house, providing client education, heating equipment repairs or replacement, insulation and weather-stripping and referrals to other energy programs. These services are provided free of charge to qualified customers. *Electric Partnership Program (EPP) The EPP is designed to improve the electric efficiency of low-income households who participate in or are eligible for PIPP Plus (Percentage of Income Payment Plan Plus) by performing in-home audits and installing appropriate electric energy efficiency measures. Consumer education helps PIPP Plus participants get the most benefit from their electricity while learning how to reduce the amount of electricity they use. This is an integral part of the service delivery to every household. Customers who are enrolled in PIPP Plus and have high-energy use compared with other electric PIPP Plus enrollees will be contacted by an authorized provider of EPP services. The EPP is composed of two types of programs: 1.) A base load efficiency program which audits lighting, appliances and all other uses of electricity not 35 related to heating, and installs appropriate measures; 2.) A weatherization program for those who heat with electricity and who have high usage. This program may include adding insulation, performing heating system inspections and addressing health and safety measures. Each program includes an education component. This component varies in intensity on the PIPP Plus customer’s electric consumption and other factors. Education focuses on how much energy home devices use and actions the customer can take to reduce this usage *Housing Assistance Grant Program (HAGP) HAGP - Housing Assistance Grant Program is funded by the Ohio Department of Development, Office of Community Development. The program makes repairs necessary to keep a unit habitable by an individual or household to protect the integrity of the structure and assure the occupants’ health and safety. Examples of handicapped accessibility activities include limited rehabilitation to remove barriers, such as installation of ramps or modification of kitchens or bathrooms. *Home Weatherization Assistance Program (HWAP) Aimed towards energy conservation, this program provides services to low- income residents with priority given to elderly and handicapped of Pickaway County to reduce their heating bills. 1. Complete inspection of heating unit 2. Reductions of air infiltration (stopping drafts) 3. Insulation of ceiling, walls and floors. An evaluation of each house is done to determine which services based on federal guidelines and cost effectiveness, will be provided.
