M., Ph.D. December 2012, Communication Studies Deliberation as an Epistemic Endeavor: UMunthu and Social Change in Malawi’s Political Ecology Director of Dissertation: Claudia Hale This dissertation examines the epistemic role of democratic processes in Malawi. In this study, I challenge the view that Malawi’s Local Government model of public participation is representative and open to all forms of knowledge production. Through a case study analysis of the political economy of knowledge production of selected District Councils in Malawi, I argue that the consultative approach adopted by the Councils is flawed. The Habermasian approach adopted by the Councils assumes that development processes should be free, fair, and accommodative of open forms of deliberation, consultation, and dissent. The Habermasian ideals stipulate that no single form of reasoning or knowledge dominates others. By advocating for “the power of the better argument” Habermas (1984, 1998a, 1998b, 2001) provided room for adversarial debate which is not encouraged in the Malawi local governance system. -

Abstract Existing studies on Malawi's transition to democracy overwhelmingly cite local factors such as ethnic cornpetition, poor leadership, corruption, and economic difhlties as being the determinants of the forrn of democracy that emerged in the post 1994 period. This thesis argues these studies have led only to partial insights since they have not problematized the role of the state, its economic structure and the transnational lending community's neo-liberal hegemony on the country's democracy. -

KENNEDY CENTER FOR JUSTICE AND HUMAN RIGHTS 2 NOWHERE TO TURN: THE CONSEQUENCES OF THE FAILURE TO MONITOR HUMAN RIGHT VIOLATIONS IN WESTERN SAHARA AND TINDOUF REFUGEE CAMPS I. EXECUTIVE SUMMARY AND RECOMMENDATIONS The Sahrawi are the indigenous people of Western Sahara, who descended from Berber and Arab tribes.1 The following is a report on the human rights situation facing the Sahrawi people who reside in the disputed territory of Western Sahara under Moroccan control and in the Sahrawi refugee camps near Tindouf, Algeria. Much of the information contained in this report is based on information gained from interviews and meetings during a visit to the region of an international delegation led by the Robert F. Kennedy Center for Justice and Human Rights (RFK Center). For nearly 40 years, both the Kingdom of Morocco and the Popular Front for the Liberation of Saguía el Hamra and Río de Oro (POLISARIO Front) have claimed sovereignty over Western Sahara, a former Spanish colony. After years of armed conflict, in 1991 the United Nations (UN) established the Mission for the Referendum in Western Sahara (MINURSO), a peacekeeping mission to oversee the cease-fire between the Kingdom of Morocco and the POLISARIO Front and to organize and ensure a referendum on self-determination. Today, 22 years after the establishment of MINURSO, the referendum has yet to take place. -

Nordic Journal of African Studies 12(1): 1-22 (2003) LACK OF ALTERNATIVE LEADERSHIP IN DEMOCRATIC MALAWI: SOME REFLECTIONS AHEAD OF THE 2004 GENERAL ELECTIONS BLESSINGS CHINSINGA University of Malawi, Malawi ABSTRACT This article, drawing on Malawi’s experience with intra party politics, argues that quality, dynamic and visionary leadership is extremely vital in propping up budding democracies on the winding road to mature democracies. It is thus widely recognized that the success or failure of any organized group effort whether at organizational, community or national level is critically dependent on leadership, understood as a collective endeavour within a permissive and enabling framework. The major problem in most democratizing polities, however, is that leadership is essentially understood as rulership. This implies that leaders make every effort to ensure that decisions must either be made or reviewed at a single, known, predetermined and consistent position. Unless leaders extricate themselves from the perils of the centrist tendencies and work to facilitate participative governance, in which they primarily serve as agents or trustees for a broad community of persons, democratizing polities risk disintegrating into dysfunctional political entities along the way.
