Mosques will enjoy the convenience of having a single identification number for interaction with the Government, such as submitting their employees’ CPF contributions. 4 The list of UEN numbers for each mosque is attached in Annexe A.     PENDIDIKAN ISLAM DI KALANGAN MINORITAS MUSLIM NEGARA SEKULER SINGAPURA* Dr. Hj. Helmiati, M.Ag PENDAHULUAN A. Latar Belakang Muslim Singapura merupakan kelompok minoritas di negara multi-etnis dan multiagama.1 Penduduknya berjumlah 5.321.400 jiwa2 dimana mayoritas warga (74.1%) merupakan etnis China. Etnis Melayu tergolong minoritas, berjumlah 13.4 % dari total jumlah penduduk. Seterusnya etnis India mencapai 9.2 %, Arab, Pakistan, dan lain-lain 3.3 %. 3 Dari segi penganut agama, Muslim hanya berjumlah 15% dari seluruh jumlah penduduk, dimana 13.4% diantaranya adalah Melayu, dan lainnya berasal dari India, Arab dan Pakistan. Sisanya terdiri dari 33% penganut Budha; 18% penganut Kristen; 17% tanpa agama; 11% penganut Taoism, dan Confusionism (Kong Hu Cu); 5.1% penganut Hindu, dan lain- lainnya 0.9%. 4 Dengan komposisi seperti itu, Muslim Singapura adalah minoritas yang hidup di kalangan masyarakat multi-kultural dan multi-religius. Selain itu, terkait relasi agama dan negara, pemerintah memproklamirkan bahwa Singapura adalah negara sekuler. 5 Laporan Komisi Konstitusi tahun 1966 menegaskan Singapura sebagai “democratic secular state” 6 Perdana Menteri, Lee Hsien Loong, juga menegaskan hal yang sama pada National Day Rally Speech tahun 2009 bahwa “the government has to remain secular”.7 Ini menegaskan bahwa negara bersikap netral terkait urusan agama; tidak mendorong warga negaranya untuk memeluk agama atau tidak beragama.8 Negara tidak mengurusi dan mengatur agama dan menempatkannya sebagai urusan pribadi setiap individu. As scheduled, the Korban rites were conducted at 25 venues across the island. 2. The 25 korban centres had earlier been approved under the requirements of Australia’s Exporter Supply Chain Assurance System (ESCAS)1 regulatory framework. Auditors were also present at all centres to ensure proper handling and slaughtering of livestock. 3. JKMS express its gratitude to Agri–Food and Veterinary Authority (AVA) for helping to ensure that Korban was carried out in accordance with international standards of animal welfare, and to mosque personnel and volunteers who worked tirelessly to ensure smooth operations this year, especially the younger and newer ones. 4. JKMS Chairman Hj Saat Matari says,”We are seeing quite a number of fresh faces who wants to gain deeper understanding and appreciate the symbolic meaning behind korban. During the training sessions, we can see that they’re ready to step up and willing to learn. Together with the seasoned volunteers, we are seeing an incident-free korban operations this year.” 5.     The Singapore Mosques Korban Committee (JKMS) is pleased to announce that a total of 3,700 livestock from Australia will be offered for Korban at 25 mosques island-wide for 2017. Prices of sheep is set at $485. Registration for Korban 2016 is open from Tuesday, 11 July 2017 to Tuesday, 15 August 2017, while stocks last. Members of the public who wish to perform Korban can register their names at the 25 mosques listed in Annex A. Please refer to these FAQs regarding Korban 2017. What can I expect if I register for Korban through JKMS? Will there be enough livestock to meet the demand for Korban in 2017? Why are there only one source of livestock this year? How is the price of the animal determined? Is this the price of overseas livestock that we can expect in the future? In lieu of high Korban costs, is JKMS considering importing livestock from the SEA region? How can we be sure that Korban is done annually in Singapore? What can I expect if I register for Korban through JKMS? The service offered by JKMS through the Approved Korban Vendor (AKV) comes with some guarantees: Quality of Animal If the animal is found to be small or suffering from any abnormalities, it can be replaced at no additional cost. Security of Payment Should a crisis occur, the Sohibul Korban can obtain a full refund of the sum paid. Compliance to Standards The AKV is regulated and has to strictly comply with the Agri-Food and Veterinary Authority of Singapore (AVA)’s regulations so as to maintain internationally accepted animal welfare and food hygiene standards.
