The first souvenir card, along with a poll card, will be sent to registered voters about 10 days before election day - May 24, 1998.

The second card, and a card holder for both cards, will be issued to voters after they have voted on May 24.

Electoral Affairs Commission

The Electoral Affairs Commission (EAC) is an independent, impartial and apolitical statutory body established in September 1997. It is responsible for overseeing the first Legislative Council election of the HKSAR. It comprises three members, all of whom were appointed From left to right by the Chief Executive. Mr Justice Woo Kwok-hing, Mr Norman Leung Nai-pang and Ms Elizabeth Shing Shiu-ching. The EAC is responsible for: • Ensuring the elections are conducted fairly, openly and honestly; • Making recommendations on the delineation of geographical constituencies; • Making regulations, guidelines and arrangements for the conduct of elections, including the supervision of the registration of electors. The EAC is chaired by a High Court Judge, Mr Justice Woo Kwok-hing. The two other members are Mr Norman Leung Nai-pang and Ms Elizabeth Shing Shiu-ching.

The publicity drive is seen throughout Hong Kong- on the side of a bus, on posters, at a roving exhibition and on MTR light boxes, etc.
