Treaty of Paris of 1815: Cutting the French War Machine down to size. The Treaty of Paris of 1815, was signed on 20 November 1815 following the defeat and second abdication of Napoleon Bonaparte. During the February of 1815 Emperor Napoleon had escaped his exile on Elba and entered Paris on 20 March. This started the Hundred Days of his restored rule pulling Europe back into the fires of war. After France's defeat in the Battle of Waterloo, Napoleon abdicate again, on 22 June. King Louis XVIII retook the throne for a second time on the 8th of July. A formal peace treaty needed to be created that would stop any further French threat to the European balance of power. Delegates will take on the role of representatives from different European countries. Delegates will be competing and arguing for the interests of their respective countries. The two moderators for this treaty will be The Holy Papal States and The Exalted Ottoman Empire The 1815 treaty major terms Leadership of France: What faction should take the leadership of France. The Royalist Bourbon old regime or the Revolutionary Napoleonic military dictatorship. Indemnities France was ordered to pay 700 million francs. How should this be divided up? Is this even enough to cover the cost of the wars Europe went through? . Borders: What should the new French borders be? Is a strong France needed or is it better for all nations if France is weakened? Protection of France’s neighbors: France was to pay additional money to cover the cost of providing additional defensive fortifications to be built by neighboring Coalition countries. Is this Frances responsibility? What nations should get the additional defense money? The more nations that get funding the less money each nation gets. Occupation: Is it necessary occupy parts of France to insure the safety of Europe? Who should supply the troops to make up the occupation force? What area should be occupied? The Slave Trade: Should the trans-Atlantic slave trade end. Other possible issues: The German question: What will happen to the Germanic regions without the Holy Roman Empire? The creation of a German state? Who would lead such a state? Austria? Prussia? Bavaria? Saxony? The Italian question: Sardinia has dreams of uniting all Italians under one king. Should this be allowed? The European mainland going to war against Great Britain: Britain is the world super power should this continue? Should the formation of a European coalition occur to cut the British down to size. How to solve issues: Diplomacy, Secret Deals and All-Out War are all methods that can be used to create a new Europe out of the ashes of the Napoleonic Wars. *to help plan the growth of your nations* Delegates: Britain: A return to pre-French Revolution status quo will be best for business. Ensuring that France will never challenge your interests but will still be able to act as European policemen. Russia: To maintain the balance of power in Eastern Europe. Keep the Germans divided and allow France to rejoin the world stage as the peace keeper in Western Europe. Prussia: Punishment for France is all the Prussians want. Keeping France weak so you can become the new European power player. Sweden: Dreams of pre-Napoleonic glory. Undermine Russia at every turn to insure you remain a player on the world stage. Spain: Having lost much of your empire due to the Napoleonic wars. Take a hard line on reducing French power. Austria: Punishment for France for the collapse of the holy roman empire and removing your place in the sun. Undermine Russia and stop the growth of Prussia. Vienna should be the heart of Germanic Europe. Portugal: Take a hard line on reducing French power. Denmark: Undermine Prussia. France should stay as European policemen. Sardinia: France should stay as European policemen as long as they support the dream of a unified Italy under the Sardinian king. Netherlands: Keep the French strong but demand that France pays the bill for the defense of the Netherlands. Bavaria: France should pay for the cost of the wars and the defense. Prussia and Austria should be undermined. The Germanic world should be centered around Munich not Berlin or Vienna Switzerland: Return to the status quo. Saxony: France should pay for the defense of Saxony and be keep strong to help defend Saxony from the growing Prussian onslaught. Bourbon France: cut a deal with anyone to stop the war and return you to power. A return to the glory of the French kingdom. Napoleonic France: Make France great again. A return to the Empire of Napoleon that just fell. Europe belongs to France.
