Publication No. 202, Gulf States Marine Fisheries Commission, Ocean Springs, Mississippi. v vi Preface The Gulf States Marine Fisheries Commission (GSMFC) was established by the Gulf States Marine Fisheries Compact under Public Law 81-66 approved May 19, 1949. Its charge is to promote better management and utilization of marine resources in the Gulf of Mexico. The GSMFC is composed of three members from each of the fi ve Gulf States. The head of the marine resource agency of each state is an ex offi cio member. The second is a member of the legislature. The third is a governor-appointed citizen with knowledge of or interest in marine fi sheries. The offi ces of the chairman and vice chairmen are rotated annually from state to state. The GSMFC is empowered to recommend to the governor and legislature of the respective states action on programs helpful to the management of marine fi sheries. The states, however, do not relinquish any of their rights or responsibilities to regulate their own fi sheries as a result of being members of the GSMFC. One of the most important functions of the GSMFC is to serve as a forum for the discussion of various problems and needs of marine management authorities, the commercial and recreational industries, researchers, and others. The GSMFC also plays a key role in the implementation of the Interjurisdictional Fisheries (IJF) Act. Paramount to this role are the GSMFC’s activities to develop and maintain regional fi shery management plans for important Gulf species. The Oyster Fishery Management Plan is a cooperative planning effort of the fi ve Gulf States under the IJF Act. Members of the task force contributed by drafting individually assigned sections. In addition, all members contributed their expertise to discussions that resulted in revisions and led to the fi nal draft of the plan. The GSMFC made all necessary arrangements for task force workshops. Under contract with the National Marine Fisheries Service (NMFS), the GSMFC funded travel for state agency representatives and consultants other than federal employees. Throughout this document, metric equivalents are used wherever possible with the exceptions of reported landings data and harvest limits which, by convention, are reported in English units. Conceptual models of runoff generation have largely been derived from hydrometric data, with isotope and hydrochemical data having only limited q application in delineating sources and pathways of water. In a small subarctic alpine catchment within the Wolf IWA Publishing 2004 Creek Research Basin, Yukon, Canada, snowmelt runoff generation processes were studied during 2002 using a mixed methods approach. Snowmelt timing varied between basin slopes, with south-facing exposures melting prior to permafrost-underlain north-facing slopes. The streamflow freshet period begain after 90% of snow had melted on the south-facing slope and coincided with the main melt period on the north-facing slope, indicating that contributing areas were largely defined by permafrost distribution. Stable isotope (d18O) and hydrochemical parameters (dissolved organic carbon, specific conductivity, pH) suggest that, at the beginning of the melt period, meltwater infiltrates soil pores and resides in temporary storage. As melt progresses and bare ground appears, thawing of soils and continued meltwater delivery to the slopes allows rapid drainage of this meltwater through surface organic layers.

In general, stream flows will begin to recede over the next week. The Fraser River is expected to rise into the weekend; however, flows are forecast to remain below their earlier 2021 peaks. Provincial staff, local government staff, First Nations, and other parties continue to monitor the situation and support the implementation of flood emergency preparedness, response, and recovery. The public is advised to stay clear of all fast-flowing rivers and streams and potentially unstable riverbanks during spring high streamflow periods. Weather (Current and Forecast) Temperatures have reduced from the historic heat we recently experienced. As the ridge that resulted in the high temperatures moves east there is increased risk of instability leading to thunder and lightening. Limited precipitation is expected over the next several days. The objective of this Staff Working Paper is to summarize selected data gathered by the author between 1999 and February 2015. During that time period, the author conducted a variety of assessments throughout Pearl Harbor and the Pearl Harbor Entrance Channel. The specific resources which will be addressed in this partial summary are: 1) corals, 2) selected fin fish species and Essential Fish Habitat (EFH), 3) sea turtles, 4) miscellaneous and 5) perceived data gaps. This summary is not intended to reiterate material already presented in the Pearl Harbor INRMP or the many other documents which contain pertinent marine natural resource data; it is intended to summarize unpublished and/or unreported data gathered by the author. In this document, Pearl Harbor is defined as the area north of Hammer Point, as designated on Nautical Chart No. 19366 (Oahu South Coast Pearl Harbor). The Pearl Harbor Entrance Channel (PHEC) is defined as the area south of Hammer Point between the channel markers on the eastern and western sides of the PHEC and extending to the outermost Channel Marker Buoys (No. 1 on the west side and No. 2 on the east side). Figure 1 illustrates the boundaries of the P 516 project assessment area. All the data summarized in this document was gathered by the author, with periodic biological support from Donald Marx, and others.

    Eastern Oyster (Crassostrea virginica) Imagine yourself on the streets of Manhattan, hungry but short of time and money. You see a pushcart, place your order and are served a quick lunch of…..oysters! That’s right, oysters. Throughout the 19th and early 20th Centuries, New York City was an oyster-eating town with oyster barges lining the waterfront and oysters served and sold on the streets. The abundance of these tasty bivalves was a welcome food source for the Dutch and English colonists and oysters, exported back to Europe, quickly became a source of economic wealth. So many oysters were sold that paths and extended shorelines were built in New York City on crushed shells. Oysters have been a prominent species in the New York/New Jersey Harbor Estuary since the end of the Ice Age. They have been documented as a food source in the Estuary for as long as 8,000 years, based on evidence from Native American midden (trash) piles. Later, many of the Harbor Estuary’s shoreline communities developed and thrived on the oyster trade until it collapsed in the mid-1920s, although minor oyster fisheries survived at the Harbor Estuary’s Jamaica Bay fringes where the East River meets Long Island Sound until the late1930s or later. In the 1880’s it was estimated that oysters covered about 350 square miles or 250,000 acres of the Harbor Estuary’s bottom. They were found in mid-to lower salinity areas including the tidal rivers in New Jersey’s Monmouth County, Raritan Bay, up the lower Raritan River, throughout the Arthur Kill, Newark Bay, the lower Rahway, Passaic, and Hackensack Rivers, the Kill Van Kull, up both sides of the Hudson River into Haverstraw Bay, around New York City in the Harlem and East Rivers and in many smaller tributaries and Jamaica Bay.

    EAST HAMPTON TOWN SHELLFISH HATCHERY The 2015 Crew, left to right: Kate, Pete, Carissa, Shelby, and Barley 2015 ANNUAL REPORT AND 2016 OPERATING PLAN Prepared by Kate Rossi-Snook Edited by Barley Dunne East Hampton Town Shellfish Hatchery The skiff loaded for seeding in Lake Montauk Annual Report of Operations Mission Statement With a hatchery on Fort Pond Bay, a nursery on Three Mile Harbor, and a floating raft field growout system in Napeague Harbor, the East Hampton Town Shellfish Hatchery produces large quantities of oyster (Crassostrea virginica), clam (Mercenaria mercenaria), and bay scallop (Argopecten irradians) seed to enhance valuable shellfish stocks in local waterways. Shellfish are available for harvest by all permitted town residents. Cooperative research and experimentation concerning shellfish culture, the subsequent success of seed in the wild, and the status of the resource is undertaken and reported upon regularly, often funded and validated by scientific research grants. Educational opportunities afforded by the work include school group and open house tours and educational displays at community functions. The species list includes 96 species and 48 families. Six species are dominant (Bittiolum varium, Costoanachis semiplicata, Brachidontes exustus, Crassostrea virginica, Chione cancellata, and Mulinia lateralis) and 25 are commercially important (e.g., Strombus alatus, Busycoarctum coarctatum, Triplofusus giganteus, Anadara transversa, Noetia ponderosa, Brachidontes exustus, Crassostrea virginica, Argopecten irradians, Argopecten gibbus, Chione cancellata, Mercenaria campechiensis, and Rangia flexuosa).

The achievements of the Oyster Disease Research Program (ODRP) cover multiple areas, including the development of new tools for disease diagnosis, the successful breeding of disease resistant oyster strains, the development of new models of the interaction of disease and environmental factors and the development of a new understanding of the disease process at the cellular level. The Gulf Oyster Industry Program (GOIP) has extended this research to the Gulf of Mexico fishery and in addition has supported innovative research focused on numerous aspects of pathogens in oysters-including rapid detection and enumeration, new processing methods to ensure public health - while gaining an understanding of the impact ofharmful algal species. A strong, collaborative interaction with industry partners has been a hallmark of this program.
