1 Croeso / Welcome Croesawyd pawb i’r cyfarfod gan Derek Owen a diolchwyd i bawb am fod yn bresennol. Nodwyd y byddai cynrychiolwyr o Gynghorau Cymuned eraill Gogledd Mon yn ymuno a ni ar gyfer trafodaeth ar yr eitem olaf ar yr agenda.

Derek Owen welcomed everyone to the meeting and thanked them for their attendance. It was noted that representatives from North Community Council would be joining the meeting for discussion on the last agenda item.

2 Datgan Diddordeb / Declaration of Interest Dim/None

3 Cofnodion Cyfarfod Diwethaf / Minutes of the Last Meeting Derbyniwyd y cofnodion yn gywir. Cynigwyd gan Elfed Jones eiliwyd gan Carys Davies. The minutes were accepted as a true record. Proposed by Elfed Jones, seconded by Carys Davies.

4 Materion yn codi o’r cofnodion / Matters arising from the minutes 4.1 Sedd Wag / Empty Seat Cytuno byddai panel (Derek Owen, Elfed Jones, Carys Davies a Julia Dobson) yn cyfweld a’r unigolion nos Lun Chwefror 8ed ac yn adrodd yn ol i’r Cyngor Llawn er mwyn cadarnhau a phenodi aelod.

Agreed that a panel (Derek Owen, Elfed Jones, Carys Davies and Julia Dobson) interview the applicants on Monday night February 8th, reporting back to the full Council to confirm and appoint a member.

4.2 10-12 Stryd Fawr / 10-12 High Street Nid oes diweddariad gan y cyfreithiwr gan gan yw wedi bod yn y swyddfa. Mae cais am arian wedi ei gyflwyno, ond yn disgwyl am brisiau gan adeiladwyr lleol i gwblhau y gwaith angenrheidiol a thystiolaeth o berchnogaeth yr adeilad.

There is no update from the solicitor as he has not been in the office. An application for funding has been submitted but is waiting on quotes from local builders to complete the necessary work and proof of ownership of the building.

4.3 Llwybr Carrog Footpath Mae’r arian oed dei angen wedi ei sicrhau a’r pont wedi ei archebu. Mae’r Cyngor Sir yn ymgynghori ar newid y llwybr cyhoeddus ar hyn o bryd. Cadarnhau bod y Cyngor Cymuned yn chefnogi dileu’r llwybr presennol fel rhan o’r cynllun. Bydd y Cyngor Sir yn mabwysiadu’r llwybr newydd cyn gynted a bydd y bont wedi ei gosod.

Funding has been secured amd the bridge ordered. The County Council are currently consulting on the proposed changes. Confirmed that the Community Council support the closure of the current footpath as part of the plan. The County Council will adopt the new footpath as soon as the bridge is in place.

4.4 Mynwent Y Rhyd Cemetery Daw cwyn swyddogol am gyflwr y fynwent a bod cymaint o ddwr yn sefyll yno. Dangoswyd lluniau gan Dei Owens o’r dwr yn rhedeg yng nghaeau y mae yn ei ffermio ger y fynwent sydd yn eiddo i’r Cyngor Sir. Nodwyd bod ffos wedi ei gau ymhellach i fynu, ac ei fod yn cael effaith andwyol ar dir y caeau yn ogystal a’r fynwent. Gofynnwyd i’r Clerc gysylltu a swyddogion y Cyngor Sir cyn gynted a phosib er mwyn iddynt drafod gyda’r tir feddianwr sydd wedi cau’r ffos cyn i Unrhyw wariant gymryd lle. Bydd Dei Owens hefyd yn cysylltu a’r Cyngor fel eu tenant.

A formal complaint was received with regard to the condition of the cemetery and the amount of surface water. Dei Owens showed photos of the water running in the fields he farms adjacent to the cemetery. The land belongs to the County Council. It was noted that a ditch had been closed further up, and that it was having a negative effect on the fields as well as the cemetery. The Clerk was asked to contact the County Council as soon as possible so that they can speak to the landowner who has closed the ditch before any expenditure takes place. Dei Owens will also contact the Council as their tenant.

5 Wylfa Newydd Yn absenoldeb Richard Foxhall, trafodwyd pa brosiectau a pryderon oedd o bwys i’r gymuned yn Llanbadrig. Byddai’r rhestr o ddefnydd wrth drafod ar y cyd gyda chynghorau eraill a swyddogion Horizon. - Lon A5025 i Gemaes - Cynydd traffic Amlwch i Gemaes - Diffyg parch gan loriau – cyflymder, dim gorchudd, ar y ffon ayyb - Mynwent y Rhyd - yn ei gyfanrwydd - Ysgol Gynradd - Canolfan gymdeithasol a/neu caffi - Pryderon am bwysau ychwanegol ar wasanaethau e.e. iechyd, heddlu, ysgolion ayyb

Cynnigwyd bod y Cyngor yn gofyn i Horizon am arian i dalu ymgynghorydd i gynrychioli’r Cyngor drwy’r broses ymgynghori.

Gofynnwyd a fyddai posib i’r Cyngor Cymuned gael taith tywys o amgylch y safle newydd cyn gynted a phosib.

Trafodwyd y posibilrwydd o ymweld a Sedgemoor i ddysgu o’u profiad yno. Byddai angen ariannu’r ymweliad ac fe soniwyd efallai byddai’r Cyngor yn talu am lety a Chronfa Padrig yn llogi bws a thalu tanwydd.

Bydd angen trefnu cyfarfod cyhoeddus yn ardal Tregele yn dilyn y cyfarfod gyda prif swyddogion Horizon.

Nodwyd nad oedd Horizon yn adrodd yn ol ar bryderon y Cyngor, ac fe gynnigwyd bod Leon Flexman yn cael ei wahodd i gyfarfod a’r Cyngor.

In Richard Foxhall’s absence, projects and concerns of note to the Llanbadrig community were discussed. The list would be of benefit when discussions take place with other councils and Horizon’s officers. - A5025 Road Amlwch – - Increase in traffic Amlwch – Cemaes - Lack of respect by lorries – speed, lack of covers, mobile phones etc. - Y Rhyd cemetery - Tregele on a whole - Primary School - Social Centre / Café - Concerns regarding additional pressure on services e.g. health care, police, schools etc.

It was proposed that the Council ask Horizon for funding to pay a consultant to represent the Council throughout the consultation process.

It was asked whether the Community Council could have a guided tour of the new site as soon as possible.

The possibility of a visit to Sedgemoor to share experience was discussed. There would be a need to fund the visit and it was suggested that the Council maybe pay for accommodation and Cronfa Padrig fund the bus and fuel.

There is a need to arrange a public meeting for the people of Tregele following the meeting with Horizon’s senior officers.

It was noted that Horizon no not provide feedback for the Council’s concerns and it was proposed that Leon Flexman be invited to a meeting.

6 Cyllid / Finance 6.1 Adroddiad / Report Cafwyd crynodeb o’r cyfarfod diwethaf gan nodi bod y cofnodion ar gael i’w gweld yn llawn drwy gysylltu a’r clerc. Nodwyd bod y Pwyllgor yn cynnig cyfraniad o £1000 tuag at gostau blynyddol Llais Cemaes. Holl aelodau yn hapus a hynnu.

A summary was given of the last meeting noting that the minutes are available to be seen in full by contacting the clerk. It was noted that the committee propose to give a contribution of £1000 towards the printing costs of Cemaes Voice. All present were happy.

6.2 Priseb 2016/17 Precept Cytuno dderbyn argymhelliad y Pwyllgor Cyllid a byddai’r briseb yn aros yn £25,000 am 2016/17. Agreed to accept the Finance Committee’s recommendation that the precept remain at £25,000 for 2016/17.

7 Cynllunio / Planning 7.1 Penderfyniadau / Decisions Cafwyd wybod bod 23 Stryd Fawr, Cemaes wedi cael caniatad (20/C/299B). It was noted that 23 High Street Cemaes had been granted approval (20/C/299B)

7.2 Ceisiadau / Applications Roedd un cais i’w drafod sef (20C27E/2) cynlluniau diwygiedig ar gyfer swyddfeydd Wylfa Newydd. Nid oedd gan yr aelodau sylw ar y cais.

There was one application to discuss (20C27E/2) amended plans for the Wylfa Newydd Offices. There were no observations.

8 Gohebiaeth / Correspondence 8.1 Adroddiad Blynyddol Cronfa Padrig Annual Report

8.2 Gwybodaeth am ddathliadau penblwydd y Frenhines yn 90. / Information on the Queens 90th Birthday celebrations.

9 Ymgynghoriad Gosod Tai Cymdeithasol / Housing Allocation Consultation Nodwyd bod y system newydd a gynigwyd yn gweithio mewn ardaloedd eraill ac i weld yn system fwy teg o osod tai cymdeithasol. Y clerc i ysgrifennu a chadarnhau bod y Cyngor o blaid y newidiadau.

It was noted that the proposed system works i other areas and seemed to be a fairer way of allocating social housing. The Clerk to write to confirm that the Council was in favour of the changes.

10 Unrhyw Fater Arall / Any Other Business 10.1 Ymgynghoriad Magnox Consultation Mae ymgynghoriad ar hyn o bryd ar y cynllun socio-economaidd. Roedd yr aelodau yn gytun ei bod yn bwysig i’r grant cymydog da barhau.

There is currently a consultation on the socio-economic plan. Members were in agreement that it was important that the good neighbour grant is maintained.

10.2 Gwylfan / Viewpoint Cafwyd cadarnhad gan Sioned Jones bod y gwaith i greu gwylfan Pig y Barcud ar fin dechrau Sioned Jones confirmed that the work to create a viewpoint on Pig y Barcud was due to start soon.

10.3 HSBC Nodwyd bod cangen Amlwch yn cau yn ddirybydd a bod deiseb i’w arwyddo yn y gymuned. It was noted that the Amlwch branch is to close imminently and that a petition is to be signed in the community.

11 Dyddiad y Cyfarfod Nesaf / Date of Next Meeting Bydd y cyfarfod llawn nesaf nos Lun Chwefror 15 2016 am 7 o’r gloch yn y Llyfrgell. The next full council meeting will be on Monday evening February 15th 2016 at the Library for 7pm.

12 Cynrychiolwyr Cynghorau Cymuned Gogledd Mon / North Anglesey Community Council Representatives Croesawyd Gareth W Roberts (Amlwch), Myrddin W Owens (Amlwch), Dafydd Griffiths (), Gwilym Morris (Rhosybol) a Huw Jones (Cylch y Garn) i’r cyfarfod. Derbyniwyd ymddiheuriadau gan gynrychiolwyr Cyngor Mechell.

Cadarnhawyd y byddai’r cyfarfod wythnos nesaf yn cymryd lle yn y Llyfrgell, Cemaes am 6.30 or gloch ac nid ar safle Wylfa.

Esboniwyd pwrpas y cyfarfod yma, a diolchwyd i bawb am wneud yr ymdrech i fod yn bresennol. Cytuno edrych ar nifer o brosiectau strategol a fyddai o fudd i’r dalgylch gyfan wrth drafod gyda’r prif swyddogion. Byddai cyfle eto i drafod prosiectau llai sydd o bryder i gymunedau penodol.

Datblygu Safle Rhosgoch - Adnoddau ochr yma i’r ynys i weithwyr (parcio a bysiau) - Adnoddau llety i weithwyr - Cyfleon gwaith gwahanol i bobl lleol (cynnal a chadw); cadw pobl ifanc ym Mon - Adnoddau gwyliau wedi i Horizon orffen adeiladu - Ardal dwristiaeth – dim eisiau colli’r dyfodol wrth i contactwyr ddefnyddio gwestai ac ati am flynyddoedd tra bod adeiladu’r orsaf.

Canolfan Hamdden Amlwch - Datblygu effeithlonrwydd ynni er mwyn lleihau costau rhedeg ac felly gallu datblygu adnoddau at ddefnydd pobl lleol a gweithwyr Horizon. - Mae’r ganolfan yn cael ei ddefnyddio gan bobl o pob oed drwy’r gymuned gyfan.

Ysgol Syr Thomas Jones - Mae plant a phobl ifanc y dalgylch i gyd yn mynychu / wedi bod i’r ysgol. - Angen adnewyddu’r adeilad - Datblygu adnoddau i hyfforddi pobl ifanc i geisio am a sicrhau swyddi yn Wylfa Newydd - Nifer o ddisgyblion am gynyddu pan fydd gwaith adeiladu yn dechrau.

Ysgolion Cynradd y Dalgylch - Nifer o ddisgyblion am gynyddu’n swylweddol pan fydd gwaith adeiladu yn dechrau - Angen ehangu adnoddau enwedig gwyddoniaeth a TG - Cynllun hyfforddi staff ac adnoddau i pob ysgol (7)? - Posib secondiad i fynd o amgylch yr ysgolion lleol yn datblygu sgiliau TG a gwyddoniaeth

Nodwyd bod hefyd pryder am y faich ychwanegol fydd yn cael ei roi ar wasanaethau megis iechyd, ysbytai, heddlu, gwasanaeth tan ayyb a gobeithir bod Horizon yn cynnal trafodaethau gyda’r cyrff priodol i leihau’r pwysau.

Mae angen rhoi pwysau ar Horizon i sicrhau bod unrhyw arian a gynigwyd yn dod i ogledd ddwyrain yr ynys ac nid i gronfa canolog. Mae’r angen am ddatblygiad yma – y pum prosiect uchod yn ogystal a nifer o brosiectau eraill ym mhob cymuned e.e. Mynwent y Rhyd

Nodwyd pryder bod y Cyngor Sir yn ymgynghori a Horizon ar geisiadau cynllunio yn ardal Tregele gan nodi nad ydynt yn gorff statudol ac nad oes angen iddynt iddynt gynnig sylw.

Cynnigwyd bod y chwe Cyngor Cymuned yn cwrdd a’r Cynghorwyr Sirol, Arweinydd y Cyngor Sir, Prif Weithredwr y Cyngor Sir, Aelod Cynulliad ac Aelod Seneddol cyn gynted a phosib wedi cyfarfod a phrif Swyddogion Horizon.

Gareth W Roberts (Amlwch), Myrddin W Owens (Amlwch), Dafydd Griffiths (Llaneilian), Gwilym Morris (Rhosybol) and Huw Jones (Cylch y Garn) were welcomed to the meeting. Apologies were received from the Mechell Community Council representatives.

It was confirmed that the meeting next week would take place at the Library, Cemaes at 6.30pm and not at the Wylfa site.

The purpose of the meeting was explained, and all present thanked for making the effort to attend. It was agreed to look at a number of strategic projects that would benefit the entire region to discuss with Horizon’s senior officers. There will be an opportunity again to discuss smaller projects that are of concern to specific communities.

Following a lengthy discussion and questions it was agreed on the following schemes A5025 - Increase seen in road use already - Contractors and employees from the north/east of the island - Safety and economic reasons - Link to the Rhosgoch site

Rhosgoch Site Development - Facilities at this end of the island (parking, busses) - Accommodation facilities for employees/contractors - Different work opportunities for local people (maintenance); keeping young people on Anglesey - Holiday facilities once Horizon have finished building - Tourism area – do not want to kill the industry by having contractors using the hotels etc for years whilst building the station.

Amlwch Leisure Centre - Develop energy efficiency to reduce running costs and thus be able to develop facilities for local people and contractors. - The centre is by people of all ages throughout the community.

Ysgol Syr Thomas Jones School - Children and young people from the region go to/have attended the school - The building requires refurbishment/upgrading - Develop facilities to educate and train young people to be able to apply for and secure employment at Wylfa Newydd. - Number of pupils will increase dramatically when building work commences.

Catchment Area Primary Schools - Number of pupils will increase dramatically when building work commences. - Need to expand resources especially science and IT - Training programme for staff and resources for each school (7)? - Possible secondment to go to each school developing IT and science

It was also noted that there were concerns regarding the additional pressure that will be put on services e.g. health, hospitals, police, fire service etc. and it was hoped that discussions were taking place with the relevant bodies to reduce the stress.

There is a need to put pressure on Horizon to ensure that any funding allocated is spent on the north east of the island and does not go into a centralised fund. The need for development is here – these five projects above as well as a number of smaller schemes in each community e.g. Y Rhyd Cemetery.

Concerns were noted that the County Council are consulting with Horizon on planning applications in the Tregele area, noting that the company is not a statutory consultee.

It was proposed that the six community councils meet with the County Councillors, County Council Leader and Chief Executive, Assembly Member and Member of Parliament as soon as possible following the meeting with Horizon’s senior officers.
