1. Per Reference (a) and (b), the Navy's nominations have been updated forliaison positions to provide Department of Defense (DOD) Military Representatives to the State Councils forthe Interstate Compact on Educational Opportunity for Military Children.
2. Enclosure (1) includes the designated representatives that are nominated per reference (c).
3. The designated representatives will comply with section 539, paragraph 3-201 reference (d), and all applicable Federal rules and regulations governing DOD personnel when designated as liaisons to non-Federal entities. The Navy representatives must be an 0-6 or above and will not be able to vote on assigned State Councils and are assigned ex-officioto the State Council representing the Services. The Navy appointee is position driven for all States and unless otherwise stated should be the Installation Commander appointed DOD representative with their School Liaison as their designated representative and subject matter expert. This memorandum supersedes all other versions.
