Open Letter to President-elect Trump: Negotiate Nuclear Zero As president of the United States, you will have the grave responsibility of assuring that nuclear weapons are not overtly threatened or used during your term of office. The most certain way to fulfill this responsibility is to negotiate with the other possessors of nuclear weapons for their total elimination. The U.S. is obligated under Article VI of the Nuclear Non-Proliferation Treaty to engage in such negotiations in good faith for an end to the nuclear arms race and for nuclear disarmament. A nuclear war, any nuclear war, would be an act of insanity. Between nuclear weapons states, it would lead to the destruction of the attacking nation as well as the attacked. Between the U.S. and Russia, it would threaten the survival of humanity. There are still more than 15,000 nuclear weapons in the world, of which the United States possesses approximately 7,000. Some 1,000 of these remain on hair-trigger alert. A similar number remain on hair-trigger alert in Russia. This is a catastrophe waiting to happen. Even if nuclear weapons are not used intentionally, they could be used inadvertently by accident or miscalculation. Nuclear weapons and human fallibility are a dangerous mix. Nuclear deterrence presupposes a certain view of human behavior. It depends on the willingness of political leaders to act rationally under all circumstances, even those of extreme stress. It provides no guarantees or physical protection. It could fail spectacularly and tragically. You have suggested that more nations – such as Japan, South Korea and even Saudi Arabia – may need to develop their own nuclear arsenals because the U.S. -

The Tokyo War Crimes Tribunal (officially the International Military Tribunal for the Far East) was set up by an executive order of General Douglas MacArthur (1880– 1964), the Supreme Commander for the Allied Powers in Japan, on January 19, 1946.2) The Charter set forth the constitution, jurisdiction and functions of the IMTFE. Earli- er, on September 2, 1945, MacArthur had accepted the Japanese surrender, aboard the USS Missouri. The IMTFEIMTFE began on May 3, 1946,1946, and ended sixty years agoago on November 12, 1948, when verdicts and the “majority opinion alone were read in open court and so became part of the transcript.”3) There were three dissenting, separate opinions. Eleven Justices constituted the IMTFE: one each from Australia, Canada, China, France, Great Britain, India, The Netherlands, New Zealand, Philippines, Soviet Union and United States. The dissent- ing opinions were from Justice Henri Bernard (France), Justice Radhabinod Pal (In- dia), and Justice Bert V. A. Röling (The Netherlands).4) Pal’s (1886–1967) lengthy dis- sent “argued for the acquittal on all counts of the accused Japanese wartime leaders.”5) His dissent “was as long as the twelve-hundred page majority” judgment.6) A leading historian, John Dower, comments: “SCAP did not permit Pal’s dissent to be translat- ed.”7) Richard Minear writes: “Tanaka Masaaki . -

Mancuso © 2018 Steven Robert Bellavia All Rights Reserved iii ABSTRACT Andrew Schocket, Advisor This dissertation examines the experiences of the final Cold War generation. I define this cohort as a subset of Generation X born between 1965 and 1971. The primary focus of this dissertation is to study the ways this cohort interacted with the three messages found embedded within the Cold War us vs. them binary. These messages included an emphasis on American exceptionalism, a manufactured and heightened fear of World War III, as well as the othering of the Soviet Union and its people. I begin the dissertation in the 1970s, - during the period of détente- where I examine the cohort’s experiences in elementary school. There they learned who was important within the American mythos and the rituals associated with being an American. This is followed by an examination of 1976’s bicentennial celebration, which focuses on not only the planning for the celebration but also specific events designed to fulfill the two prime directives of the celebration. As the 1980s came around not only did the Cold War change but also the cohort entered high school. Within this stage of this cohorts education, where I focus on the textbooks used by the cohort and the ways these textbooks reinforced notions of patriotism and being an American citizen. -

Telling Technology Contesting Narratives of Progress in Modernist Literature: Robert Walser, Paul Scheerbart, and Joseph Roth Vincent Hessling Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2018 © 2018 Vincent Hessling All rights reserved ABSTRACT Telling Technology Contesting Narratives of Progress in Modernist Literature: Robert Walser, Paul Scheerbart, and Joseph Roth Vincent Hessling Telling technology explores how modernist literature makes sense of technological change by means of narration. The dissertation consists of three case studies focusing on narrative texts by Robert Walser, Paul Scheerbart, and Joseph Roth. These authors write at a time when a crisis of ‘progress,’ understood as a basic concept of history, coincides with a crisis of narra- tion in the form of anthropocentric, action-based storytelling. Through close readings of their technographic writing, the case studies investigate how the three authors develop alter- native forms of narration so as to tackle the questions posed by the sweeping technological change in their day. Along with a deeper understanding of the individual literary texts, the dissertation establishes a theoretical framework to discuss questions of modern technology and agency through the lens of narrative theory.
