    Senate Education Committee January 21, 2021 Blake Flanders, Ph.D. President & CEO, Kansas Board of Regents Good afternoon Chair Baumgardner and Members of the Committee. Thank you for the opportunity to appear today to provide background on the Kansas Board of Regents and our state’s system of higher education. I hope to return to your Committee in coming weeks to share our new strategic plan as well as the recommendations from the Future of Higher Education Council. Today, I will cover the highlights of our System and then plan to take your questions. Board of Regents By state law, the Kansas Board of Regents is balanced with residents of each congressional district and no more than one member from any one county. No more than five of the nine members may be from one political party. Review the 60 low-enrollment programs at the six state universities to assess program viability and strengthen the efficiency of degree program inventories. 3.     Barton Community College Board of Trustees Board Meeting June 25, 2019 PROPERTY, CASUALTY, WORKERS COMPENSATION, AND OTHER INSURANCE: The college currently is insured by Midwest Higher Education Compact (MHEC). Most of the other Kansas Community Colleges have also joined this program which enables us all to share in the benefit of being in a large pool with the other colleges throughout the nation. With our “buy down”, deductible remains at $25,000 for property, however MHEC has changed the wind/hail deductible to $300,000 which is a significant increase. MHEC provides protection in 17 states. In the past five years MHEC has paid out total claims of $128,677,942. Of that total, $67,811,905 has been paid to Kansas colleges. MHEC had been using certain common rate factors across all the states (same rate for all states). Kansas colleges have significantly benefited from this pricing methodology. Claims paid by the MHEC on behalf of Barton total $993,263 versus premiums paid by Barton to MHEC of $318,550. This does not include the recent fire loss to Camp Aldrich. UNI BASEBALL CELEBRATES 100 YEARS OF WINNING Dating back to 1893, no University of Northern Iowa athletic team has won more games than the Panther baseball program. This season, UNI baseball opens its lOOth season with 952 wins all-time. (No baseball team was fielded in 1903-04, 1909-10 and 1943-45.) Originally begun when the school was known as Iowa State Normal School, the baseball team has represented the school when it was also known as Iowa State Teachers College and the State College of Iowa before assuming its present title in 1967. Starting in the years with Captain Avery as coach of the first two squads, the Panthers have built a program that thrives on hard­ working young men dedicated to being the best they can be on the diamond and in the classroom. Last year was no exception, as five Panthers; Ryan McGuire, Kevin Briggeman, Greg Woodin, Scott Sobkowiak and Aaron Houdeshell were named academic all-MVC by the sports information directors of the league.

    Heroes and Rallies Baseball Setup Pick two teams to go head to head, and fill out your lineups on the scoresheet. Each team receives 8 skill assignments to give to individual players. All of the skill assignments listed below must be used within your starting lineup for a total of 8. A player may possess two assignments if you wish. Rate your lineup by placing the appropriate notation beside a player’s name on the scoresheet. 1) star hitter (H) 2) star slugger (S) 3) star runner (R) 4) star fielder (F) 5) poor hitter (H-) 6) weak hitter (S-) 7) slow runner (R-) 8) poor fielder (F-) Once a player has a skill assignment, he cannot transfer it to another player. There is one additional skill assignment available for an ace pitcher (X). You may, however, choose not to start one. Make any pitcher a poor hitter as well (H-), so there will be two poor hitters if a pitcher is in the lineup. Game Play Roll the dice for each player who comes up to bat, reading the colored die first and the white die second. If a result occurs on the Batting chart which displays an image of a ballplayer, the inning is considered finished with no further scoring. Draw an X in the box on the scoresheet representing the current hitter’s at-bat. When his team next comes up to bat, the next player in the lineup will hit. If the color of a chart result corresponds to the color of the skill assignment of the player who is currently up to bat, the result changes to the one shown on the bottom of the Batting chart.

The purpose of the draft is to assign amateur baseball players to major league teams. The draft order is determined based on the previous season's standings, with the team possessing the worst record receiving the first pick. Eligible amateur players include graduated high school players who have not attended college, any junior or community college players, and players at four-year colleges and universities three years after first enrolling or after their 21st birthdays (whichever occurs first). From 1966-1986, a January draft was held in addition to the June draft targeting high school players who graduated in the winter, junior college players, and players who had dropped out of four-year colleges and universities. To date, there have been 1,170 Maryland players selected in the First-Year Player Drafts either from a Maryland High School (337), Maryland College (458), Non-Maryland College (357), or a Maryland amateur baseball club (18). The most Maryland selections in a year was in 1970 (38) followed by 1984 (37) and 1983 (36). The first Maryland selection was Jim Spencer from Andover High School with the 11th overall selection in the inaugural 1965 June draft.

Football and volleyball games and cross country meets are always great occasions that kick off our new academic year. I enjoy watch- ing our teams compete, and I know you’ll be excited to watch these young men and women as well. I also hope you take notice of your Spirit Squads and Athletic Training Staff both under new leadership. They are an integral part of our Athletic Program and deserve to be recognized for all the hard work they do. As you attend these contests or other campus activities, I invite you take time to become familiar with our campus. We’re proud of our campus and the improvements we’ve made in facilities as we strive to meet the needs of our students and the growth our institution is experiencing. Improvements to our streets and enhancements of our locker rooms lead the list of improvements made during the summer of 2012. If you travel to our athletic contests at other community colleges, you will notice that we have some of the fi nest facilities in Kansas.
