DO OBJETO 1.1. 1.1 O objeto da presente licitação é a escolha da proposta mais vantajosa para a aquisição de licenças do soware Adobe Creave Cloud for Teams, conforme condições, quandades e exigências estabelecidas neste Edital e seus anexos. 1.2. 1.2 A licitação será realizada em único item. 1.3. 1.3 O critério de julgamento adotado será o menor preço do item, observadas as exigências condas neste Edital e seus Anexos quanto às especificações do objeto. 2. DOS RECURSOS ORÇAMENTÁRIOS 2.1. As despesas para atender a esta licitação estão programadas em dotação orçamentária própria, prevista no orçamento da União para o exercício de 2020, na classificação abaixo: Gestão/Unidade: 00001/810005 Fonte: 0100 Programa de Trabalho: 14.122.0032.2000.0001 Elemento de Despesa: 339040 3. DO CREDENCIAMENTO 3.1. O Credenciamento é o nível básico do registro cadastral no SICAF, que permite a parcipação dos interessados na modalidade licitatória Pregão, em sua forma eletrônica. 3.2. O cadastro no SICAF deverá ser feito no Portal de Compras do Governo Federal, no sío www.comprasgovernamentais.gov.br, por meio de cerficado digital conferido pela Infraestrutura de Chaves Públicas Brasileira – ICP - Brasil. 3.3. O credenciamento junto ao provedor do sistema implica a responsabilidade do licitante ou de seu representante legal e a presunção de sua capacidade técnica para realização das transações inerentes a este Pregão. 3.4. O licitante responsabiliza-se exclusiva e formalmente pelas transações efetuadas em seu nome, assumir como firmes e verdadeiras suas propostas e seus lances, inclusive os atos pracados diretamente ou por seu representante, excluída a responsabilidade do provedor do sistema ou do órgão ou endade promotora da licitação por eventuais danos decorrentes de uso indevido da senha, ainda que por terceiros. 3.5. É de responsabilidade do cadastrado conferir a exadão dos seus dados cadastrais no Sicaf e mantê-los atualizados junto aos órgãos responsáveis pela informação, devendo proceder, imediatamente, à correção ou à alteração dos registros tão logo idenfique incorreção ou aqueles se tornem desatualizados. 3.5.1. A não observância do disposto no subitem anterior poderá ensejar desclassificação no momento da habilitação. 4. Poderão parcipar deste Pregão interessados cujo ramo de avidade seja compavel com o objeto desta licitação, e que estejam com Credenciamento regular no Sistema de Cadastramento Unificado de Fornecedores – SICAF, conforme disposto no art. 9º da IN SEGES/MP nº 3, de 2018. 4.1.1. Os licitantes deverão ulizar o cerficado digital para acesso ao Sistema. 4.2. Não poderão parcipar desta licitação os interessados: 4.2.1. proibidos de parcipar de licitações e celebrar contratos administravos, na forma da legislação vigente; 4.2.2. que não atendam às condições deste Edital e seu(s) anexo(s); 4.2.3. estrangeiros que não tenham representação legal no Brasil com poderes expressos para receber citação e responder administrava ou judicialmente; 4.2.4. que se enquadrem nas vedações previstas no argo 9º da Lei nº 8.666, de 1993; 4.2.5. que estejam sob falência, concurso de credores, concordata ou insolvência, em processo de dissolução ou liquidação; 4.2.6. endades empresariais que estejam reunidas em consórcio; 4.2.7. organizações da Sociedade Civil de Interesse Público - OSCIP, atuando nessa condição (Acórdão nº 746/2014-TCU-Plenário); 4.2.8. instuições sem fins lucravos (parágrafo único do art. 12 da Instrução Normava/SEGES nº 05/2017) 4.2.8.1. É admissível a parcipação de organizações sociais, qualificadas na forma dos arts. 5º a 7º da Lei 9.637/1998, desde que os serviços objeto desta licitação se insiram entre as avidades previstas no contrato de gestão firmado entre o Poder Público e a organização social (Acórdão nº 1.406/2017- TCU-Plenário), mediante apresentação do Contrato de Gestão e dos respecvos atos constuvos. 4.2.9. sociedades cooperavas, considerando a vedação conda no art. 10 da Instrução Normava SEGES/MP nº 5, de 2017, bem como o disposto no Termo de Conciliação firmado entre o Ministério Público do Trabalho e a AGU. 4.3. Nos termos do art. 5º do Decreto nº 9.507, de 2018, é vedada a contratação de pessoa jurídica na qual haja administrador ou sócio com poder de direção, familiar de: a) detentor de cargo em comissão ou função de confiança que atue na área responsável pela demanda ou contratação; ou b) de autoridade hierarquicamente superior no âmbito do órgão contratante. 4.3.1. Para os fins do disposto neste item, considera-se familiar o cônjuge, o companheiro ou o parente em linha reta ou colateral, por consanguinidade ou afinidade, até o terceiro grau (Súmula Vinculante/STF nº 13, art. 5º, inciso V, da Lei nº 12.813, de 16 de maio de 2013 e art. 2º, inciso III, do Decreto n.º 7.203, de 04 de junho de 2010); 4.4. Nos termos do art. 7° do Decreto n° 7.203, de 2010, é vedada, ainda, a ulização, na execução dos serviços contratados, de empregado da futura Contratada que seja familiar de agente público ocupante de cargo em comissão ou função de confiança neste órgão contratante. 4.4.1. Como condição para parcipação no Pregão, o licitante assinalará “sim” ou “não” em campo próprio do sistema eletrônico, relavo às seguintes declarações: https://sei.mdh.gov.br/sei/controlador.php?acao=documento_imprimir_web&acao_origem=arvore_visualizar&id_documento=1577803&infra_sistema=100000100&infra_unidade_atual=110000424&infr… 3/22 28/10/2020 SEI/MDH - 1420888 - Edital de Licitação 4.4.2. que cumpre os requisitos estabelecidos no argo 3° da Lei Complementar nº 123, de 2006, estando apto a usufruir do tratamento favorecido estabelecido em seus arts. 42 a 49. 4.4.2.1. nos itens exclusivos para parcipação de microempresas e empresas de pequeno porte, a assinalação do campo “não” impedirá o prosseguimento no certame; 4.4.2.2. nos itens em que a parcipação não for exclusiva para microempresas e empresas de pequeno porte, a assinalação do campo “não” apenas produzirá o efeito de o licitante não ter direito ao tratamento favorecido previsto na Lei Complementar nº 123, de 2006, mesmo que microempresa, empresa de pequeno porte ou sociedade cooperava. 4.4.3. que está ciente e concorda com as condições condas no Edital e seus anexos; 4.4.4. que cumpre plenamente os requisitos de habilitação definidos no Edital e que a proposta apresentada está em conformidade com as exigências editalícias; 4.4.5. que inexistem fatos impedivos para sua habilitação no certame, ciente da obrigatoriedade de declarar ocorrências posteriores; 4.4.6. que não emprega menor de 18 anos em trabalho noturno, perigoso ou insalubre e não emprega menor de 16 anos, salvo menor, a parr de 14 anos, na condição de aprendiz, nos termos do argo 7°, XXXIII, da Constuição; 4.4.7. que a proposta foi elaborada de forma independente, nos termos da Instrução Normava SLTI/MP nº 2, de 16 de setembro de 2009. 4.4.8. que não possui, em sua cadeia produva, empregados executando trabalho degradante ou forçado, observando o disposto nos incisos III e IV do art. 1º e no inciso III do art. 5º da Constuição Federal; 4.4.9. que os serviços são prestados por empresas que comprovem cumprimento de reserva de cargos prevista em lei para pessoa com deficiência ou para reabilitado da Previdência Social e que atendam às regras de acessibilidade previstas na legislação, conforme disposto no art.

Munroe ABSTRACT Animated films have grown in popularity as expanding markets (such as TV and video) and new technologies (notably computer graphics imagery) have broadened both the production and consumption of cartoons. As a consequence, more animated films are produced and watched in more places, as new “worlds of production” have emerged. The animation production system, specialized and distinct from film production, relies on different technologies and labor skills. Therefore, its globalization has taken place differently from live-action film production, although both are structured to a large degree by the global production networks (GPNs) of the media conglomerates. This research examines the structure and evolution of the animation industry at the global scale. In order to investigate these, 4,242 animation studios from the Animation Industry Database are used. The spatial patterns of animation production can be summarized as, 1) dispersion of the animation industry, 2) concentration in world cities, such as Los Angeles and New York, 3) emergence of specialized animation cities, such as Annecy and Angoulême in France, and 4) significant concentrations of animation studios in some Asian countries, such as India, South Korea and the Philippines. In order to understand global production networks (GPNs), networks of studios in 20 cities are analyzed.

Dissemination of information with good graphical user interface becomes very important when very important information have to be passed across. This project would be split into the two aspects (graphics and animation) sometimes during the course of discussion. 1.1.1 Computer Graphics Computers have become a powerful tool for the rapid and economical production of pictures. There is virtually no area in which graphical displays cannot be used to some advantage, and so it is not surprising to find the use of computer graphics so widespread. Although early applications in engineering and science had to rely on expensive and cumbersome equipment, advances in computer technology have made interactive computer graphics a practical tool. Today, we find computer graphics used routinely in such diverse areas as science, Engineering, medicine, business, industry, government, art, entertainment, advertising, Education and training. Before we get into the details of how to do computer graphics, we first take a short tour through a gallery of graphics applications. A major use of computer graphics is in design processes, particularly for engineering and architectural systems, but almost all products are now computer designed. Generally referred to as CAD, computer-aided design methods are now routinely used in the design of buildings, automobiles, aircraft, watercraft, spacecraft, computers, textiles, and many, many other products. The Authority shall develop and implement a certification and accreditation program in which private industry group and trade associations are accredited to conduct approved trade tests, and the local government units to promote such trade testing activities in their respective areas in accordance with the guidelines to be set by the Authority. The Training Regulations (TR) serve as basis for the: 1 Competency assessment and certification; 2 Registration and delivery of training programs; and 3 Development of curriculum and assessment instruments. The theoretical part presents an introduction to digital animation, analyzing the different types of techniques available. The following part describes live cinema field, investigating the use of visual content in connection with sound. In order to accomplish the study, I took part in a visual performance project, where I faced the production steps, from the pre-production to the final execution. In addition, I conducted a research on the experience of 50 professionals in the field of live cinema and digital animation. The data collected from the questionnaire were placed in comparison with the production pipeline followed during the visual performance project I took part in. It was found that there are no fixed rules to approach the creation of performative content, partly because each artist approach the production in different ways, depending on different factors. The history of film animation begins with the earliest days of silent films and continues through the present day. The first animated film was created by frenchman Charles-Émile Reynaud, inventor of the praxinoscope, an animation system using loops of 12 pictures. On October 28, 1892 at Musée Grévin in Paris, France he exhibited animations consisting of loops of about 500 frames, using his théatre optique system - similar in principle to a modern film projector. The first animation on standard picture film was Humorous Phases of Funny Faces by J. Stuart Blackton in the year 1906.
