(LKQ T&R), ep , inc. is pleased to present this Waste Tire Processing Facility Permit Application for the above referenced facility. A completed Waste Tire Facility Permit Application is provided as Attachment 1. An Engineering Report is included in Attachment 2. A Notice of Application was published in the Tampa Tribune on February 5, 2011. Proof of the notice publication is included in Attachment 3. The LKQ T&R facility is an existing registered Waste Tire Collector (FDEP WACS #99101). This Waste Tire Processing Facility permit application has been submitted to increase the number of tires accepted at the existing facility and expand the current business. The LKQ T&R facility will continue to operate under the terms of its existing Waste Tire Collector permit until is has received a Waste Tire Processing Facility permit. The LKQ T&R facility is located at 5015 Causeway Boulevard in Tampa, Florida. The subject property is owned by Greenleaf Auto Recyclers, LLC and has existed and operated as an auto parts recycling facility for several years. The LKQ T&R facility leases 56,034 square feet of outdoor space and 2,565 square feet of indoor warehouse space from Greenleaf Auto Recycler, LLC. A copy of the lease agreement between Greenleaf Auto Recyclers, LLC and LKQ Tire and Recycling, Inc. can be found in Appendix A of the attached Engineering Report. Greenleaf Auto Recyclers, LLC is owned by LKQ Corporation, a publicly traded company. A copy of LKQ Corporation's 2009 Annual Report is provided in Appendix C of the attached Engineering Report. This report discusses the 2009 purchase of Greenleaf Auto Recyclers, LLC by LKQ Corporation. Project No. 10-0051 Page 2 Exchange Commission Form 10-K is included in the annual report and also documents the purchase of Greenleaf Auto Recyclers, LLC by LKQ Corporation. E. Land Owner Approval - Refer to this Cover Letter and Section 1.0 in the attached Engineering Report F. Waste Tire Consumption - Waste tires will not be consumed on the subject property. G. Engineering Report February 25, 2011 Page i 1.0 FACILITY LOCATION AND DESCRIPTION The LKQ Tire and Recycling, Inc. (LKQ T&R) facility is located at 5015 Causeway Boulevard in Tampa, Florida and lies entirely within Section 34, Township 29 South, Range 19 East as referenced on the “Tampa”, Florida U.S.G.S. 7.5 Minute Topographic Map. The LKQ T&R facility is located within an area that is zoned for manufacturing. The nearest natural or artificial body of water is a stormwater retention pond located approximately 700 feet south of the facility. An Area Zoning Map, as obtained from the Hillsborough County Planning & Zoning Services Division website is included here as Figure 1. A Site Vicinity Map is provided as Figure 2. The subject property is owned by Greenleaf Auto Recyclers, LLC. The LKQ T&R facility leases a total of 56,034 square feet of outdoor space on the northeastern portion of the subject property and 2,565 square feet of indoor warehouse space located in the southeast corner of the existing warehouse (also on the northeastern portion of the subject property). A copy of the lease agreement between Greenleaf Auto Recyclers, LLC and LKQ Tire and Recycling, Inc. is included in Appendix A. A survey showing the legal boundaries of the Greenleaf Auto Recyclers property has been prepared by American Surveying, Inc. and is provided in Appendix B. A Site Plan showing the indoor and outdoor areas of the overall property that are leased to LKQ Tire and Recycling, Inc. is provided as Figure 3.
