Goris, Denpasar, Bali 80232 Indonesia ABSTRACT This research was carried out because there were problems regarding the exploitation of tourism business development in the cliff border area in Pecatu Village, South Kuta District, Badung Regency. Exploitation that occurs like tourism business development. The tourism business is like accommodation and restaurants. So researchers are interested in researching on the topic. The research method used is qualitative analysis, with interview, observation and documentation techniques. Theories and concepts used are functional theories and concepts of exploitation, tourism policies, borderline cliffs and tourism businesses. The results of the study show that there are 157 tourism business buildings in Pecatu Village, and some of them are recorded using cliff borders. As for the dominant tourism business using a cliff border, namely hotel and restaurant accommodation businesses. From the violation, the government of Pecatu Village and Badung Regency Government gave a policy in the form of awig-awig and written regulations to regulate these violations. The conclusions in this study were the violation of tourism business development in Pecatu Village which uses a cliff border area. Massive businesses are being built in hotel and restaurant accommodation businesses. so that from this case the government of Pecatu Village and the Badung Regency Government issued a policy to regulate these violations so as not to occur again. Researchers suggest that they need to be given strict sanctions against offenders, or direct demolition by the Desa Adat, because the Desa Adat in Bali is feared by investors.     TRADISI MELASTI MENDAK HUJAN DI DESA PECATU, KUTA SELATAN, BADUNG, BALI DAN POTENSINYA SEBAGAI SUMBER BELAJAR SEJARAH DI SMA I Komang Ega Mahendra1, Dr. I Wayan Mudana, M.Si2, Ketut Sedana Arta S.Pd, M.Pd3 Jurusan Pendidikan Sejarah Universitas Pendidikan Ganesha E- mail:[email protected]@undiksha.ac.idSed [email protected] ABSTRAK Penelitian ini bertujuan unutuk (1) mengetahui latar belakang tradisi Melasti Mendak Hujan di desa Pecatu, (2) mengetahui sistem pelaksanaan ritual Tradisi Melasti Mendak Hujan, (3) mengetahui aspek- aspek dari tradisi Melasti Mendak Hujan yang dapat di implementasikan sebagai sumber belajar Sejarah di SMA. Dalam penelitian ini, dapat dikumpulkan dengan menggunakan metode sejarah dengan tahap-tahap; (1) Tahap Pengumpulan Data, (observasi, wawancara, studi dokumen), (2) Kritik Sumber ( verifikasi), (3) Interpretasi ( Analisis Data), dan (4) Historiografi ( Penulisan Sejarah) Penelitian ini menghasilkan temuan, yakni: (1) sejarah tradisi Melasti Mendak Hujan, adalahuntuk meningkatakan srada dan bhakti kepada Tuhan Yang Maha Esa untuk menghapuskan segala penderitaan yang ada pada masyarakat, menghilangkan kekotoran alam semesta serta mencegah kerusakan alam semesta yang membuat hubungan harmonis antara manusia dengan Tuhan, manusia dengan sesama manusia dan manusia dengan alam lingkungannya; (2) Sistem pelaksanaan upacara Melasti Mendak Hujan diawali dengan adanya tahap persiapan upacara, persiapan ngayah sebelum Melasti Mendak Hujan, adanya proses persembahyangan bersama di Pura Sad Kahyangan,puncak acara adanya berbagai tarian diantaranya upacara nedunang ida bhatara, tarian kincang-kincung dan ngurek di pesisir pantai; (3) Aspek-aspek tradisi Melasti Mendak Hujan yang bisa di implementasikan sebagai sumber belajar sejarah sesuai dengan kurikulum 2013 adalah sebagai berikut nilai religius, nilai memperkuat solidaritas/kelompok masyarakat, nilai menjaga hubungan harmonis dengan alam, nilai sosial religius.
