On behalf of the Columbia County Engineering Services Department, I would like to congratulate you and your firm on being selected for consideration to provide engineering services for the Gateway Boulevard Extension project. The project is being funded through the approved 2017 General Obligation Bond with a total budget of $6,000,000. This letter shall serve as an official request for required information from your firm, in particular your firm’s resources, technical approach to this project and fee proposal & schedule. Project Name: Gateway Blvd Extension Project Description: The project is the extension of Gateway Boulevard from Grovetown Conference Center to Wrightsboro Road, to include a modern . The total project length is approximately 1.5 miles. A conceptual layout is provided as Exhibit II (attached). The County envisions the existing, 4-lane cross section to continue past the future hospital site to the planned roundabout. From this point, the roadway continues southward toward Wrightsboro Rd as a potential 3-lane flush or raised median cross section. The Wrightsboro Rd will require turn lanes. To be considered, please submit the following deliverables: Section I – Cover Page

• Cover page with the project name and description, as well as the firm’s full legal name. A letter is not required.

Section II – Prime’s Experience

• Project Manager education, registration, relevant engineering experience, relevant project management experience, and experience in utilizing GDOT specific manuals or guidance (Design Policy, Drainage Manual, etc). • Roadway Designer & other Key Team Leaders education, registration, relevant technical experience, and relevant experience in utilizing GDOT specific manuals, or guidance (Design Policy, Drainage Manual, etc).

Section III – Resources and Ability to Meet the Project Schedule

• Organizational chart which identifies the Project Manager, prime, Roadway Designer & other Key Team Leaders, support personnel, and reporting structure.

• Primary Office - Identify and discuss the primary office which will be responsible for handling the specific project and the number and types of staff within the office and how this office could benefit the project and promote efficiency.

• Narrative on Additional Resource Areas and Ability – Provide information regarding additional resource areas identified as important to the project, to discuss how the key areas will integrate and work together on the project, to discuss any information which is pertinent to these areas, to provide a narrative regarding how the organization of the team, including the PM, Roadway Designer and other Key Team Leaders can deliver the project on schedule given their workload capacity. (CCBOC recognizes that some individuals may be able to meet the schedule while carrying heavier project loads.) Respondents may discuss the advantages of your team and the

Section IV – Technical Approach

• Provide your firm’s technical approach for delivering the project. Include any unique challenges of the project and how your firm intends to mitigate these challenges. Furnish information that may serve to differentiate your firm from other firms and provide evidence of your firm’s fit to the project and/or needs of Columbia County, including specific qualifications, skills, and knowledge of the project area which may uniquely benefit the firm and project. Section V – Proposal & Schedule

• Provide a list of your proposed services that meet Exhibit I (attached) and lump sum fees for Phases I-IVIII. Provide fees for each item in Phase IV. Include any assumptions, exclusions, and a detailed list of resources or deliverables that may be required from the County in order to fulfill your work. Provide a schedule that will meet or exceed Exhibit III. This schedule will be attached to the professional services contract, in the event you are selected.

A formal presentation is not expected to be required but may be requested on a case-by-case basis. This is a not to exceed total dollar amount. Upon selection, the County will require specific detail on the Reimbursable costs requested.

ASSUMPTIONS / EXCLUSIONS

1. Exclusions from Consultant’s Scope of Services:

a. Pavement Design (by County); b. Staging Plans; c. Environmental permitting, such as wetland mitigation and stream buffer variances. If required, these services will be considered as Additional Services; d. Bridge or structural design; e. GDOT and FHWA permitting; and f. Right-of-way Plans. Consultant will provide linework to county for outside surveyor to prepare. e.g. Subsurface Utility Engineering (SUE). f.a. Traffic counts shall be provided by the Consultant as part of the SWA.

2. Engineering Services Department will assist Consultant with coordination of existing and proposed utility locations. County-owned facilities will be designed by others and provided to the Consultant in digital format in NAD83 GA State Plane, East Zone coordinate system.

3. Provide a 50% and 90% design set to the county for review and comment. Include 2 weeks of county review time in the schedule for each of these tasks.

4. The Engineering Services Department will prepare the contract documents using the Consultant’s plans and quantities. The Engineering Services Department will use its standard contract format. The Engineering Services Department will let the project, which will include advertising and management of the bid process (pre-bid conference, addendums, etc.).

5. Successful firm will be required to sign a Columbia County Engineering Consulting Agreement. A blank copy of this agreement can be made available at any time upon request.

6. Traffic counts shall be provided by the Consultant as part of the SWA. 5.7.

We sincerely thank you for the opportunity to submit this proposal for the Gateway Blvd Extension project. We understand that a Cover Letter is not required as a part of this RFP; however, I felt it necessary so that I could provide a personal introduction to our firm, our related experience with similar projects, and our commitment to working with Columbia County.

Goodwyn, Mills and Cawood (GMC) is a 450+ person firm in 16 offices across the Southeast – Alabama (9), Georgia (4), South Carolina (2), and Tennessee (1). Most recently, GMC opened an office in Augusta, Georgia in September of 2016. Since opening this office, the firm has been fortunate to hire several employees, establish an office downtown, and work with the community on numerous projects - we are enthusiastic about our long-term investment in the CSRA!

In essence, we have been working on the Gateway Blvd Extension Project for a while now as can be seen on the Cover Page of our proposal and the exhibits following the Project Approach section herein. Jim Teel, Georgia Regional Vice President and proposed Project Executive, has been working with Robbie Bennett and the Development Authority of Columbia County for over 6-months on Master Planning the development that this roadway is planned to serve. In addition, he has been assisting in the coordination of bringing potential developers to the table to discuss investing in the County. On the other hand, I have personally had a good deal of recent experience with the Columbia County Engineering, Storm Water, and Facilities Departments with my former firm in serving as the Project Engineer for the Evans Town Center Blvd Improvement Project to serve The Plaza, the Ronald Reagan Drive 72” Culvert Replacement project near Columbia County’s Government Complex, and the Savannah Rapids Pavilion Upper Parking Lot Expansion project. Additionally, I have a great deal of experience with County roadway projects in South Carolina as can be seen on my resume herein.

Our commitment to Columbia County is abundant. Personally, I have been in the area for just over three years. My wife’s residency matched her at in March of 2014. We picked up and moved to Martinez, GA from Columbia, SC the following month, April of 2014. In the beginning, we felt sure we would find our way back to Columbia, SC where we both attended college; however, when it came time

for my wife and I to begin looking for a future home and future careers after her residency we realized that we were already home. After three years of working here, learning about the communities, meeting friends and neighbors, and having our son (now 23 months old) we realized this is where we want to be. This is home. We have since then purchased our first home in Columbia County (Martinez) earlier this year and could not be prouder to be a part of this wonderful, thriving community. I tell you all of this because I am personally committed to this area and I am personally committed to growing GMC into a “local” firm who Columbia County can depend on, not just for this project, but for the long term.

COMPLETED: April 2015 Throughout the early 2000’s during the decline of the textile industry the park slowly COST: $2,000,000 became a vast of empty buildings and a symbol of a struggle economy. The City of Huntsville commissioned the engineering design of an extension to the PROJECT DETAILS Northern By-Pass to connect the western city and county areas with the eastern part STATUS: Pre-Engineering 2010 of Huntsville City and Madison County. The City of Huntsville’s initial requirement is a COST: $32,000,000 (estimate) corridor study and preliminary design determining proposed routes from the current OWNER: City of Huntsville terminus at the north continuing eastward connecting to US Highway 72. Each route identifies required displacements for commercial and residential areas, noise impacts, 4F impacts and existing TVA lines and towers. Also considered are planned overpass locations potentially affecting the alternate routes. These factors combined with an assessment of the existing topography are considerations that affect total costs. Currently, the corridor study is being reviewed by the City.

The new roadway is planned to be a four lane road with grassed median with limited access. The design speed is proposed at 60 MPH. The proposed length of the northern by-pass is approximately 5.8 miles. This project was ALDOT Funded.

In 2012 the City of Wetumpka commissioned a “Downtown & Riverfront Development PROJECT DETAILS Plan” with the purpose of providing the City with a blueprint for revitalizing the downtown STATUS: 2015 and riverfront areas and prepare for implementation of improving the living and economic COST: $1 .6 M conditions of Wetumpka. Since the completion of the plan in 2014, the City of Wetumpka has trusted GMC with the task of implementing the plan on a project-to-project basis OWNER: City of Wetumpka to ultimately turn the revitalization plan into a reality. The Phase One project involved upgrading and rerouting utilities within the downtown area of Wetumpka. The $750,000 project involved water and sewer main upgrades and was completed in November 2015. GMC has completed the construction plans for Phase Two of the Downtown Revitalization Plan which includes a new urban roundabout, ADA accessible sidewalk improvements, enhanced parking areas, decorative lighting and new landscaping in the northeastern blocks of downtown Wetumpka. This project has an estimated construction cotst of $1.6 million and is anticipated to begin construction in August 2017. GMC is currently coordinating and overseeing the relocation of power and communication utilities required prior to the beginning of the construction of Phase Two. GMC is also in the beginning stages of design for the City’s Phase Three project of revitalizing South Main Street. The plan for South Main Street will also include ADA accessible sidewalk improvements, enhanced parking areas, decorative lighting and a center landscaped island that will create an enhanced entry-way into Historic Downtown Wetumpka. The estimated construction cost for Phase Three is approximately $2.5 million and is expected to be under construction in the Fall of 2017.

ABILITY TO MANAGE THE EFFORT TO MINIMIZE IMPACT ON EXISTING COLUMBIA COUNTY STAFF Kyle Titus, PE is a highly experienced roadway Project Manager and engineer having managed and designed over 40 county roads totaling nearly 30 miles in South Carolina and Georgia. His managing style is very simple and very effective – communicate often with the client, coordinate well with the design team, and maintain a sense of urgency amongst both by example. Communicating with the client ensures several things, but most importantly it keeps the client informed and their vision present in the development of the project. It also keep the consultant (us) accountable. Mr. Titus prefers to provide weekly updates to the client in order to maintain a consistent line of communication regarding project status. This will also relieve Columbia County Staff from having to ‘wonder’ the status of a project and track down engineers. Coordinating well with the design team is equally as important as it keeps the project moving forward in the proper direction. Poor communication, or lack thereof, with the design team often leads to piece-milled projects that are out of line with the client’s visions and difficult to construct. This can create a nightmare for any client because it creates a feeling of obligation to manage the Project Manager. Not a good customer/client relationship. Last, but certainly not least, maintaining a sense of urgency is absolutely critical and goes hand-in-hand with both client communication and team coordination. Being responsive to both the client and the design team is contagious, which keeps all parties engaged and informed. This can be contagious and can bolster a sense of excitement in the quality and the timely delivery of a project. This management style and these leadership traits, coupled with his roadway experience, make Mr. Titus an ideal Project Manager for Columbia County because instead of hiring a ‘consultant,’ the County is really hiring a team mate and an extension to their staff.

GMC would request to begin this project with a kick-off meeting with Columbia County Engineering (CCE). This meeting would include formal introductions of both CCE’s and GMC’s project team leaders, a review of the final scope and schedule, review of the expected deliverables and review periods, direction on CCE’s communication preferences and logistics, notification of private property right-of-entry for data collection, the issuance of the formal notice-to-proceed, and anything additional that may be necessary to initiate the project. Following this kick-off meeting, our methodology to the requested scope of services as we understand them to be would generally be as discussed below.

We will begin by working with CCE to establish typical cross-sections for each segment of the project to include (as currently envisioned) the 4-lane section extension from the existing Gateway Blvd terminus to the planned roundabout, the section for the planned roundabout, the 3-lane section from the roundabout to Wrightsboro Rd, and the future road spur off the roundabout. Concurrently, with establishing typical sections, we will mobilize our environmental group to perform a delineation in which any waters of the state (wetlands and/or streams) within the proposed corridor area will be identified, flagged, and located with GPS coordinates. Any environmentally sensitive areas will be mapped for survey corridor establishment planning. During this preliminary concept validation phase we will also be reaching out to potentially affected utility owners to introduce ourselves and the project, and receive direction on communication preferences and logistics with said utilities.

Next, we will work with CCE to update the current layout, as may be necessary, by determining how best to avoid/minimize impacts to environmentally sensitive areas and utilities, such as power easements (no underground utilities on undeveloped parcels according to Columbia County GIS). Additionally, at the direction of CCE, we expect we will also be collaborating closely with Robbie Bennett and the Development Authority of Columbia County early on in the project to ensure the planned route aligns well with the proposed development master plan. Once a general alignment has been set, we will formally establish the 300’ survey corridor and any additional survey information that may be needed, to include, but not necessarily be limited to: sufficient survey of existing Gateway Blvd to establish horizontal alignment and vertical profile for seamless transition into the proposed extension, the tie point at Wrightsboro Rd and 700’ limits each side of the tie point, power easement locations within the corridor, adjacent property corners (to assist in right-of-way establishment by others), and any other feature(s) that may be necessary for consideration during the design. Simultaneously, while working to update the survey corridor, we will begin preparing a draft construction estimate considering the typical sections established and current planned alignment. Upon finalization of the roadway corridor’s location we will update the estimate with the latest quantities and any additional construction elements that may be warranted per the updated corridor. The final estimate at this phase will include a conceptual level contingency, typically 20%-25%.

Upon receiving approval from CCE on Phase I items above, and direction to proceed to Phase II, GMC will mobilize our survey team to begin the topographic and utility survey. As stated in the RFP, the survey will consist of a 300’ wide swath along the survey corridor that has been established. The survey will include a 700’ right-of-way survey down Wrightsboro Rd in each direction from the tie point. Where the roundabout is planned, the survey will consist of a circular area, 400’ in diameter from the approximate center point, and the survey will also consist of a 300’ corridor for the future road spur. The distance of the spur length and respective survey limits are expected to be determined at the kick-off meeting. Alongside the commencement of survey, we will begin setting up the necessary construction drawing sheetset.

Once we receive the processed survey data, GMC will begin preparing our roadway layout by establishing a preliminary horizontal alignment and a vertical profile. Although only 50% and 90% design reviews are required during the design phase per the RFP, we would request a concurrence review with CCE and any affected utility providers of the preliminary alignment and profile early in the design phase (~10%). This would be important to GMC for several reasons, but most importantly, the preliminary layout will be the foundation of the design, from the borehole depths in the geotechnical investigation to the sign placement in the final drawing set. It is absolutely critical the design begin in an accurate direction in order to stay on schedule.

Following the concurrence review with CCE and utility owners, we will make any adjustment to the alignment and profile required and begin the design calculations phase with the hydrologic analysis. As the general roadway layout and hydrologic analysis near completion, we will begin laying out the storm sewer system and commence with the associated hydraulic analysis. Concurrently, we will work to develop plans for CCE reviews at 50% and 90% design. Following each design review we will meet with CCE to receive comments and communicate the direction forward until we have a complete and construction-ready set of final documents ready for bid. At any time during the design phase the plans will be available to the County to distribute amongst themselves or other consultants providing supplemental services (i.e. utility design, right- of-way platting, etc.).

Regarding the Phase IV. - Miscellaneous Services, we have provided a fee for each as requested, and we are ready to commence each service, at the direction of CCE, at the appropriate time respective to the design schedule.

If it is allowable by CCE we will send weekly project updates, which lists each scoping item and the status of said item, throughout the design phase. These updates typically go to the County’s Project Manager, but can be sent to anyone CCE requests.

This is our very general approach to this project in how we understand it to be, but this certainly does not detail the finest incidental components that we know will be involved in the delivery of this project. All tasks described here-in will be performed in close coordination with CCE. We fully understand this is your project and our role is to simply assist Columbia County in delivering it.
