Senate Bill Text for SB0710 1 AN ACT 2 RELATING TO THE EXPENDITURE OF PUBLIC MONEY; PROVIDING FOR 3 CAPITAL EXPENDITURES; MAKING GENERAL FUND APPROPRIATIONS; 4 PROVIDING FOR OPERATING EXPENSES AND OTHER EXPENDITURES; 5 DECLARING AN EMERGENCY. 6 7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: 8 Section 1. GENERAL FUND APPROPRIATIONS--LIMITATIONS-- 9 REVERSIONS.-- 10 A. Except as otherwise provided in this section or 11 another section of this act, the unexpended balance of an 12 appropriation made in this act from the general fund shall 13 revert to the originating fund as follows: 14 (1) for projects for which appropriations 15 were made to match federal grants, six months after 16 completion of the project; 17 (2) for projects for which appropriations 18 were made to purchase vehicles, emergency vehicles or other 19 vehicles that require special equipment, heavy equipment, 20 educational technology or equipment or furniture that is not 21 related to a more inclusive construction or renovation 22 project, at the end of the fiscal year two years following 23 the fiscal year in which the appropriation was made for the 24 purchase; and 25 (3) for all other projects for which SB 710 Page 1 1 appropriations were made, within six months of completion of 2 the project, but no later than the end of fiscal year 2011. 3 B. Upon certification by an agency that money from 4 the general fund is needed for a purpose specified in this 5 act, the secretary of finance and administration shall 6 disburse such amount of the appropriation for that project as 7 is necessary to meet that need. 8 C. Except for appropriations to the capital 9 program fund, money from appropriations made in this act 10 shall not be used to pay indirect project costs. 11 D. For the purpose of this section, "unexpended 12 balance" means the remainder of an appropriation after 13 reserving for unpaid costs and expenses covered by binding 14 written obligations to third parties. 15 Section 2. AGING AND LONG-TERM SERVICES DEPARTMENT 16 PROJECTS--GENERAL FUND.--The following amounts are 17 appropriated from the general fund to the aging and long-term 18 services department for expenditure in fiscal years 2007 19 through 2011, unless otherwise provided in Section 1 of this 20 act, for the following purposes: 21 1. twenty thousand dollars ($20,000) to make 22 improvements, including purchase and installation of 23 equipment, to the Armijo senior meal site in Bernalillo 24 county; 25 2. twenty thousand dollars ($20,000) to make SB 710 Page 2 1 improvements, including purchase and installation of 2 equipment, to the Pajarito senior meal site in Bernalillo 3 county; 4 3. twenty thousand dollars ($20,000) to make 5 improvements, including purchase and installation of 6 equipment, to the Rio Bravo senior meal site in Bernalillo 7 county; 8 4. twenty-five thousand dollars ($25,000) to plan, 9 design, renovate and equip senior facilities in city council 10 district 1 in Albuquerque in Bernalillo county; 11 5. one hundred thousand dollars ($100,000) to 12 plan, design, construct, furnish and equip a senior center in 13 Tijeras in Bernalillo county; 14 6. fifty thousand dollars ($50,000) to make 15 improvements, including purchase and installation of 16 equipment, to the Springer senior center in Colfax county; 17 7. forty-two thousand dollars ($42,000) to 18 construct a garage at the Melrose senior center in Curry 19 county; 20 8. fifty thousand dollars ($50,000) to plan, 21 design, construct, expand and equip improvements, including 22 purchase and installation of equipment, to the Mesilla Park 23 community center in Las Cruces in Dona Ana county; 24 9. twenty-five thousand dollars ($25,000) to 25 design and construct an expansion of the San Jose senior SB 710 Page 3 1 center in Carlsbad in Eddy county; 2 10. twenty thousand dollars ($20,000) to make 3 improvements, including purchase and installation of 4 equipment, to the Puerto de Luna senior center in Guadalupe 5 county; 6 11. ten thousand dollars ($10,000) to make 7 improvements, including purchase and installation of 8 equipment, to La Loma senior center in Guadalupe county; 9 12. thirty-five thousand dollars ($35,000) to 10 purchase and equip a vehicle for the Baca chapter senior 11 center in the Navajo Nation in McKinley county; 12 13. seventy-five thousand dollars ($75,000) to 13 plan, design, construct and equip improvements to the senior 14 center in the Thoreau chapter of the Navajo Nation in 15 McKinley county; 16 14. one hundred thousand dollars ($100,000) to 17 plan, design, purchase or construct a senior center at the 18 Whitehorse Lake chapter of the Navajo Nation in McKinley 19 county; 20 15. thirteen thousand nine hundred dollars 21 ($13,900) to furnish the senior center, including tables and 22 chairs, in Espanola in Rio Arriba county; 23 16. sixty-five thousand one hundred dollars 24 ($65,100) to purchase and install equipment for the Ohkay 25 Owingeh senior center in Rio Arriba county; SB 710 Page 4 1 17. twenty-three thousand eight hundred dollars 2 ($23,800) to purchase and equip a van for transporting senior 3 citizens in Floyd in Roosevelt county; 4 18. three hundred thousand dollars ($300,000) to 5 plan, design, construct, furnish and equip the Eldorado 6 senior center in the Eldorado area of Santa Fe county; 7 19. three hundred ten thousand one hundred dollars 8 ($310,100) to purchase land and plan, design, construct and 9 equip a senior and community center in the Pojoaque valley 10 area in Santa Fe county; 11 20. twenty thousand dollars ($20,000) to make 12 improvements, including purchase and installation of 13 furnishings and equipment, to the Pasatiempo senior center in 14 Santa Fe county; 15 21. seventy-eight thousand nine hundred dollars 16 ($78,900) to plan, design, construct, renovate, equip and 17 furnish, including improvements to the parking lot and 18 landscaping, the Edgewood senior center in Santa Fe county; 19 22. fifty-seven thousand seven hundred dollars 20 ($57,700) to plan, design, construct, equip and furnish a 21 facility for the senior center in Edgewood in Santa Fe 22 county; 23 23. fifty thousand dollars ($50,000) to plan, 24 design and construct additional facility space at the 25 Edgewood senior center in Edgewood in Santa Fe county; SB 710 Page 5 1 24. five thousand dollars ($5,000) to purchase and 2 install equipment and furnishings for the Phil Lovato senior 3 center in Taos in Taos county; and 4 25. fifty-five thousand dollars ($55,000) to 5 purchase and equip a food delivery truck to deliver hot meals 6 to seniors in Valencia county. 7 Section 3. STATE ARMORY BOARD PROJECT--GENERAL 8 FUND.--Three million one hundred ninety-eight thousand eight 9 hundred dollars ($3,198,800) is appropriated from the general 10 fund to the state armory board for expenditure in fiscal 11 years 2007 through 2011, unless otherwise provided in Section 12 1 of this act, for renovations at armory facilities 13 statewide. 14 Section 4. CAPITAL PROGRAM FUND PROJECTS--GENERAL 15 FUND.--The following amounts are appropriated from the 16 general fund to the capital program fund for expenditure in 17 fiscal years 2007 through 2011, unless otherwise provided in 18 Section 1 of this act, for the following purposes: 19 1. two hundred fifty thousand dollars ($250,000) 20 to plan, design and construct improvements to infrastructure 21 at the Santa Teresa port of entry in Dona Ana county; and 22 2. three million dollars ($3,000,000) to plan, 23 design, construct, renovate and equip a substance abuse 24 treatment center in Los Lunas in Valencia county. 25 Section 5. CULTURAL AFFAIRS DEPARTMENT PROJECTS-- SB 710 Page 6 1 GENERAL FUND.--The following amounts are appropriated from 2 the general fund to the cultural affairs department for 3 expenditure in fiscal years 2007 through 2011, unless 4 otherwise provided in Section 1 of this act, for the 5 following purposes: 6 1. one hundred thousand dollars ($100,000) for a 7 fresco painting at the Torreon building at the national 8 Hispanic cultural center in Albuquerque in Bernalillo county; 9 2. ninety-six thousand dollars ($96,000) for 10 renovations to the visitor center facilities and site at 11 Lincoln state monument in Lincoln county; 12 3. one hundred thousand dollars ($100,000) to 13 plan, design and construct renovations and purchase equipment 14 for the museum of international folk art in Santa Fe in Santa 15 Fe county; 16 4. fifty thousand dollars ($50,000) for phase 1 17 construction of the New Mexico archaeology center to serve as 18 a research and collections repository for the state's 19 archaeological collection in Santa Fe in Santa Fe county; 20 5. fifty thousand dollars ($50,000) to plan, 21 design, construct, equip and furnish improvements to and 22 expansion of the Santa Fe children's museum in Santa Fe in 23 Santa Fe county; 24 6. fifty thousand dollars ($50,000) to construct 25 and equip El Camino Real international heritage center in SB 710 Page 7 1 Socorro in Socorro county; 2 7. twenty-five thousand dollars ($25,000) to plan, 3 design and construct improvements to El Camino Real 4 international heritage center in Socorro in Socorro county; 5 8. seventy-five thousand dollars ($75,000) to 6 plan, design and implement an interactive fine arts outreach 7 program to be available statewide; 8 9.

Students have been focusing on their Indigenous Values throughout their curriculum. A sense of belonging was created with a Mission Family Tree project where students researched their roots, shared family stories and found their classmate cousins by Clan.
