BUTZEL* It is a privilege for me to be here this afternoon to deliver a lecture in honor of my mentor, Lloyd Garrison. Hard as it is to believe, it was forty-five years ago, almost to the day, that I was summoned to Mr. Garrison’s office on the twelfth floor at 575 Madison Avenue, handed an opinion issued two weeks earlier by what was then known as the Federal Power Commission (FPC), given two hours to read it, and asked to return to his office for an afternoon conference with the lawyers.
