This programme is integrated with the effluent discharge compliance assessment programme, Samples are taken not only of a significant discharge but also of the receiving water immediately upstream of the discharge and at the edge of the mixing zone downstream of the discharge. The 1992 programme has several purposes, such as: - identifying any impact by the discharge on the receiving waters. - characterising upstream water quality. - providing a database against which change can be measured.
