Williams Stapleton and Others Analyst: James Ball Date: February 14, 2014 (Revised) Bill Summary: HB 166 makes an appropriation to fund the Black Student Union (BSU) program in the Albuquerque Public Schools (APS). Fiscal Impact: $150,000 is appropriated from the General Fund to the Public Education Department for expenditure in FY 15 to fund the BSU program in APS. Unexpended or unencumbered funds revert to the General Fund. Substantive Issues: From the information available, it is not clear how the appropriation would be used to benefit the BSU program. Background: A February 19, 2013 story on the APS website noted that when news broke that the graduation rate for African-American students at APS improved by more than 7.0 percent in 2012, sponsors of the BSU felt that they had played a role. According to APS, the BSU promotes: • education; • culture; • community; • mentorships; • college readiness; and • service learning projects. At Highland High School, for example, a diverse group of approximately 40 students meets weekly to discuss issues facing students such as grades, graduation, and social responsibility. They monitor grades and find tutors, mentors, or other ways to help students in need. The BSU advisors also serve as role models for their students. At Albuquerque High, for example, the sponsor is one of only two African-American teachers at the school. The faculty member gets to know the black students by talking through the issues of most importance to them in their lives. APS high schools that have BSUs are: • Albuquerque High School; • Atrisco Heritage Academy; • Cibola High School; • Del Norte High School; • Eldorado High School; • Highland High School; • La Cueva High School; • Manzano High School; • Rio Grande High School; • Sandia High School; • Volcano Vista High School; and • West Mesa High School. 1 AN ACT 2 RELATING TO THE EXPENDITURE OF PUBLIC MONEY; PROVIDING FOR 3 CAPITAL EXPENDITURES; MAKING GENERAL FUND APPROPRIATIONS; 4 PROVIDING FOR OPERATING EXPENSES AND OTHER EXPENDITURES; 5 DECLARING AN EMERGENCY. 6 7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: 8 Section 1. GENERAL FUND APPROPRIATIONS--LIMITATIONS-- 9 REVERSIONS.-- 10 A. Except as otherwise provided in this section or 11 another section of this act, the unexpended balance of an 12 appropriation made in this act from the general fund shall 13 revert to the originating fund as follows: 14 (1) for projects for which appropriations 15 were made to match federal grants, six months after 16 completion of the project; 17 (2) for projects for which appropriations 18 were made to purchase vehicles, emergency vehicles or other 19 vehicles that require special equipment, heavy equipment, 20 educational technology or equipment or furniture that is not 21 related to a more inclusive construction or renovation 22 project, at the end of the fiscal year two years following 23 the fiscal year in which the appropriation was made for the 24 purchase; and 25 (3) for all other projects for which SB 710 Page 1 1 appropriations were made, within six months of completion of 2 the project, but no later than the end of fiscal year 2011. 3 B. Students have been focusing on their Indigenous Values throughout their curriculum. A sense of belonging was created with a Mission Family Tree project where students researched their roots, shared family stories and found their classmate cousins by Clan. Some students were also invited to participate in an APS photoshoot of By working Indigenous youth in celebration of National Native American Heritage Month.
