B LETTER FROM THE PRESIDENT TO THE CENTENNIAL COMMUNITY

Dear Colleagues,

Thanks to the collaborative efforts of a wide range of academic and service areas at Centennial, we took our first, brave steps towards reopening our campuses last summer – primarily to facilitate lab work and assignments that are so integral to experiential learning. While the numbers continue to be small in comparison to our pre-COVID-19 activity, I look forward to seeing students and faculty engaged on campus again with rigorous safety protocols firmly in place.

To assist in this regard, Centennial is making this toolkit available to all. This comprehensive resource provides critical information on how you will return to campus safely and in alignment with the requirements provided by the Ministry of Colleges and Universities and Toronto Public Health.

Throughout this toolkit, you will find links to required training on protocols designed to protect your health and safety. All students and staff who intend to come on campus this winter will have to complete the online training module at home first. The training takes about 25 minutes to do, and you will receive an acknowledgement that you completed the training successfully. This is required as a condition of coming on campus for the first time, so please take the time to complete this important step.

With invaluable support from the Ministry and Toronto Public Health, we are proceeding with the utmost caution, care and vigilance. Our strict adherence to health and safety principles for staff and students, and our commitment to academic continuance, academic integrity and the long-term sustainability of the College have served us well to date. We will continue to follow our North Star, financial stability, along with the essential 3Es (Enrolment, Employment and Empowerment) that guide our actions as we navigate the uncharted waters of the present pandemic.

As of July 2, our two Child Care Centres at Progress Campus and the Civic Centre have reopened. This allows working families to take advantage of professional care for their children now as we proceed through the provincial government’s plan to reopen the economy. Our Child Care Centre teams worked tirelessly to prepare for their return by studying the new COVID-19 regulations and adopting the sector’s best practices. Both centres have already received the necessary pre-opening approvals for meeting Ministry of Education requirements.

As we have all come to expect from a quality learning organization like Centennial, we will be closely monitoring and evaluating our new safety procedures and will modify them as needed. Consequently, these requirements may be subject to change and will be updated prior to future phases of re-entry. For the latest information and updates, please visit our designated re-opening webpages.

C MANDATORY GUIDELINES FOR STUDENTS AND EMPLOYEES Following Ontario’s Ministry of Colleges and Universities’ plan, Centennial College is proceeding with its gradual, phased approach to re-opening. To fulfill program requirements for the winter 2021 semester, students, and the faculty and staff essential to teach and facilitate these labs, will enter the College.

The Centennial College Campus Re-Entry Guidelines and Protocols as set forth in this document contain and detail our re-entry plan, including our response to COVID-19, and best practices for ensuring the health, welfare and safety of the College community. These Guidelines and Protocols are in compliance with current and available legislative Acts and Regulations, and public health directives, advice, and recommendations. Centennial College will, on an ongoing basis, strive to ensure that the said Guidelines and Protocols continue to reflect the most current and relevant information. The reader is advised however, to refer to and monitor any and all public health guidelines and directives as may be issued from time to time by Toronto Public Health, Public Health Ontario and/or any other governmental agencies.

1 PREPARING TO RE-ENTER THE COLLEGE A Phased Approach In March, Centennial College transitioned to online and hybrid program delivery to help reduce the spread of COVID-19. All but essential employees continue to work remotely, with limited faculty and staff on site to deliver lab and studio work under stringent health and safety measures. We remain vigilant and agile, offering increased hands-on learning when viable while preparing to revisit phases per direction from public health and elected officials.

Our phased plan for re-entry (see below) is consistent with federal, provincial and local public health guidelines and recommendations, with each phase defining a set of work criteria, and rules and regulations. Students and employees will return to campus in a coordinated process aligned to the phases, ensuring appropriate physical distancing and the sufficient availability of personal protective equipment, among other factors. Any changes in the prevailing phase will be announced by Centennial leadership in a timely manner.

The College will continue to monitor and control the number of people on campus for some time to meet public health guidelines, which includes physical distancing. Centennial leadership will closely assess the potential spread of the virus as on-site operations expand through the phases, and the College will engage the appropriate policies and procedures to mitigate any identified risks. This may include implementing firmer restrictions that reduce on-site staffing and learning.

Centennial has developed its COVID-19 Phases Chart, which is a high-level overview of the various service levels provided during each phase of the College’s re-opening during the pandemic. The Phases Chart provides both guidance and regulatory controls on moving backward and forward through all the phases, aiding departments in planning for future stages of re-opening. 2 Heat maps Heat maps have been developed for each of our campuses to illustrate lab scheduling, student facing service points, ancillary spaces and campus entry check-in points. The plans are colour-coded to indicate type of area, along with scheduled usage period and any access restrictions in accordance with Centennial’s phased re-entry plans. 3 BEFORE RETURNING TO CAMPUS Your health and safety is our top priority. Centennial College’s policies, protocols and guidelines are outlined in the Centennial College Campus Re-Entry Guidelines and Protocols. Please ensure to also be mindful of any specialized guidance from your particular department, area or school, as well as with all measures initiated by the City of Toronto and Ontario government.

Prior to returning to campus for the first time, you must:

Read and acknowledge the Centennial College Campus Re-Entry Guidelines and Protocols.

Complete the web-based Centennial College Campus Re-Entry Guidelines and Protocols Training Course (i.e., COVID-19 basic safety and awareness training).

◆ The first time your return to campus, you are required to provide proof of completion of the Centennial College Campus Re-Entry Guidelines and Protocols Training Course by printing or saving a digital version of the Proof of Completion Certificate. You will be required to show this certificate to gain access to any Centennial College property.

Complete the Centennial College COVID-19 Pre-Screening Assessment to confirm you are free of symptoms of COVID-19 and can safely return to campus.

◆ The Pre-Screening Assessment must be completed prior to EVERY VISIT.

Web-Based Training The objectives of the Centennial College Campus Re-Entry Guidelines and Protocols training course are to:

z Support the College’s Occupational Health and Safety Policy. It is part of the College’s duty to take every precaution reasonable under the current COVID-19 circumstances, to protect the health and safety of all members of the College community while on College property. z Ensure that everyone who returns to a Centennial College campus is aware and in compliance with the expectations for returning to campus and the accompanying health and safety requirements. All employees and students must complete the applicable mandatory training course and confirm that they have read and understand all of the changes implemented on campus:

4 Pre-screening Assessment for COVID-19 Before you can enter the campus, you must show Security you have passed a new pre-screening assessment each day showing you are free of COVID-19 symptoms. Pre-screening can be completed through the Campus Safety Watch App or in person. It is highly recommended that you complete the pre-screening assessment prior to your arrival on campus as you may be sent home if you do not pass the pre-screening.

Centennial community members will have the ability to conduct a pre-screen assessment in two ways:

Campus Safety Watch App: Select the Pre-Screening Tab under the COVID-19 Information button on the app’s main page. You will be prompted to provide consent before beginning the pre-screening assessment. Complete the required fields of information before proceeding. Answer each pre-screening question with YES or NO. Submit your answers. You will receive a green or red QR code and further information for your arrival to campus.

On-site Pre-Screening: Access to all Centennial campuses will be restricted and controlled. Students and employees can only enter the campus through select checkpoints. A pre-screening booth at a designated entrance, provide the required information and answer the pre-screening questions. Please see the pre-screening assessment form in Appendix A.

Note: The data collected during pre-screening assessments will be stored on site with Life Safety and Security, and will only be shared with Toronto Public Health for contact tracing purposes were someone to test positive for COVID-19 and pose a risk to the College community. Please review our FAQs in Appendix B.

COVID Alert is Canada’s free exposure notification app that alerts your smartphone if you have been in the vicinity (within 2 meters for at least 15 minutes) of someone who has reported a positive diagnosis of COVID-19. The app does not use GPS or track your location. The app works by using Bluetooth to exchange random codes with nearby phones each day. Users voluntarily notify the app if they’ve tested positive for COVID-19. If you’ve been near one of those codes and may have been exposed, you’ll get a notification. This free app is a useful tool to help you stay healthy and safe. Think You Might Have COVID-19? We have undertaken measures to ensure all students and employees are free of COVID-19 symptoms before re-entry to campus. If you are concerned about your health or have symptoms that may potentially be related to COVID-19, do not return to campus. Self-isolate immediately and contact:

Please note that it is our collective responsibility to protect the College community to the best of our ability. Therefore, any failure to report COVID-19 symptoms or possible exposure will result in immediate removal of access to campus. Further sanctions may be applied under College policy and collective agreements governing work.

The College follows the guidance of national and local health officials in responding to a positive diagnosis on campus. If we receive confirmation that you have tested positive for COVID-19, we will promptly take vital measures including quarantine or isolation, contact tracing, communication and facility disinfection. 5 GETTING TO CAMPUS We rely on a variety of modes of transportation to commute to our campuses. Whether you take public transit or drive, always wear your mask on campus. When you arrive on campus, wash your hands or use hand sanitizer.

Please note: Only those students who are invited to the campus to fulfill the lab requirements for their program, and the faculty and staff essential to teach and facilitate these labs, will be permitted on campus. Public Transportation If you take public transit, we strongly recommend you familiarize yourself with TTC and GO Transit COVID-19 protocols introduced to keep you safe on buses and trains (e.g., masks are now mandatory for all riders). These resources are available here: TTC and GO Transit. Parking We have made parking free for all College community members during the Winter 2021 semester at all campuses. No payment or parking hang tags are required during this time. 6 ARRIVING ON CAMPUS To limit the number of people on-campus and reduce the chances of incidental contact and the spread of COVID-19, Security is posted at designated entry / exit doors at each campus. You are required to enter and exit all campuses using these designated doors. The only exception to using designated doorways to exit the building is in an emergency, in which case you will use the closest, safe exit. College community members should re-familiarize themselves with Centennial’s Emergency Response Procedures.

7 Campus Ambassadors Ambassadors will be at each campus designated entrance to welcome students and employees re-entering the College. Ambassadors will confirm the successful completion of the mandatory Campus Re-Entry Guidelines and Protocols training course and will then provide a sticker to be placed on your myCard. Before proceeding through the campus entrance, ensure that you have applied the sticker to your myCard as this sticker indicates that you are allowed on campus. We’ve also installed more hand sanitizer stations through our campuses, including at designated entry/exit points and common areas, and keep them topped up for those occasions when soap and water are not available. When your hands aren’t visibly dirty, you can use a 70 - 90% alcohol-based hand sanitizer to protect you from picking up germs from common touch points. Remember to rub your hands for at least 15 seconds, and always follow Toronto Public Health guidelines for hand hygiene. As the College moves through the phases of reopening and activity increases on campus, we will continue enhancing our hand sanitizing stations in areas such as office entryways, labs and classrooms, to ensure everyone has equal access.

That’s because we have removed all signage that is not related to re-entry to campus, decluttering the walls to allow greater visibility of the posters and signs providing critical information about remaining healthy and reducing the risk of COVID-19 during our phased return to campus. D14_03_JUN20 ENVIRONMENTS AND CAMPUS SPACES Working in Office Environments To ensure physical distancing, maintain at least one workspace between co-workers. Wear a face mask or face covering at all times while walking in the hallways and while sharing a workspace/room. Although some activities may require personnel to work within 6 feet of others, make every effort to scope out alternatives whenever possible. Keep the length of such interactions to an absolute minimum. Meetings Meetings play in a critical role in collaborative workplace such as ours. While working from home, we have learned to conduct effective meetings over remote, video conferencing platforms. During our phased return to campus, employees are encouraged to continue meeting virtually until further notice. Labs Select labs across our campuses have been reopened for lab instruction. All labs identified for re-entry have been reviewed to ensure occupants can safely maintain appropriate physical distancing. Modified lab layouts are posted outside each room to reflect capacity reductions and furniture/equipment alterations to facilitate safe access and operation within the spaces. Access will remain limited until further notice. Cleaning supplies and disinfectant wipes will also be available inside all labs. Restrooms All campus restrooms will remain open with sufficient signage and hand sanitizers. Ensure at least 6 feet between individuals and wash your hands thoroughly afterward to reduce the potential transmission of the virus. Elevators No more than two persons may enter an elevator at a time. As this will increase line-ups, we recommend you use the stairways where and when possible. When using an elevator, observe any markings indicating where you should stand, wear your mask/face covering and avoid touching the elevator button with your hand/fingers. Clean hands with soap and water or hand sanitizer upon departing the elevator. Bottle Filling Stations and Water Fountains To reduce the spread of germs, the College has turned offdrinking spouts for our water fountains. Bottle filling stations remain available throughout all campuses. Everyone is encouraged to bring their own reusable water bottles. Other Spaces It is important that only those who are actively engaged in taking classes or supporting our students are present on campus. Many spaces throughout our campuses will be unavailable during the winter semester, including classrooms and other spaces normally accessed for studying and relaxation. Limiting access to all areas allows us to maintain our strict cleaning protocols in those spaces required for learning.

12 SERVICES ON CAMPUS Food Services and Vending Machines There will be limited food services available on campus, with select cafeteria venues possibly being open with reduced hours if demand warrants. Vending machines offering an assortment of drinks and snacks remain in operation. An increased cleaning schedule will ensure that vending machines are disinfected on a frequent basis. Signage will be posted urging those who purchase from vending machines to clean their hands before and after touching the machines. Common area microwaves will also be available for use, with sanitizing wipes and signage nearby.

All cafeteria common areas remain open with limited capacity to discourage gatherings. Students are encouraged to stay on campus only for the duration of their labs. If a student has more than one lab on the same day and needs to eat a meal or snack, they must follow proper physical distancing, exercise hand hygiene before and after you eat, wear your mask/ face covering until you are ready to eat, and replace it when you are finished.

Staff are encouraged to eat their lunches at their desk area where possible. Always practice physical distancing whether you eat at your desk or in a break room. Avoid facing one another. Space yourselves out and remove chairs or tables in break areas to enable 6 feet between diners. Wipe all surfaces, including the table, refrigerator handle, coffee machine, etc. Practice hand hygiene before and after you eat. Bookstore Due to COVID-19, all Bookstore retail spaces remain closed to in-person shopping. Textbooks, supplies, materials and Centennial branded clothing remain available for online purchase. Bookstore staff are available to answer questions by phone from 9 am to 3 pm Monday to Friday. For more information about purchasing books online, and to access your campus’ online bookstore, visit HERE.

Before placing your order online, you may choose to ship the order to your address or use the curbside pick-up program (if the current re-entry Phase permits this service). Should you choose curbside pick-up at the checkout, the Bookstore will update you via email with instructions once the order is ready for pick-up. Library and Learning Centre Services All Library facilities and common Learning Centre areas remain closed. Students and staff will have access to a variety of innovative virtual service delivery programs. Virtual Library services include eBooks, electronic resources, email/phone services, online technology support for basic College software, Library research information guides, The Learning Portal, and other e-resources such as videos, articles, and simulations organized by subject and resource type. Virtual Learning Centre services include email/phone assistance and tutoring services such as free peer tutoring, tutor-led learning circles, math drop-in, math learning strategies and academic study skills/learning strategies. Learn more about these resources by visiting the Library and Web-Based Resources website. Device Loan Program The College continues to offer Chromebooks on loan to support remote learning activities. As there is a limited number of devices, they are loaned only after students have exhausted all other options for obtaining a device. Unfortunately, we cannot ship devices outside Canada. Student Hubs Student and Registrar services will continue to be offered virtually as there will be no in-person operations at The Hub. 13 Athletics and Recreation To support the health and safety of our campus community, our Athletics and Recreation facilities at all campuses remain closed until further notice. Centennial College Student Association Inc. (CCSAI) All on-campus CCSAI operations will remain closed, including the Athletic and Wellness Centre at Progress Campus, all Student Centres, facilities and food services. CCSAI currently offers online events and services only. Access to CCSAI space is limited to Facilities Maintenance and some on-site office employees. Special exceptions to access the facilities may be approved for scenarios where required for lab recovery activities; instructions will be communicated on a case-by- case basis to the appropriate persons. Child Care Centres Centennial College child care centres re-opened on July 2, 2020, with strict adherence to the Ministry of Education guidelines. The child care centres conduct their own pre-screening process as specified by Ministry guidelines, with support from the College. Residence The Centennial Place Residence at Progress Campus remains open to students electing to live on campus, but all large Centennial Place gatherings and events are postponed for the time being. Where possible, virtual programming will be offered. Common areas such as lounges, kitchens and gyms are closed, and residents cannot have guests on the premises. Physical distancing measures such as signage, floor markings, and barriers have been set-up throughout the facility to ensure a safe distance for all stakeholders. Increased cleaning schedules have also been implemented to ensure high touch points are consistently disinfected. Employees who are not essential to maintaining limited on-site operations will support the Residence through remote work. 1. What is the Centennial College Pre-Screening Assessment?

Before you can enter any of Centennial College’s campuses, you must complete and pass a new pre-screening assessment each day showing you are free of COVID-19 symptoms. The Centennial College Pre-Screening Assessment checks for the presence of any current COVID-19-related symptoms, exposure history, and travel history. This tool will confirm you can safely return to campus, reducing the risk of potential exposure to COVID-19. Public health officials have recommended workplaces establish a pre-screening process to help limit the spread of COVID-19 and ensure we are all fulfilling our responsibility to each other. Please help us minimize the impact to Centennial College and our community.

2. When do I need to complete the Centennial College Pre-Screening Assessment?

The Pre-Screening Assessment must be completed prior to your entry to any of Centennial College’s campuses. It is highly recommended that you complete the pre-screening assessment prior to your arrival on campus as you will not be allowed entry if you indicate have any symptoms.

3. How do I complete the Centennial College Pre-Screening Assessment?

Pre-screening can be completed through the Campus Safety Watch App or in person once you arrive on campus.

Campus Safety Watch App: Select the Pre-Screening Tab under the COVID-19 Information button on the app’s main page. You will be prompted to provide consent before beginning the pre-screening assessment. Complete the required fields of information before proceeding. Answer each pre-screening question with YES or NO. Submit your answers. You will receive a green or red QR code.

On-site Pre-Screening: At a pre-screening booth at a designated campus entrance. You will be asked to fill out a pre-screening form with the approved pre-screening questions. (see Appendix A)

The Campus Safety Watch app is available as a free download on Google Play, iTunes App Store and BlackBerry World.

6. Is the Centennial College Pre-Screening Assessment secure?

All information collected from the Centennial College Pre-Screening Assessment through the Campus Safety Watch App is encrypted in transit using TLS 1.2 and encrypted in storage using AES 256. All data sovereignty rules apply to this data, which means it will be stored in Canada only. No HIPPA data (patient information) is collected during this assessment. Data is not sold or shared with any third parties, unless compelled by law.

20 7. Will I remain anonymous?

The data collected during the pre-screening assessment through the Campus Safety Watch App will be transmitted and stored encrypted within a Canadian data center, and will only be shared with Toronto Public Health for the strict purpose of support with contact tracing should there be a risk to the College and its community members due to a positive case of COVID-19. Information collected via the manual process will be stored securely on-site with Life Safety and Security, and will only be shared based on the above scenario.

8. What do I do if my results lead to a denied entry?

If your results lead to a denied entry (red QR code), please contact your immediate manager or program chair and do not attend the College. If you feel concern regarding your health or are experiencing any COVID-19 related symptoms, please do not return to campus. Note the entrance that you will go to upon arriving at campus. There are limited points of entry at each campus. There may be physically distanced line-ups upon arrival, so please arrive early to ensure ample time to make it to your destination.

Be sure to wear a mask for face covering when inside campus facilities. Depending on the work and lab activities that you are engaging in, you may be required to wear additional Personal Protection Equipment (PPE).

Practice regular hand washing and/or hand sanitizing, and ensure that you are extra vigilant with washing hands when working with shared equipment and tools.

Ensure that you keep a minimum of 6 feet apart where possible. Additional personal protection equipment may be deemed necessary when appropriate physical distancing is not possible.

Please ensure that any areas where you have been working or sitting have been appropriately cleaned. Before you leave, please use the provided disinfectant to wipe down all surfaces for the next person.
