Less attention has been paid, however, to the question of how governments—particularly those in the Middle East—have incorporated Islam into their broader foreign policy conduct. Whether it is state support for transnational religious propagation, the promotion of religious interpretations that ensure regime survival, or competing visions of global religious leadership; these all embody what we term in this new report the “geopolitics of religious soft power.” The paper explores the religious dimensions of the Saudi-Iranian rivalry, looking at how the Islamic outreach strategies of the two governments have evolved in response to changing regional and global environments. We assess the much-discussed phenomenon of Saudi Arabia’s export of Wahhabism, arguing that the nature and effects of Saudi religious influence around the world are more complicated than we ordinarily think. Meanwhile, since 9/11 and the rise of ISIS, the governments of several prominent Muslim-majority countries, among them Jordan, Morocco, and Egypt, have positioned themselves as the purveyors of a “moderate Islam” capable of blunting the narrative of extremist groups. We also look at Turkey and Indonesia as examples of emerging powers that, with somewhat less fanfare, have integrated elements of religious outreach into their broader soft power strategies across Asia and Africa.

Especially, the strong civic institutions and ro- bust marketplaces of ideas in mature democracies are thought to substantially protect them from severe threat inºation and “myths of empire” that could promote excessively risky foreign policy adventures and wars. The market- place of ideas helps to weed out unfounded, mendacious, or self-serving for- eign policy arguments because their proponents cannot avoid wide-ranging debate in which their reasoning and evidence are subject to public scrutiny.1 The marketplace of ideas, however, failed to fulªll this function in the 2002–03 U.S. foreign policy debate over going to war with Iraq. By now there is broad agreement among U.S. foreign policy experts, as well as much of the American public and the international community, that the threat assessments that President George W. Bush and his administration used to justify the war against Iraq were greatly exaggerated, and on some dimensions wholly baseless.     Middle East Institute 2005 Annual Report The Middle East Institute (MEI) was founded in 1946 by Christian Herter, who would soon be named US Secretary of State, and George Camp Keiser, a Middle East scholar. The Institute was initially an adjunct of Johns Hop- kins University-School for Advanced International Studies but was then spun off as an independent non-profit organization. There were no organi- zations in the Washington area at that time that focused on the contempo- rary Middle East. MEI was designed to fill the void. The Institute’s charter promised: “…to increase knowledge of the Middle East among citizens of the United States and to promote a better understanding between the peoples of these two areas.” This remains the Institute’s objective. Traditionally, MEI has not taken positions on issues and does not identify with a particular political party or with a specific side on the many disputes that have wracked the region. The Institute continues that policy today. In- stead, MEI offers a forum for debate, opinion, and analysis through a va- riety of educational and informational programs, including briefings and seminars, media outreach, a scholars program, a quarterly peer-reviewed scholarly journal, a language program, a library, and various conferences.
