Background 1.1 Introduction Solar Partners I, LLC; Solar Partners II, LLC; Solar Partners VIII, LLC, the owners of the three separate solar plant sites, and Solar Partners IV, LLC, the owner of shared facilities required by the three solar plant sites, propose to develop a solar facility (together referred to as the Ivanpah Solar Electric Generating System, or Ivanpah SEGS) in the Ivanpah Valley about 4.5 miles southwest of Primm, Nevada. This Biological Assessment has been prepared in accordance with legal requirements set forth under Section 7 of the Endangered Species Act [ESA] (16 U.S.C. 1536(c)). The Mojave population of the desert tortoise (Gopherus agassizii) is a federally threatened species under the ESA.     CULTURAL RESOURCES Prepared by Michael D. McGuirt and Sarah C. Murray SUMMARY OF CONCLUSIONS U.S. Bureau of Land Management (BLM) and Energy Commission staff (hereinafter jointly referred to as “staff”) conclude that the ISEGS project would have no significant direct or indirect impacts on known, NRHP- or CRHR-eligible archaeological, ethnographic, or built-environment resources. Staff also concludes that the implementation of proposed Conditions of Certification CUL-1 through CUL-7 and CUL- 10 would reduce to less than significant, direct or indirect impacts to any such resources that are found during the course of the construction, operation, maintenance, closure, or decommissioning of the project. Staff further concludes that without mitigation, the effect of the Ivanpah Solar Energy Generating System (ISEGS) project on the Hoover Dam-to- San Bernardino transmission line, a historically significant built-environment resource, would be cumulatively considerable and would contribute to a significant cumulative effect on the environment. The adoption and implementation of Conditions of Certification CUL-8 and CUL-9 (mitigation measures) would render the potential effect of the proposed project on the resource less than cumulatively considerable. Conditions of Certification CUL-1 through CUL-7 and CUL-10 take into account the extensive and thorough field investigations that Bright Source (applicant) undertook for the present analysis and underwrites the recommendation of staff that the applicant be given substantial relief from routine monitoring requirements. The adoption and implementation of Conditions of Certification CUL-1 through CUL-7 and CUL-10 ensure that the applicant would be able to respond quickly and effectively to what staff concludes is the highly improbable event that archaeological sites are found on the surface of the project area or buried beneath it during construction-related ground disturbance.

In eastern California and southern Nevada there are numerous detached drainage basins that have no outlet~ for their surface water. The lowest parts of these basins are occupied,by clay flats which may be covered with water during wet seasons bti.t which are dry during the greater part of the year. These flats ~re known as playas or "dry lakes." Pahrump, Mesquite, and I van~ah valleys occupy three such inclosed basins, partly in Nevada anfl partly in California. (See Pis. VII and VIII.) i The drainage basin of Pahrump Valley is mainly in Nye and Clark counties, Nev. ; a small portion of it lies in I:r1-yo and San Bernardino counties, Calif. (See PL VIII.) Somewh~t less than half of the drainage basin of Mesquite Valley lies in qiark County, Nev., and the remainder is. in California, chiefly in S~ Bernardino County but partly in Inyo Count;r. About 57 per cent c;>f the drainage basin.of I vanpah Valley is in San Bernardino CountJr, Calif., but the lowland as well as the bordering slopes extends northward into Clark County, Nev.     South Lahontan Hydrologic Region California’s Groundwater Ivanpah Valley Groundwater Basin Bulletin 118 Ivanpah Valley Groundwater Basin • Groundwater Basin Number: 6-30 • County: San Bernardino • Surface Area: 199,000 acres (311 square miles) Basin Boundaries and Hydrology The Ivanpah Valley Groundwater Basin underlies a north-trending valley located along the California-Nevada border in northeast San Bernardino County. Elevation of the valley floor ranges from 2,595 feet at Ivanpah (dry) Lake to about 4,000 feet above mean sea level at the southern end of the valley. The basin is bounded by nonwater-bearing rocks of the Clark Mountains on the northwest, the Ivanpah Range on the west, and by the New York Mountains on the southeast. Although the physical groundwater basin extends into Nevada, the California-Nevada state line is the northeast boundary of the basin for this report. Elevation in the bordering mountains range from 7,903 feet at Clark Mountain to about 7,500 feet in the New York Mountains (Waring 1920; DWR 1964). Average annual precipitation ranges from about 4 to 10 inches. Surface runoff from the bordering mountains drains towards Ivanpah Lake (Jennings 1961). Hydrogeologic Information Water Bearing Formations Quaternary alluvium, which forms the primary water-bearing unit within the basin, includes unconsolidated younger alluvial fan material underlain by semi-consolidated, older alluvium. Maximum thickness of the alluvium is at least 825 feet (DWR 1964). Restrictive Structures Several northwest-trending faults may impede the movement of groundwater. Among these are the State Line, Ivanpah, and Clark Mountain faults (Jennings 1961; DWR 1964). Recharge and Discharge Areas The principal source of recharge to the basin is the percolation of runoff through alluvial deposits found in Wheaton Wash and at the base of the bordering mountains.

    MOJAVE NATIONAL PRESERVE GEOLOGIC RESOURCES MANAGEMENT ISSUES SCOPING SUMMARY Sid Covington Geologic Resources Division November 6, 2003 Executive Summary In a Geologic Resources Evaluation scoping meeting held in Barstow, California, April 30, 2003, the scoping meeting participants identified the following geologic resources management issues. 1. Caves in the Preserve are being impacted by human (recreational) use and by drought. At present there is no estimate of the amount of use that caves receive. 2. Windblown dust is an important source of nutrients as well airborne toxins and radioactivity. 3. Desert crusts are very sensitive to human disturbance, especially recreational activities such as ORV use and hiking as well as from grazing. 4. Paleontological resources are not well-known in the Preserve and a baseline inventory is needed. Location and identification of vertebrate fossils are a high priority. There may be collecting (theft) by visitors. 5. Sand dunes are prominent geologic features in the Preserve. There is a need to monitor the continuing impact of visitors as well as document impacts from past mining. 6. There are abandoned mines that may pose visitor safety issues. Some are being preserved as cultural resources (headframes, draw works, abandoned vehicles, etc.). Tailings, especially uranium may be a health hazard. 7. There is potential for groundwater contamination especially in high use areas. Pesticides, waste oil, trash, fertilizer, and nitrates are possible pollutants. Introduction The National Park Service held a Geologic Resources Evaluation scoping meeting at the headquarters of Mojave National Preserve on Wednesday, April 30, 2003. The purpose of the meeting was to discuss the status of geologic mapping in Preserve, the associated bibliography, and the geologic issues in the park.

    RECOVERY ACTION PLAN FOR THE MOJAVE DESERT TORTOISE IN CALIFORNIA April 2014 Version 1 CA Mojave RIT Recovery Action Plan April 2014—version 1 WHAT IS THIS DOCUMENT? This document is the recovery action plan developed by the California Mojave Recovery Implementation Team (RIT) for their region. The foundation for desert tortoise recovery is the revised recovery plan for the Mojave desert tortoise (USFWS 2011. Revised Recovery Plan for the Mojave population of the desert tortoise, Gopherus agassizii. Sacramento, CA), which describes threats to the Mojave desert tortoise and recovery actions to remove these threats. Due to the numerous and diverse threats that vary spatially and temporally across the range of the tortoise, the revised recovery plan recommends an adaptive management framework for prioritizing recovery actions. The first step in this framework was to capture and rank the threats and recovery actions with development of a spatial decision support system (SDSS). The desert tortoise SDSS ranks categories or types of recovery actions that are expected to be most effective in each part of the desert for long-term recovery of the species based on models of relationships between threats, recovery actions, and tortoise populations. The next step in the adaptive management framework was for regional RITs to tier off the recovery plan and the ranked recovery action types from the SDSS by developing recovery action plans containing specific, local prescriptions for recovery actions and suggesting the first set of activities to be pursued during the initial years of the recovery process. In conjunction with prioritizing recovery actions in this document, the RITs prioritized needs for effectiveness monitoring or research.

Where these potential impacts have been identified, staff has proposed mitigation measures to reduce identified impacts to levels that are less than significant. The mitigation measures, as well as specifications for laws, ordinances, regulations and standards (LORS) conformance, are included herein as conditions of certification. The conditions of certification referred to herein address the California Environmental Quality Act (CEQA) requirements for the Energy Commission’s analysis and BLM’s needs for a National Environmental Policy Act (NEPA) analysis. The project would conform with all applicable LORS. Staff’s conclusions based on analysis of the information submitted to-date are as follows: 1. The proposed project would be located on an alluvial fan where flash flooding and mass erosion could impact the project. Project-related changes to the alluvial fan hydrology could result in impacts to adjacent land users and the Ivanpah playa. The applicant completed a hydrologic study and modeling of the alluvial fan. Based on this work and subsequent confirmatory and sensitivity modeling conducted by the BLM, scour analyses have been performed to support development of a project design that can withstand flash flood flows with minimal damage to site structures and heliostats. In addition, a Drainage, Erosion, and Sedimentation Control Plan (DESCP) has been developed to mitigate the potential storm water and sediment project-related impacts.

    Exploring ends of eras in the eastern Mojave Desert david m. miller, editor desert symposium, inc. • april 2019 IN MEMORIAM Rob Fulton Robert “Rob” Fulton, III, the Desert Studies Center’s longtime site manager, passed away last summer in an auto accident while driving to his mountain residence in Idyllwild, CA. He contributed to the Desert Studies program for nearly two decades, welcoming arrivals and coordinating rooms, facilities, and meals. Rob first visited the Desert Studies Center (DSC) in fall 1979, when he was starting his graduate studies at California State University, Fullerton. As a member of the student group that volunteered for weekend work parties, he helped restore many buildings. He completed his M.S. thesis in plant biology, (“Reproductive ecology of Agave deserti Engelm (Agavaceae) in the Robert E. Reynolds Desert Symposium Student Research Award absence of coevolved bat pollinators”), but This award to honor Bob Reynolds took pride in knowing as much about the acknowledges Bob’s decades of flora and fauna of the desert as about the service to desert sciences, from geology, meteorology, and human history.
