The regular meeting of the Village of Milo was held on Wednesday, January 11, 1995 at 6:00 p.m. in the Village Office.

Present were Mayor Umscheid, Councillors Monner and Hingley, Lynda Cyr and Kevin Booth and Alan MacDonald.

The minutes of the meeting held on December 14, 1994 were read. Mayor Umscheid moved the adoption of these minutes. CARRIED.

Council read and discussed the quote we received from our insurance company for the Milo Hall and Arena compared to what they are currently paying. The annual premium would be $ 4,294.00 compared to $ 6,266.00 which would be a saving of $ 1,972.00.

A letter was received from the Economic Development Committee in Vulcan saying Milo's requisition for 1994 is $ 560.03. Mayor Umscheid made a motion that the Village pay this requisition and send a letter stating that the Village of Milo will no longer belong to the County of Vulcan Economic Development Committee as of January 1, 1995. CARRIED. Council cannot justify the amount of the requisitions for what the Village gets back.

Kevin Booth joined the meeting at 6:15 p.m. to ask Council if he could hook up to the town's water system. A letter will be sent to Kevin stating the Village's policy for water hookups.

Councillor Hingley reported to Council that the new ambulance should be here in about eighty days. Councillor Monner made a motion that the Village approve the 1995 budget for the Ambulance committee. CARRIED.

Lynda Cyr said there is still no reply from Terry Mullanger in regards to the letter she sent about the Village's blue prints and the retainer he got. A letter is to be sent to him by Double Registered Mail asking for the blue prints back.

Notices are to be sent out with the water and sewer bills at the end of January giving residents a final reminder about getting rid of their 45 gallon drum garbage containers and requesting everyone to quit burning.

Mayor Umscheid said he had been approached about renting the Village office on Monday afternoons to a lawyer. Council discussed this and decided to rent the office on a trial basis for two months at a rate of $ 50.00 per day. At that time time both parties will meettto discuss how it is working out. A letter is to be sent in regards to this decision.

Mr. Alan Macdonald from Muni Soft computer company joined the meeting at 7:10 p.m. He gave a demonstration on his computer and explained it. He will be sending a proposal to Council.

The meeting adjourned at 9:20 p.m. The Special meeting of the Village of Milo was held on Wednesday, January 25, 1995 at 7:00 p.m. in the Village office.

Present were Mayor Umscheid, Councillor Hingley, Municipal Administrator, Lynda Cyr and George Yanicki from Little Bow Provincial Park and the planner from Alberta Parks.

They met with Council to discuss the Mitigation & Possible Enhancement of Lake McGregor Recreation Site. Doug, who is the planner, presented a drawing of the proposed enhancement of Lake McGregor. It is believed the level of the lake will be raised this year. They plan on putting stoves, concrete tables and enforcing that fires be in the stoves. The boat launch has been raised and a burm put around it. Posts will be put in for the designated beach area, and the caraganas that are now on the beach area will be removed. There will be more trees planted over the next six years for a windbreak. Currently there is still random camping spots available - just in smaller groups. The ball diamond has been removed and that area is' now to be used for camping due to the loss of shoreline. The beach has been sloped but needs sand.

George wondered if the Village of Milo would be interested in a partnership in regards to some of the following things that need to be done:

a) Beach — needs to have sand hauled in (approximately 870 cubic meters which would cost about $ 8,000 - $ 9,000).

b) Trees - need to be planted and watered.

c) Gravel for roads

d) Upgrading the playground structure

e) The Watchable Wildlife Trail.

f) Site Operation Contract - this would include doing all the on site maintenance which would include cutting the grass (2-3 times during the summer), empyting the garbage (twice a week), cleaning the toilets, and collecting the revenue (once aaday). It costs $ 5.00 per night per site to camp. Firewood is also sold at a cost of $ 3.50 per bundle.

George stated it would be possible to earn $ 5,000.00 - $ 6,000.00 per summer after expenses. He would be out on a regular basis every weekend, and the R.C.M.P. also make routine checks. He is hoping Council will consider doing one of the things mentioned and possibly getting a service club involved in one of the projects.

A discussion followed in regards to the proposed bike path and how it could come across the dam and into the site.

Mayor Umscheid asked George if he would send us a copy of the contract and also some numbers from last year in regards to revenue and expenses. We will also be getting some maps showing the proposed enhancement.

The meeting adjourned at 8:20 p.m. Councillors Comments

We got the results of the ads we sent out for "interest to tender" to do work for the county. All our county costs are on commuter so it was possible to make a fairly accurate comparison between commercial operators and the county. In all cases the county was considerably cheaper. A commercial operator needs a profit above expenses, that is what business is about. Also the county buys equipment at a considerably lower cost because we don't pay tax on new equipment. I feel these two factors put the county way ahead o f the commercial operator. This information we got from our computer gave us actual dollar cost/machine and also per mile maintenance on our roads. The councillors all felt that, except for gravelling, the county can operate our own crew way cheaper. The gravelling was close enough that we felt we would call for tenders to see if someone could fine tune their tender and get closer to what we feel our costs were. The previous tenders were about 1/3 higher than our costs. Part of the problem is if we hire commercial truckers we need a loader operator and an on the road site checker. Estimated cost for these two people would be close to the same as we would pay two truck drivers. Our own crew loads themselves and naturally we don't need a road site checker. I must admit I was quite surprised that the county costs were coming so much lower than the commercial operators. Over all Our crews are a bare boner operation with no surplus help looking for something to do. This may not be apparent to all ratepayer when they see those red trucks driving around but in most cases they are doing something constructive. Any time I feel someone is not performing I don't hesitate to tell that persons supervisor. A new snow plow truck we had budgeted for was turned down when the purchase tender came in. I don't feel this was a fair decision as the money was taxed from the ratepayers for that purpose. We need good reliable trucks for our snow plows. It is much cheaper and faster to plow our paved roads by truck rather than maintained These big trucks are mostly built to order and a 4-6 months waiting period applies to all makes if they are built to the customer specifications. I feel we need to order a truck by May 1 on order to have it ready for fall. It is sometimes hard to go along with the county council decisions, I may tiy this one again. As I said last month be sure and apply for your water license. It's been 3 weeks since I applied and I still haven't got my forms yet. When I phoned they are swamped with requests. Every article I have read about this act seem to make It harder to understand why it was written this way. I would suggest that we all write to Barry McFarland and insist that our water rights be grandfathered. These comments are mine and do not represent county council opinions.
