Approval of ITU-T Recommendations By AAP-30, it was announced that the following ITU-T Recommendations were approved, in accordance with the procedures outlined in Recommendation ITU-T A.8: – Recommendation ITU-T G.8011.3/Y.1307.3 (06/02/2010): Ethernet virtual private LAN service. – Recommendation ITU-T G.8011.4/Y.1307.4 (06/02/2010): Ethernet virtual private rooted multipoint service. – Recommendation ITU-T G.8011.5/Y.1307.5 (06/02/2010): Ethernet private LAN service. – Recommendation ITU-T H.248.71 (13/02/2010): Gateway control protocol: RTCP support packages. – Recommendation ITU-T H.762 (14/12/2009): Lightweight interactive multimedia framework for IPTV services (LIME).

E.212 Mobile country code (MCC) (Recommendation ITU-T E.212)

Note from TSB The TSB been informed of a patent that apparently involves the use of unassigned E.212 Mobile Country Codes (MCCs). The patent was filed with the World International Property Organization on 6 April 2005, as number PCT/EP2005/003612. The patent apparently calls for the use of E.212 MCC codes comprised between 800 and 899 or between 902 and 999. Those reserved or unused values may be assigned in the future either to countries that require additional MCCs or for global applications. Subsequent assignments of these spare E.212 resources could create confusion and operational problems for networks that use MCC codes, in particular mobile networks based on GSM. The patent in question is contained in ITU-T Study Group 2 TD 45 (WP 1/2). TSB Circular 87 brings the matter to the attention of the membership and invites the membership to submit contributions to ITU-T Study Group 2 regarding any concerns that they might have regarding implementation of the use of numbering resources proposed in the patent and regarding solutions to meet any requirements that are implicitly raised in the patent. Please consult that Circular for further details.

Assignment of Signalling Area/Network Codes (SANC) (ITU-T Recommendation Q.708 (03/99))

Telex and Telegram Services

Estonia Communication of 10.II.2010: Elion Ettevötted Aktsiaselts (ELION) and Telegraf OÜ, Tallin, announce that starting from 1st January 2010 all telex and telegram traffic to and from Estonia is routed via Telegraf OÜ (Estonia). Please notice that as a result of corporate decision, Elion ceased to operate as of 1 January 2010 the provision of telex and telegram services (SERVICES). The rights and obligations of Elion under the agreement on SERVICES between Elion and all companies are assigned to Telegraf OÜ as of 1 January 2010. The accounting for telex and telegram traffic to and from Estonia for period until the end of December 2009 will still be done by Elion Ettevötted Aktsiaselts. 1. This List of “Dialling Procedures” replaces the previous one published as an annex to the ITU Operational Bulletin No. 905 of 1.IV.2008. The present list recapitulates all the different amendments that have been published up to Operational Bulletin No. 951 of 1.III.2010.

2. The list of "Dialling Procedures" contains the national (trunk) prefix, the international prefix, the country code and the national (significant) number in accordance with ITU-T Recommendation E.164 (02/2005).

3. The national (trunk) prefix is the digit, or combination of digits, which must be dialled before an area (city) code when dialling a call to a subscriber from inside his own country but outside his own numbering area. It provides access to the automatic outgoing trunk equipment. If the entry in this column is blank for a particular country, it means that the country has a single nationwide numbering plan that does not use area codes, and all calls to anywhere in the country are dialled by using the entire local number.

Accordingly, in the international service the trunk prefix of the country of destination must not be dialled. ITU-T recommends that the Administrations of countries which have not yet adopted a trunk prefix or are revising the prefix for access to their national trunk network should adopt a prefix composed of a single digit, preferably “0”.

4. The international prefix is the digit, or combination of digits, that must be dialled before a country code when dialling a call to a country other than the one from which the call is being placed. If the entry in this column is blank for a particular country, it means that the country does not have direct dialling facilities to other countries (in other words, international calls must be placed through the assistance of an operator).

ITU-T recommends that the Administrations of countries that have not yet introduced automatic international operation or are, for various reasons, revising their numbering plans, should adopt an international prefix (a code for access to the international automatic network) composed of the two digits “00”.

5. The country code is composed of one digit or is the combination of two or three digits, characterizing the called country which is used to route calls to the required country. It is usually dialled after the international prefix. The List of country codes is also published in the "List of ITU-T Recommendation E.164 assigned country codes", as an annex to the Operational Bulletin.

6. The national (significant) number is the number to be dialled following the national (trunk) prefix to obtain a subscriber in the same country but in a different local network or numbering area. The national (significant) number consists of the area code followed by the subscriber number. If the entry in this column is blank for a particular country, it means that the information is missing.

7. For your information, the present List is published as an annex to the ITU Operational Bulletin. Furthermore, the information it contains is also available on the ITU website www.itu.int/itu- t/bulletin/annex.html .

8. Every effort has been made to ensure that the information contained in this Annex is accurate. 1 The length of the national (significant) number N(S)N is 8 digits for geographic numbering and 10 digits for non-geographic numbering (networks and services).. 2 The '0' is used on all domestic calls, including in the same city, but is omitted when dialling from other countries. 3 When dialling from Ireland to Northern Ireland, the area code used should be '048' instead of '0044 28'. 4 Numbers commencing with the initial digit 8 will be assigned to Tristan da Cunha, whilst national numbers commencing with the initial digits 1, 2, 3, 4, 5, 6, 7 and 9 will remain assigned to Saint Helena. 5 When dialling from Italy to San Marino, the subscriber number must be prefixed by '0549' instead of '00378'.
