THIS IS THE 43rd Annual report of the International Centre for the year commencing March 2003 up to 31 January 2004. It will be placed before the 48th Annual General Body meeting of the Cense, to be held on the 24th of March 2004.

Elections to the Executive Committee and the Board of Trustees of the Centre for the two-year period 2003-05 were conducted in the latter half of 2002. The electoral process, which commenced in December 2002, concluded with the counting of ballots on the 18th of March 2003, in the presence of candidates and their representatives. The election results were announced by the President at the Annual General Body meeting held on the 28th of March 2003. Shri S. K. Singh and Dr Arun Nigaveknr were elected to the Board of Trustees, the former from the Individual Members’ constituency and the latter from the Corporate Segment. Lt. Gen. (Retd.) A. S. Kalkat and Shri Inder Malhotra representing the Individual Segment and Dr R. K. Pachauri and Dr S. M. Dewan, representing the Corporate Segment, were elected to the Executive Committee. Dr Sneh Bhargava and Shri M. H. Ansari were nominated to the Executive Committee by the Board of Trustees.

The Board of Trustees reconstituted the Finance Committee for the two-year period April 2003 to March 2005 with Shri S. K. Singh as Chairman and Lt. gen. (Retd.) A. S. Kalkat and Ms. Prem Lal as Members.

In the meeting held on the 19th of December 2003 by the Board of Trustees, it was decided to extend the tenure of the existing Library Committee and House Committee from 1 January 2004 to 31 December 2005, in view of The fact that there is a new team at the top level in the Centre. For the same reason the Board also decided to extend the tenure of Shri M. P. Wadhawan, Honorary Treasurer, for a period of two years, from 1 April 2004 to 31 March 2006.

1 India International Centre records with sadness the passing away of 52 of its Members during the past year. Their valuable contributions and strong support to the Centre’s activities will be missed.

From its inception the Centre has been making its facilities available, free of charge or at subsidized rates, to support the activities of various organizations which pursue objectives shared by the Centre. During the year under review. subventions amounting to Rs 44 lakhs were provided, as against Rs 36 lakhs in the previous year. Programmes

During the past year the Centre organized 220 seminars, talks and discussions, and 270 cultural presentations, documentaries and feature films (the month- wise details of programmes organized during March 2003-January 2004 are given in Appendices I-VI). Some of the highlights of the programmes are given in the following paragraphs.

The 21st C. D. Deshmukh Memorial Lecture st The 21 C. D. Deshmukh Memorial Lecture was delivered on 14 January 2004 by Shri N. R. Narayana Murthy Chairman and Chief Mentor of lnfosys Technologies Limited, on ‘Corporate Governance and its Relevance to India’. He served as CEO of Infosys for twenty years, handing over the reins to a fellow co-founder in March 2002.

Shri Narayana Murthy’s talk stressed on the importance of corporations in India following the highest level of corporate governance in order to attract world class investors as well as the brightest talent. He said that unless India lives up to the best examples of customer fairness, it cannot enhance or maintain its market share. The talk established the case for corporate

2 governance and elaborated the steps that Indian cooperates have to take in order to grasp the opportunities that globalisation offers.

IIC Annual Day The 42nd Annual Day of the Centre was celebrated on the 22nd of January with a three-day festival of films on environment entitled ‘Quotes from the Earth’. Using the medium of films this festival highlighted the complex environmental and developmental framework that is emerging in India. The festival was divided into three sections titled ‘Water’, ‘Hunger’ and ‘Survival’. In addition to the screening of films, there were panel discussions with eminent academicians, grassroots activists and film makers. A media space on environment was created in the Art Gallery which included a major sound installation and video footage. The exhibition was curated by Shri Pradip Saha, Photographer, and Managing Editor, Down to Earth.

The festival, organized in collaboration with Toxics Link, drew together a group of film makers from and different parts of India, South and elsewhere, who presented their films and participated in lively discussions following each screening. Although the festival dealt with issues that were topical and of a serious nature, the audience response from both Members as well as non-Members was very encouraging and participative. The Centre has since received a number of requests from different parts of the country to make the event into a travelling festival in order to reach out to people in smaller cities and towns. Many of the film makers have also received requests for their alms from other similar fora.

Kamaladevi Chattopadhyay Centenary Celebrations Programmes to mark the centenary of the late Smt. , a Founder Life Trustee of the Centre, commenced in 2001, with an exhibition documenting her contribution to the revival of crafts in India. In 2002, a puppet festival was held in her memory on the 40th annual day of the Centre. In March 2003 the Centre was host to the prestigious UNIMA (Union

3 Internationals de la Marlonette) Executive Committee meeting. UNIMA is recognized internationally for the revival and the popularization of puppet traditions, and Kamaladeviji had been its Member of Honour.

Participants from eighteen countries attended the meeting, bringing puppets from their respective countries, which were displayed in the Art Gallery. A festival of Indian puppets, ‘Putulyatra’, was organized by the to coincide with this event, which was also dedicated to Kamladeviji. An international seminar on ‘Puppetry: East-West’ and some related events were held at the Centre, The Indian Council for Cultural Relations (lCCR) gave generous support to this programme.

Programmes for the Young The Centre has, during the last six months, added programmes that attract a younger audience. In July a quiz was held on ‘How Well do You know Harry Potter?’ which was very imaginatively conceptualized by Shrimati Paro Anand. Three schools participated, viz, Sardar Patel Vidyalaya, Bluebells and Vasant Valley School. A scintillating ambience was created with colourful props and the quiz was ably conducted by a very young quiz master, Arjun Kumar. Members of the audience, comprising children of all age groups, were often more knowledgeable than the participating teams. Bluebells School was the winner. Penguin India publishers contributed the prizes. Jal Paree, presented by Living Room Theatre and directed by Sarita Vohra, was a musical performed by children for children, The Alliance Francaise de Delhi organised a mime show inspired by the Panchatantra and by La Fontaine’s fables. This was followed by a musical comedy in mime, Achille and the Tortoise, presented by the Compagnie des Atomes. Film shows for the young included a festival of animation films entitled ‘The Magical World of Animation’ in September, and Israeli children’s films in December.

In 2002 the Centre had instituted a running trophy for an inter-college debate involving the various colleges of . This was done in

4 collaboration with the Hindu College Debating Society. In January 2004, the second debate was held. The topic of the debate was, ‘UN Has Lost Its Relevance’. Several teams from the Delhi University participated. The three- member jury gave the best team award to and the best speaker award to Ms. Piyush Chopra of Miranda House. Hindu College won the second prize. The awards were in the form of cash prizes.

Seminars A one-day seminar on ‘India’s South Asian Neighbours: The Options for Constructive Engagement’ (8 March) was organized in collaboration with the Association for Indian Diplomats, which brought together representatives of academic institutions, think tanks and diplomats to examine the overall issue as well as specific ones, and to highlight and analyse those cases which had been beneficial for cooperation within the South Asian .

Two years ago the Centre received a grant from the Indian Women’s Association, Moscow, to organize programmes to promote a deeper study of Indo-Russian relations. In 2001 the first seminar, ‘The Russian System’, was held and two scholars from Russia were invited. The second seminar, on ‘The Fate of Liberalism in Russia’, was held on 6 December, in which three Russian scholars participated.

A half-day seminar on Bankim Chandra Chattejee’s classic, Ananda Math (13 March), was held in collaboration with the Review Literary Trust. The lead presentation was by Prof. Julius Lipner, Reader in the Faculty of Divinity Studies, University, who has translated this nineteenth century classic into English. The late nineteenth century was a period of nascent nationalism in India and Ananda Math contributed to this process, as manifest in the song ‘Vande Mataram’,

A workshop on ‘Preservation of Lutyen’s Delhi’ (7 October) was organized, in cooperation with INTACH (Indian National Trust for Art and Cultural Heritage),

5 to coincide with the visit of members of the Lutyen’s Trust, UK. Conservationists, architects, town planners and officials participated. There was a general consensus that Lutyen’s Delhi should be a heritage area.

Ms Teesta Setalvad, the well-known activist from , was the lead speaker at a half-day seminar on ‘Conflict in the Classroom’ (26 April). The seminar attempted to Identify conflicts aims in the minds of children, due to social, cultural and economic disparities and Inequalities.

The annual seminar ‘Mid Year Review of the Indian Economy 2003-04’ was presented on the 1st of November by Shri Suman K. Bery, Director-General, National Council of Applied Economic Research This seminar owes its origin to the late Dr Malcolm Adiseshiah who instituted it more than two decades ago. The Malcolm and Elizabeth Adiseshiah Trust (MEAT), , supports this seminar with a grant for publication of the Review and travel expenses of outstation speakers. Shri Bery’s analysis was that the Indian economy fared better this year with an increase in agricultural outputs due to a good monsoon, and an improving global economic scenario. However, India could make an impact globally only with a further set of reforms.

Some major International conferences supported by the Centre were: ‘The International Conference on Women and Migration in Asia’ organized by the Developing Countries Research Centre, Delhi University; the ‘Religions in the Indic Civilisations’ conference organized by the Centre for the Study of Developing Societies and the International Association of World Religions.

A major event was the KATHA UTSAV 2004 comprising the International Storytellers Conference on ‘Linking Diversities, Forging Identities’. Encompassing

a wide range of events and activities, KATHA invited a number of specialized participants from India and abroad From literary film festivals, academic conferences, book launches, public lectures to exhibitions, dance and music, the

KATHA UTSAV brought together persons of all age groups to share in the delights of story telling The Centre as a joint sponsor, provided the conference venues

6 and garden spaces and coordinated the smooth inning of the various events in the UTSAV. At all times during this festival there were more than 800 participants using the Centre’s premises.

Lectures and Discussions Two new series of talks and discussions were initiated during the period under review. A series on EUROPE-EURASIA commenced in September. So far four discussions have been held under this series. Another series which commenced in January 2004 was THE CHANGING ROLE OF MUSEUMS IN INDIA, comprising six illustrated lectures that will cover major museum collections and also discuss how innovative planning and research have altered the stereotypical role of museums as storehouses of antiquities.

The ongoing series are SIGNS OF HOPE and the Toxic Link talks and discussions, both covering environmental subjects. The series of lectures on ECOLOGICAL

SECURITY which commenced in 2001, concluded in August 2003. In the field of conservation there were a series of discussions on DELHI’S MASTER PLAN 2021 :

GEARING UP CITIZEN’S PATICIPATION. These very successful discussions were held in

April-June 2003. The lecture series on DIMENSIONS OF has now completed two years and continues to be popular and topical.

A large number of talks and discussions focused on the Middle East, in popular Iraq. These included, the Gulf War and India’s Interest’; ‘War in Iraq: Issues of the Future’; Plundering the Heritage by Whom? The Case of the lraq Museum’; ‘Indian Troops for Iraq: Pros and Cons’; ‘The World Order After Iraq’; and ‘Post Saddam Iraq’. Two lectures were devoted to ‘Ancient Iraq: A World of Permeable Frontiers’.

In the area of health two open sessions were held on, ‘Are you Ageing: Some Ways to Delay the Process’ and ‘Memory Loss’. The latter formed part of the World Alzheimers Day events and included the screening of the award winning film Iris. Dr N. Kochupillai, former and Head of Endocrinology,

7 All India Institute of Medical , Delhi, lectured on, ‘The Biology of Yoga’ and ‘Yogic Breathing and Stress Coping’.

Discussions and talks on current issues included: ‘The Uniform Civil Code’; ‘Gujarat: Vibrant or in Fear’s Grip?’, ‘Cola and Water Contamination: Who’s Responsible and ‘Imaging Bhopal Today’.

The Centre was host to several distinguished Indian and international speakers. They included Dr ; Prof. Joan P. Mencher; Sir Gustav Nossal; Ms. Sunita Narain; H.E. Sir Rob Young; Dr Malati Shendge; H.R.H. Dasho Jigme Khesar Namgyal Wangchuk; Dr Lakshman Kadirgamar; Dr Anton Pelinka; Ms Frances Lappe Moore; Dr Mike Birkhead; Dr Simon Lyster; Dr Mubashir Hasan; Dr P.C. Alexander; Prof. Paolo Costa-Ramusino; Prof. David Rubinstein; Mr. Dilip Hiro; Mr. Christopher Patten; Prof. Ilber Ortayli; Mr. Dennis Kux; Mr. Grellan Rourke; Madame Jung Chang; Prof. Henrietta Moore; Prof. ; Shri and Shri N. R, Narayana Murthy.

The Centre held a memorial meeting to pay homage to the eminent British poet, Dr Kathleen Raine, who passed away on 6 July 2003. She was a frequent visitor and friend of the Centre. The panel, comprising Dr Karan Singh, Dr L. M. Singhvi, Dr Piloo Jungalwala, Shri , Dr Santosh Pall and Smt. Sima Sharma, recalled her monumental contribution to the study of William Blake and W. B. Yeats, her founding of the Temenos Academy in , her poetry of transcendental vision, and her fight against materialism and the restoration of spiritual values. Dr Kapila Vatsyayan chaired the meeting.

Dance and Music The Centre’s major focus on providing a platform for upcoming artists continued, for which performances were held every month. Some remarkable performances were given by N. Srikanth, disciple of Dr , in Bharatnatyam; Odissi dance recitals by the disciples of ; and Manipuri recitals by the disciples of the late Guru Bipin Singh. Some of the major music events were: ‘Parampara-Bhendi Bazaar Gharana Festival’

8 presenting three generations of artistes; the ‘Indore Gharana Festival’; ‘Hindustani Classical Vocal recital by the senior artist Raka Mukherjee’; ‘Concert of Kabir in Folk Traditions’ by Prahlad Singh Tipanya.

To mark the International Day of Peace (21September) there was a ‘Concert of Bhajans’ by the Gandharva Mahavidyalaya Choir. Other programmes included Bhajans by O. S. Arun; Tarangini Veena Recital by Suma Sudhindra; Traditional Sufi Music from the by Barkat Sidhu; Folk and Classical Music from Afghanistan by Ustad Eltaf Hussain Sar-ahang; and a Piano Recital by Raphael Lustchevsky.

In the last six months the Centre organized some excellent Jazz concerts by Bottomline from the Netherlands and a concert by the Franco-German duo, Michael Riessler and Valentin Clastrier. Taking advantage of the fine weather, two Afternoon Jazz concerts were held in the Fountain Lawns, by the Dutch Jazz Quartet and Osmosis. Jazz concerts have proved to be very popular and the Centre hopes to have more such programmes in future.

SADHANA: ORAL AND THE VISUAL TRADITION OF THE ART FORMS is a series of lectures on sadhana, a kind of meditation, a journey which strives to penetrate into the deeper levels of consciousness, both universal and individual. The series included musicians and artists, particularly calligraphers. So far four musicians have shared their experiences, and a programme on Tibetan Buddhist Chants has been featured. These SADHANA series is being organized jointly with the Foundation for Universal Responsibility of H.H. The Dalai Lama.

A three-day festival of sacred chanting and singing was held in October. It opened with an inter-faith discussion on ‘Spiritual Ways of Sustainable and Non Aggressive Living’ which was presided over by H.H. The Dalai Lama. The festival featured sacred chants and songs from a variety of traditions: Vietnamese Buddhist, Jain, Sikh, Parsi, Baha’i, and Jewish. Also featured were shamanic chants from the Republic of Tuva, Russia, and Mani chants (Buddhist tradition by the Tehor Khampas from Dharamsala.

9 Poetry A new programme series was launched during the second half of 2003.

HINDUSTANI AWAAZ commenced in July with an ‘Evening of Urdu Poetry’ recited by Zohra Segal, Saeed Naqvi and Gauhar Raza. This series of seven programmes, of which six have been presented, was organized with the intention of establishing a forum for and Urdu literature as well as positioning the rich tradition of spoken Hindustani by highlighting wit, humour, satire, short story writing , romantic poetry, patriotic verses and theatre in the Language. The series have been enormously successful. A mushaira was organized in the Fountain Lawns in November to mark the 90th birth anniversary of Ali Sardar Jafri where celebrities like , Zohra Segal and recited Jafri’s poems.

The ‘Informal Encounters’ (poetry reading) programme was organized in collaboration with the Poetry Society (India) under the chairmanship of Shri Soli J. Sorabjee. The readings focused on themes like ‘Dramatic Works’, ‘War Poetry’, and ‘Protest Literature’.

The well known actor, , played the lead in two theatre productions presented at the Centre. Held in October, the first play, Trisanga, had a dramatized reading of Urdu, English and Hindi poetry which very effortlessly brought the three languages together. The second play was Whatever You Say, written by a young Mumbai-based playwright, Tibrewala. Other plays written by Indian playwrights will be staged at the Centre in the coming months.

Exhibitions The Centre had a good season of exhibitions, covering a range of themes as varied as its interests.

‘Osak: Indigo of the Ao Naga’ (Apri1) was organized in collaboration with Tribal Weaves, Dimapur, and the North-East Zonal Cultural Centre. Traditional

10 techniques for dyeing are being abandoned and the raison d’etre behind the exhibition was to highlight this. One of the two surviving practitioners of the art of indigo dyeing was present during the exhibition along with several young weavers. On display were Ao Naga textiles as well as artifacts linked to the weaving and dyeing process.

‘Boats of India: A Miscellany’ (September) was an imaginatively designed exhibition of photographs from the collection of Dr Lotika Varadarajan. The exhibition attempted to present the rich variety of watercraft in India, which have evolved in response to differing sets of circumstances. Unlike the Western tradition of boat building, which is based on designs and drawings, the Indian method has been that of oral transmission of technical expertise by traditional practitioners.

The great Arc of the Indian Meridian survey was started in Madras in 1802. It was the longest method of measuring the earth’s surface ever attempted. The survey lasted till 1843 and covered the area between Cape Comorin and Dehra Dun. The Great Arc became the basis of modern mapping of India. An exhibition on the theme entitled, ‘The Great Arc of the Meridian’, was held at the Centre in September. The exhibition brought together some of the original instruments, documents and images from this great endeavour. Two documentary films by Pankaj Butalia on this subject were also screened for the occasion.

Other exhibitions included: ‘Recent Oil Paintings’ by Nareen Nath; ‘From Here to Still Live’, an exhibition of oil paintings by Andreas Scholtz; ‘Cutouts’, an exhibition of photographs by Ram Rahman ‘Meiyou Wenti: No Have Problems’, an exhibition of photographs by Vidura jang Bahadur documenting a personal journey through China; and, ‘A Still Symphony’, an exhibition of photographs by Leena Kejriwal.

11 Documentary Films The Centre continues to be a popular forum for the screening of documentary films and during this period recent films by Sanjay Kak, Krishnendu Bose, Shohini Ghosh, Amar Kanwar, Paromita Vohra and Samira Dewan Suri were featured. The films were followed by lively open discussions. During the summer season films on Western classical music and opera in collaboration with the Delhi Music society were screened. These have become a popular part of the Centre’s film programmes. The monthly series of wild life and environment films continues, in collaboration with the World Wide Fund for Nature-lndia.

The IIC Film Club The Programme Officer and Secretary of the IIC Film Club, Ms. L. S. Tochhawng, was invited to be a member of the jury of the Festival of South Asian Films which was organized by the Himal Foundation in Nepal. This festival focuses on documentary films made by all the counties of the SAARC region and Afghanistan.

Some of the highlights of the Film Club programme included a ‘Festival of Diaspora Films’ which showcased some films made by the immigrant communities in the UK. The festival was opened by the film maker Udayan Prasad, whose feature films were screened. Short films and a feature film by the award winning director, Asif Kapadia, and feature films by Shani Grewal and Julian Henriques were included in this package. A two-part television film, Second Generation, was also screened, which was directed by Jon Sen and written by Neil Biswas. Shri Roshan Seth, who acted in this film, introduced the programme.

Apart from screenings of films from Korea, Canada, and Japan, there was also a festival called ‘Focus on New Indian Cinema’. The section on classics of cinema included films by masters of French cinema, Christian Jacque, Jean Chateau, Jean Renoir, Louis Malle and the Spanish film maker

12 Luis Bufmel. Other films were Dr Mabuse, the Gambler by Fritz Lang (1922), The Night of the Hunter by Charles Laughton (1943); two films each by Akira Kurosawa and Pedro Almodovar; early German Silent Films of Richard Oswald; and the Andrzej Wajda retrospective.

Special festivals included ‘Blurring Boundaries’, award winning documentaries and feature films from Switzerland. For the 15th anniversary of the Hubert Bals Fund (The Netherlands), there were feature films by , Mani Kaul. Kumar Shahani, Rajan Khosa, Fareeda Mehta, Pankaj Rishi Kumar, Pankaj Butalia and Buddhadeb Dasgupta. The Directors were present to introduce their films. A half-day seminar was also held to stimulate exchange of ideas. This programme was part of the European Union Festival held in .

A very special film screened was Atanarjuat, the first-ever film made by an lnuit which received the Camera D’Or award at Cannes in 2001. The principal actor, Natar Ungalaq, travelled a long distance from the Canadian Arctic to introduce this film.

The Film Club has also started including at least one classic film every month in its programme. This was started in July with a Festival of French classics (mentioned above) which included Jean Cocteau’s Beauty and the Beast and Jean Renoir’s French Cancan.

Council for Social Development The Centre continued to support the activities of the Council for Social Developement (CSD). The CSD was set up in 1964 as a distinct part of the Centre, till shifted to its own premises. It undertakes various activities relating to issues of social development.

Dr Pushpa M. Bhargava delivered the Memorial Lecture (2003) on ‘The Promise and Problems of Today’s Biology and Bio-Technology| and Their Replications’ at the Centre.

13 IIC-Asia Project Chair: Dr Kapila Vatsyayan

The Board of Trustees decided that for the second phase of the IIC Asia project a thematic approach rather than an area approach be adopted. A number of themes have been Identified for future programmes. The focus would be on cross-cultural dialogues between and amongst Asian countries, especially in the fields of humanities, the arts, and women’s contribution in the making of Asian civilizations. Publications

The theme volume of the quarterly journal (2002-2003) titled, India: A National has been co-published as a book with Sage Publications. This was released on the 5th of May 2003. With incisive commentary on subjects of essential debate, the book has been widely acknowledged in reviews. It may be reprinted within the first year of its publication.

The summer volume of the Quarterly focused on archetypal images exploring different sensibilities in three : China, Japan and France. The significance of seminal writings of the nineteenth century are explored by the authors translating these works. Topical essays and a lecture by three eminent journalists interrogate the situation in Iraq and the north-east; and, an educationist revisits the people affected by the gas leak in the Union Carbide factory in Bhopal in 1984.

Continuing the journal’s concern with contemporary issues, the Monsoon volume of the Quarterly focused on recent case histories in court including the Best Bakery case and the Supreme Court decision on electoral candidates. Three essays and a photo essay examine the role of India vis-à-vis her neighbouring countries: Myanmar, Nepal, Afghanistan and China.

14 The theme volume for 2003-2004 explores a subject of perennial interest, and is titled Journeys. Authors in this volume include Richard Lannoy, Sri Shrivatsa Gosvami, Muzaffar Alam, Sanjay Subramanyam, Hari Vasudevan, Nathalie Trouveroy, , Shiva Prakash, Susan Visvanathan, Khanna and Zarina Hashmi. Their essays explore journeys on foot and by train, and follow the travelogues of Russian, Chinese, Mughal and French travellers through India over the centuries. Overseas, a pilgrimage is taken to the whirling dervishes of Turkey, to Mustang in Nepal and to Mount Bego in France; and within India to Vrindavan and Kalyan. The last section explores journeys of self-transformation by remarkable women, among them a writer, a graphic artist, a dancer and a social activist. This volume of some twenty essays is to be co-published as a book with Penguin , and released in 2004.

Over this past year, as earlier the Quarterly’s authors have included eminent persons from many disciplines, bringing a catholicity of vision and writing to the journal. In 2003 they included eminent historians, art historians, writers and poets, educationists and academics, lawyers and jurists, retired diplomats, journalists, artists, photographers and a conservationist.

The IIC Diary Since June 2003 the Diary has a new look with improved colour and design and more visuals. In this new format it now includes two pages on ‘Future Events’, on book reviews and discussions, and a page titled ‘Voices’ to include comments on the centre by Members.

The Brochure and the IIC Experience For Members and visiting delegates, the publication of the first brochure on the India International Centre is underway. This will be released in March 2004 on the occasion of the Annual General Body meeting. Later in the year a more ambitious publication titled the IIC Experience will be published, dealing with the genesis, the mission and the essence of the Centre.

15 Other Publications As reported last year, the first phase of the Asia Project (1997-2003) concluded with a seminar on ‘lndia and Australasia: History, Culture and Society’. A volume based on the paper submitted at the seminar with an introduction by Dr Karan Singh and edited by Shri N. Navona has been released.

A new 8-page foldable flier has been produced, carrying information on all the six volumes published by the Asia Project between 1997-2003. The flier gives information on the contents of all the volumes and on the modalities of placing an order for these singly, or as a set.

Maintaining its commitment to publishing the proceedings of the annual mid- year review of the Indian economy seminar, this year too the publication, Mid- Year Review of the Indian Economy 2003-2004 (New Delhi, 2004), was brought out within a couple of months of the seminar. Library

Library and information services around the world are being transformed as a result of computer and communication technologies. The services in the IIC Library have also been undergoing changes in order to provide better facilities to Residents and Members. The Internet facility, which is available free of charge to Members and Residents for a half-an-hour slot, has proved very popular. Another terminal is being installed to cope with the demand.

One of the disturbing features in the Reading Room has been the ringing of mobile phones. The Centre hope that Members will cooperate and keep their mobile phones switched off while using the Library.

16 In 2003, 703 books were added to the Library. From 1 March to 31 December, 241 periodicals and , received from different parts of the world through subscriptions, exchange and as gifts, were made available in the Library. The budget for books and periodicals was Rs. 13.5 lakhs.

The Library organized seven ‘Meet the Author’ programmes, in collaboration with the Sahitya Akademi Well-known authors like Mahesh Elkunchwar, Kiran Nagarkar, Rajendra Yadav, Mohan Bhandari, Maheep Singh, Manohar Shyam Joshi and Sundara Ramaswamy participated.

The Book Discussion Programmes were also held regularly. In the ten programmes held, books by , B. R. Nanda, Ramaswamy R. Iyer, Subramaniam Swamy, S. D. Pande, R. Ramanathan R. K. Palhan, Geeti Sen, Rafiq Zakaria and Bhure Lal were discussed.

The information service in the Library is receiving support from DELNET. Seven hundred and fifteen libraries are now members of DELNET and they have contributed more than 38 lakh entries of books, journals, articles, CD-Roms, etc., for purposes of sharing. Members interested in research and reference are greatly benefiting from this service. Hostel & Catering Services

The hostel occupancy and revenue generated from the hostel rooms remained satisfactory during the year, both at the Annexe and Main Centre. The prices of food and beverages have been maintained at a par with the previous year, although there has been a marginal increase in cost of material and staff salaries. The quality of food and service remained satisfactory. Members have expressed their appreciation for the special Dinners organized by the Centre.

17 Financial Position

The total turnover of the Centre during the Financial Year (1.4.2002-31.3.2003) was marginally lower at Rs 1433.47 lakhs than that of the previous year (Rs. 1438. 19 lakhs) . As may be seen from the accounts, the net surplus at the end of the year 2003, after making provision for depreciation and replacement funds and contingencies, was Rs 14.96 lakhs as against Rs 27.94 laths at the end of 2002. A perusal of the Audited Accounts of the year 2002-03, the Revised Budget for 2002-03 and Budget Estimates for 2003-04 would show that the financial management of the Centre continues to remain sound despite rising costs, additional burdens imposed by payment of property tax etc.

The policy of investment of the Centre’s liquid Corpus Fund in financial institutions which are free from risks continued to be in line with that of the previous year. New Measures Personnel Members from time to time have commented on the standard of services at the Centre. The Management believes that if employees are to deliver better service, they in turn need to be well looked after by the institution. To this end, the Director, the Secretary, the Controller of Finance and Accounts and the General Manager had a meeting with all members of the staff, in groups, in May 2003, after which regular Open House meetings are being held to listen to suggestions and complaints. Since most of the suggestions and complaints which came up during the Open House meeting related to personnel matters, the Management has obtained the services of a Consultant who is preparing draft policies on recruitment, promotions, rewards, etc., which will ultimately form part of a personnel manual.

18 Medical arrangements for the staff as well as Resident Members of the Centre were reviewed in the month of May 2003. It was considered desirable to have a small dispensary at the Centre. Pending the setting up of a permanent dispensary, arrangements have been made to have doctors available from 3 p.m. to 5 p.m. on each week day. Staff finishing their duties at night are transported to three nodal points from where they can get quick public transport to their homes.

The centre has started two societies, (i) IIC Cooperative Thrift and Credit Society, and (ii) IIC Cooperative Group Housing Society. These two Societies have starters functioning.

To further assist staff in areas more critical to them, such as health, , and in an emergency, Prof. M. G. K. Menon, Life Trustee, has generously donated a sum of Rs. one lakh towards a fund to be created, which could be utilized for emergencies, and for the felt needs of the staff.

Standards In order to improve the quality of services the Centre engaged TMI, an internationally reputed consultancy organization, to impart training on attitudinal skills. Select staff is also being given professional training by the Catering and Food technology Institute, Pusa.

The services of the National Institute of Design are being used for preparation of an ‘Identity Manual’ , which, amongst other things, would include standard design formats for stationery, visiting cards signages, etc.

19 Upkeep and Maintenance

The centre now has a panel of professional interior decorators who advise on the interior decoration and renovation work. Various measures have been adopted to save energy consumption in the Main Centre and in the Annexe. These measures mainly relate to the heating system for winter and to meet the hot water requirements These projects, executed during 2002-03, have resulted in a saving of Rs 22 lakhs during the current Financial Year. It is now proposed to implement various other energy saving measures, mainly relating to the air-conditioning plant and machinery, which consumes 60 per cent of the total energy.

The old transformer Installed in the electric substation of the Main Centre has been replaced with a new 1250 KVA capacity transformer The main HT switching unit installed in the electric substation is more than thirty-five years old and it is being replaced with a new three-panel Vacuum Circuit Breaker. The lift installed in the Hostel block is now being replaced with a larger, fully automatic and technologically advanced lift. In order to conserve water, the guidance of the Centre for Science and Environment was availed of to construct rain water harvesting recharge wells in the Main Centre as well in the Annexe. Staff

On the occasion of the Centre’s 42nd Annual Day a get-together of staff was organized on the 21st of January 2004, at which Shri Soli J Sorabjee President, felicitated the employees and presented a cash reward, watches and certificates to those employees who had completed twenty-five years of service with the Centre These were. During the year the Centre bade farewell to Sarvshri Mahavir, Head Sweeper, Harsh Nath Sharma, Cook, Balbir Singh, Asst. Head Security Guard, and William Massey, Sr, Steward.

The Centre is sad to record the tragic passing away of one of its employees, Shri Baldev Singh, Sr. Steward on the 16th of June 2003.

Computerization

The thrust on computerization of various functions of the Centre was continued in the Finanial Year. An amount of Rs 18.50 lakhs has been spent on replacement of hardware, additional PCs, and replacement of hubs and switches, etc., in order to improve the overall efficiency of services and to extend computerization to all departments. The system of manual maintenance of accounts is being discontinued.

Training programmes have been organized at three levels; Basic, Intermediate and Advanced for staff of all Departments of the Centre. More than fifty persons have been trained under this programme. Training was also given to twenty officers on website techniques by the National Informatics Centre (NIC).

The IIC website (www.iicdelhi.nic.in) has been hosted with the help of National Informatics Centre during the financial year and is now operational. The website, apart from containing fixed information, also has a dynamic content, giving information about the IIC and its services and also providing the name,

21 telephone numbers and e-mail addresses of the Centre’s officials who can be contacted for assistance and information on various services.

The website is being maintained in-house Programme-related information and select programme reviews are being uploaded on a regular basis In its endeavour to extend additional facilities through the website a module, known as IIC MemberNet, is being activated on the website from March 2004, to provide services such as account outstandings of Members, notification to Members, updated of personal Information of Members, downloading of select forms, etc Access to these services is restricted to Members only. The various facilities at the Annexe are being fully availed of. The occupancy of Guest Rooms has been satisfactory The Conference Hall, Lecture Hall and Committee room have had full booking for seminars, conferences, talks, book release functions, workshops, etc. A good number of spectacular exhibitions have been arranged In the Art gallery The lawn has been in great demand Catering outlets have been drawing a large number of Members The bar-be- cue service. which is extremely popular amongst the Members, was started in November. Lawns and Gardens

The Centre’s garden staff continued to maintain the lawns and gardens well The Manipuri tree presented by the Governor of Arunachal in 2000 and planted in the Plaza has grown to a height of around 6 ft and is in a healthy condition The new variety of Korean grass in one of the smaller lawns has survived the vagaries of the weather and refined green Six Bauhinia trees planted about six years ago along the Fellows Flat lawn have now started flowering and are in full bloom.

Efforts to procure rooted cuttings, seedlings, shrubs and other plants from various horticultural institutions in the country have continued. Two beds of rose plants have been replaced by two new varieties Pinata, obtained from IARI (Indian Agricultural Research Institute), Pusa, and Red Rose from Dr Y. S. Parmar University of Horticulture and Forestry, Nauni, Solan. This year three dozen vanities of Chrysanthemums were procured from the Solan University which add colour to the premises. Selected varieties of Dahila, Carnation, Asiatic Lilium and Tulip have also been procured from different sources. These have already sorted blooming Winter annual plants such as

23 Stock Aster, Petunia, Dianthus, Calendula, Sweet William, Verbena, Salvia, Gazania, Nasturtium, Cineraria, Poppies, Marigold, Pansies, etc., have also been planted in the beds in the front lawn as well as the Fountain and Rose gardens. The garden staff also been propagating these plants and supplying them to Members and others at nominal prices.

Water lilies of different colours were in full bloom throughout the year. The bougainvillea plants procured from National Botanical Research Institute, Lucknow, in 2002 have grown well and add a blaze of colour to the premises, particularly during the summer months when very limited plants flower.

Geraniums, Primulas, Primroses and Cyclamen, as in pots, were procured from the Regional Horticulture Research institute, Mashobra, of the Solan University and are doing very well.

A variety of gold fish are in the ponds adjacent to the Lounge verandah and the Plaza. To keep the population of fish under control these are given away at a nominal price to Members and others who are interested in breeding them. Services of experts are being utilized to document the varied species of trees and birds of the Centre, with the aim of publishing a booklet.

24 Management of The Centre

It has been my privilege to have succeeded a person as eminent as Shri N. N. Vohra, former Director of the Centre, from whom I took over on the 1st of May 2003. Having held the highest and most coveted posts in the civil service. Shri Vohra brought to the Centre great administrative talent, which resulted in an enormous strengthening and systematization of the organization.

The Finance Committee and Executive Committee have held regular meetings. I am grateful to Members of both these bodies for their valuable advice and suggestions.

The Cense has continued to benefit from the mature counsel of Shri M.P. Wadhawan, Honorary Treasurer, on all matters relating to the Centre’s finances.

I am particularly grateful to the Members of the Board of Trustees for steering the institution with dedication and expertise.

Members of the staff deserve our thanks for their good work and devotion.
