ENGINEERING SERVICES DEPARTMENT REQUEST FOR PROFESSIONAL SERVICES June 7, 2017 REVISED June 12, 2017 On behalf of the Columbia County Engineering Services Department, I would like to congratulate you and your firm on being selected for consideration to provide engineering services for the Gateway Boulevard Extension project. The project is being funded through the approved 2017 General Obligation Bond with a total budget of $6,000,000. This letter shall serve as an official request for required information from your firm, in particular your firm’s resources, technical approach to this project and fee proposal & schedule. Project Name: Gateway Blvd Extension Project Description: The project is the extension of Gateway Boulevard from Grovetown Conference Center to Wrightsboro Road, to include a modern roundabout. The total project length is approximately 1.5 miles. A conceptual layout is provided as Exhibit II (attached). The County envisions the existing, 4-lane cross section to continue past the future hospital site to the planned roundabout. From this point, the roadway continues southward toward Wrightsboro Rd as a potential 3-lane flush or raised median cross section. The Wrightsboro Rd intersection will require turn lanes. To be considered, please submit the following deliverables: Section I – Cover Page • Cover page with the project name and description, as well as the firm’s full legal name. A letter is not required. Section II – Prime’s Experience • Project Manager education, registration, relevant engineering experience, relevant project management experience, and experience in utilizing GDOT specific manuals or guidance (Design Policy, Drainage Manual, etc). • Roadway Designer & other Key Team Leaders education, registration, relevant technical experience, and relevant experience in utilizing GDOT specific manuals, or guidance (Design Policy, Drainage Manual, etc). Section III – Resources and Ability to Meet the Project Schedule • Organizational chart which identifies the Project Manager, prime, Roadway Designer & other Key Team Leaders, support personnel, and reporting structure. • Primary Office - Identify and discuss the primary office which will be responsible for handling the specific project and the number and types of staff within the office and how this office could benefit the project and promote efficiency. • Narrative on Additional Resource Areas and Ability – Provide information regarding additional resource areas identified as important to the project, to discuss how the key areas will integrate and work together on the project, to discuss any information which is pertinent to these areas, to provide a narrative regarding how the organization of the team, including the PM, Roadway Designer and other Key Team Leaders can deliver the project on schedule given their workload capacity. (CCBOC recognizes that some individuals may be able to meet the schedule while carrying heavier project loads.) Section IV – Technical Approach • Provide your firm’s technical approach for delivering the project. Include any unique challenges of the project and how your firm intends to mitigate these challenges. Furnish information that may serve to differentiate your firm from other firms and provide evidence of your firm’s fit to the project and/or needs of Columbia County, including specific qualifications, skills, and knowledge of the project area which may uniquely benefit the firm and project. Section V – Proposal & Schedule • Provide a list of your proposed services that meet Exhibit I (attached) and lump sum fees for Phases I-IVIII. Provide fees for each item in Phase IV. Include any assumptions, exclusions, and a detailed list of resources or deliverables that may be required from the County in order to fulfill your work. Provide a schedule that will meet or exceed Exhibit III. This schedule will be attached to the professional services contract, in the event you are selected. A formal presentation is not expected to be required but may be requested on a case-by-case basis. Signal Warrant Analysis at Wrightsboro Rd; 3. Signal Design at Wrightsboro Rd (if warranted); 4. Construction Period Services – Approximate 18 month duration. Attend prebid meeting, answer RFIs, and perform County-directed revisions. Enter a budget of $15,000. This is a not to exceed total dollar amount; 5. This is a not to exceed total dollar amount. Upon selection, the County will require specific detail on the Reimbursable costs requested. ASSUMPTIONS / EXCLUSIONS 1. Exclusions from Consultant’s Scope of Services: a. Pavement Design (by County); b. Staging Plans; c. Environmental permitting, such as wetland mitigation and stream buffer variances. If required, these services will be considered as Additional Services; d. Bridge or structural design; e. GDOT and FHWA permitting; and f. Right-of-way Plans. Consultant will provide linework to county for outside surveyor to prepare. e.g. Subsurface Utility Engineering (SUE). f.a. Traffic counts shall be provided by the Consultant as part of the SWA. 2. Engineering Services Department will assist Consultant with coordination of existing and proposed utility locations. County-owned facilities will be designed by others and provided to the Consultant in digital format in NAD83 GA State Plane, East Zone coordinate system. 3. Provide a 50% and 90% design set to the county for review and comment. Include 2 weeks of county review time in the schedule for each of these tasks. 4. The Engineering Services Department will prepare the contract documents using the Consultant’s plans and quantities. The Engineering Services Department will use its standard contract format. The Engineering Services Department will let the project, which will include advertising and management of the bid process (pre-bid conference, addendums, etc.). 5. Successful firm will be required to sign a Columbia County Engineering Consulting Agreement. A blank copy of this agreement can be made available at any time upon request. 6.
