Newtown is the largest settlement in Powys and has the range of community services and facilities that should be associated with such a settlement. It has the third highest precepting council in the county: a council that has retained a considerable sense of civic pride - deriving from the former urban district of the same name - in its activities. 2. The community has a population of 10,873, an electorate of 8,238 (2005) and a council of 16 members. The community is warded: Llanllwchaiarn North with 1,664 electors and three councillors; Llanllwchaiarn West with 1,433 and three; Newtown Central with 2,300 and three; Newtown East with 1,572 and three, and Newtown South with 1,269 and four. Apart from a transfer of the area around Aberbechan Hall to the new Abermule ward of Llandyssil community, the boundaries of this community were not significantly affected by the 1986 Review. Recent development, together with its designation as a small village in the Unitary Development Plan, has meant that the small village of Aberbechan now straddles the community boundary with Llandyssil, a point to which we shall return. 4. In the 1986 Review, it was proposed and generally accepted that the community should be divided into five wards, and the final proposals of the Local Government Boundary Commission for Wales were that each ward should have an allocation of three councillors.
