Le groupe des examens stratégiques iii Canadian SMR Roadmap: Northern and Remote Communities Workshop Report Executive Summary This report provides a summary of discussion from the third workshop associated with the Small Modular Reactor Roadmap. The workshop was held in Iqaluit on May 10th and 11th, 2018 and focused on potential applications within Off-Grid Northern and Remote Communities. Purpose of the Workshop The purpose of the workshop was to initiate preliminary discussions with representatives from Nunavut and northern communities about their future energy needs and explore whether nuclear energy, from small modular reactors (SMRs), could be an option in addressing those needs. No site or project has been selected for an SMR in Nunavut, or in any northern community. The workshop was seen as the beginning of a longer discussion – perhaps over the next 10 to 15 years – about the potential use of nuclear energy in the North. Introduction to the Small Modular Reactor Roadmap A Small Modular Reactor (SMR) is an advanced nuclear reactor that produces electric power up to about 300 MWe, designed to be built in factories, and shipped to a site for installation as required. SMRs provide a range of benefits including reduced greenhouse gas emissions, improved affordability, shorter construction and installation times, a wider range of potential users and applications, site flexibility, and integration with renewables. In October 2017, the federal government committed to bringing together stakeholders to initiate a dialogue and develop a Canadian Roadmap for SMRs (“SMR Roadmap” or “Roadmap”). The need for a Roadmap originated from the following: • SMRs are a promising potential source of non-emitting power for various applications; • The technology is at an early stage of development, with many questions that still need answers; • Future success involves risks and costs, involving both the private and public sectors across Canada; and • A pan-Canadian approach would help guide important decisions and reduce uncertainty. Initial research and analysis undertaken to assist in establishing the scope and approach for the Roadmap identified three potential applications for SMRs domestically. 1) On-grid power generation to replace fossil fuel plants in the existing electric power grid system (Power output of approximately 150 to 300 MWe). 2) Replacing existing diesel power generation for electricity, district heating, and desalination in off-grid northern and remote communities (Power output of less than 10 MWe, with many requiring less than 2.5 MWe). 3) Providing non-emitting heat and power for heavy industry sites such as resource extraction operations (Power output of approximately 10 to 170 MWe). Approach to the SMR Roadmap The approach to developing the SMR Roadmap involves a series of workshops with stakeholders to gain their needs, priorities, and perspectives. Four workshops have been iv Canadian SMR Roadmap: Northern and Remote Communities Workshop Report scheduled between March and June 2018. The first of these workshops was a Visioning Session, held in Toronto in March 2018, which focused on establishing an overall vision for SMRs in Canada, and on setting the overall foundation for the Roadmap process. The second workshop was held in Saint John on April 19-20, 2018, and focused on on-grid applications. Following the third workshop in Iqaluit, the final workshop will be held in Calgary, Alberta on June 19-20, where the focus be on heavy industry applications. The SMR Roadmap, and in particular the workshops, are also supported by five Working Groups that have been tasked with conducting analysis and providing insight into key aspects that will impact a future pan-Canadian SMR industry. The areas of study for the five working groups are: Technology; Economic and Finance; Indigenous and Public Engagement; Waste; and Regulatory Readiness. Results from the Off-Grid Northern and Remote Communities Workshop The workshop included multiple roundtable and plenary discussions that were used to collect input from the participants on multiple topics. These topics included current and future power generation in the North, and future engagement regarding SMRs. A brief summary of results from topics is presented below. Brief Summary of Discussion: Current and Future Power Generation in the North With respect to current and future power generation, concerns were raised by participants related to: • Reliability: Outages in the North are considered a liability and can be challenging to fix in some circumstances, particularly during winter storms. Further, there is also a limited window every summer to bring in the diesel needed for a year into the Territory. Not receiving this diesel prior to winter would have a significant impact on reliability. • Demand Growth: Population is increasingly rapidly and the mining industry has increased operations in the Territory in recent years. This has resulted in increased energy demands and stresses on the current system. • Energy Conservation: Currently, energy costs is highly subsidized for many in the Territory. This seems to have led to little concern about energy generation and conservation. • Climate Change: Northern communities see more impacts of climate change than the rest of Canada. Though any action taken by the Territory would have little impact on climate change overall. • Renewables: Some communities have explored the use of renewables to supplement their power supply, though this is still in the early stages. • Potential Environmental Impacts: The potential impacts to the environment of any proposed energy project will need to be considered and scrutinized. Impacts of a potential disaster to the land, water, and wildlife will be a major concern to the Inuit. Fisheries make up one of the larger industries in the North, and wildlife such as seal, whale, and caribou have always been, and are still, critical to Inuit survival. • Ownership/Partnership: In the past, investments made in the North, and resulting benefits, have left the area. Any new project or initiative should look for ways to ensure v Canadian SMR Roadmap: Northern and Remote Communities Workshop Report the Inuit people have an ownership or partnership stake so that benefits will remain in the region. Brief Summary of Discussion: Future Engagement Regarding SMRs With respect to future engagement regarding SMRs, the following guidance was provided by participants: • Preparation: Participants need to prepare themselves prior to the engagement. In particular, Southerners should read the Truth and Reconciliation Commission Report before the meeting. Further, prepare materials and information that is clear, relevant, respectful, and in Inuktitut. Also, be aware of historical context and legacy concerns. • Engage within the Communities: Reach out to the hamlets’ councils and plan a visit directly to the communities. Though be prepared

    University of Alberta Future Energy Systems Nunavut Energy Market Profile Measuring the Costs and Benefits of Energy Transitions Elizabeth Dowdell and Sonak Patel 8-23-2018 Context As of 2016, Nunavut had less than 1 MW of renewable capacity and generated <0.1 GWh of renewable electricity. The territory is dependant almost entirely on diesel generators for both electricity and heat (NEB, 2018a). Qulliq Energy Corporation (QEC), the publicly-owned territorial utility provider responsible for generation, transmission and distribution, is hoping to change this by investing in research and development of solar, wind and biomass generation, with pilot projects dating back to the early 1990s (NEB, 2018b). Demographics 2016 Census Profile • Population: 35,944 (12.7% increase since 2011) • Average age: 27.7 • Working age distribution: 22,895 • Private dwellings: 11,433 • Private dwellings occupied by usual residents: 9,819 Statistics Canada (2016). Census profile. Consumption & Trade As of 2015, the per capita electricity consumption in Nunavut was 5.1 MWh, which is the lowest in Canada, 65% less than the national average. Nunavut also has the highest electricity rates in Canada, accounting for the high cost of fuel transportation, at $319 per 1,000 kWh (NEB, 2018c). Because there are no regional or territorial grids in the territory, there is no trade within Nunavut nor with other provinces and territories. No transmission lines connect the territory with adjacent provinces or territories, although a power line to Manitoba has been proposed (NEB, 2018c) Energy Generation Regulations Nunavut launched a Net Metering policy in 2018 which allows residential and up to one municipal corporation customer to subscribe in each community, to a maximum generation of 10 kW per customer, in return for credit on their account (QEC, nda).

INFORMATION REQUEST On January 28, 2019 the NIRB requested that the Proponent complete the online application form through the NIRB’s public registry system and ensure, pursuant to s. 144(1) of the NuPPAA, that the information provided be sufficient to determine the scope of the project activities being proposed and that sufficient information has been provided to commence screening. On February 11, 2019 the NIRB received the online application. Following a preliminary completeness check of the proposal as submitted, the NIRB determined that the proposal did not contain the necessary information for the NIRB to carry out its screening and in communication with the Proponent via email requested that the Proponent provide the Board with the additional information in order to carry out the screening of the project proposal.

    News Release For Immediate Release GN releases Inuit Employment Plans to 2023 Iqaluit, Nunavut (March 3, 2020) – The Government of Nunavut (GN) today released the government-wide Master Inuit Employment Plan and detailed Inuit Employment Plans (IEPs) for all GN departments, Nunavut Arctic College, Nunavut Housing Corporation, and Qulliq Energy Corporation. All plans are in place until 2023. “These IEPs will help the GN meet our obligations under Article 23 of the Nunavut Agreement and facilitate the creation of a skilled, truly representative public service workforce, in a welcoming and respectful workplace,” said Minister of Human Resources Lorne Kusugak. The territorial public service more than doubled in size over the past 20 years. The number of Inuit employed in the public service has also more than doubled during this period of growth from 918 in March 2000 to 1843 in December 2019. IEPs were developed using data from the Nunavut Inuit Labour Force Analysis and an analysis of the GN’s workforce. IEPs outline opportunities and challenges in Inuit employment and include goals and action plans to 2023. Training, education and career development initiatives to help Inuit employees and casual workers develop their skills and follow a desired career path in the public service are also included. The GN has maintained multi-year, government-wide IEPs since Nunavut was created in 1999. These detailed, multi-year IEPs build on that work, to create more comprehensive, specific plans. Annual goals and priorities for action continue to be included in the annual IEPs in the GN’s business plans. This is the first time departments and territorial corporations have also prepared multi-year IEPs.

The report outlines a series of observations and recommendations relating to the following issues: • Board Governance and Status of the Establishment of a Qulliq Fuel Corporation; • Human Resources Management; • Reviews of the Nunavut Electricity Subsidy Program, the Public Housing Support Program, and the Affordable Energy Fund; • Environmental Remediation of Contaminated Sites; and • Alternative Energy and the Arctic Energy Fund. Each of these issues include a set of recommendations, which are addressed in this report. Recommendations are numbered as they appear in the Standing Committee report. The response specifies which department or agency is responding, using the following acronyms: • QEC (Qulliq Energy Corporation); • DOE (Department of Environment); • CGS (Department of Community and Government Services); • DOJ (Department of Justice); • NHC (Nunavut Housing Corporation); and • FIN (Department of Finance).   • Nunavut (Baffin Island)
    Nunavut (Baffin Island) Overview: The largest and newest territory of Canada, Nunavut means “our land” in Inuktitut, the Inuit language. Nunavut was officially separated from the vast Northwest Territories of Canada on April 1, 1999 as a result of the Nunavut Land Claims Agreement. The creation of Nunavut marked the first major change to Canada’s map since the incorporation of the new province of Newfoundland and Labrador in 1949. Territory: Nunavut is carved out of the Northwest Territories, the boundary follows the 60th parallel from the Saskatchewan and Manitoba border, then to the eastern reaches of the Hudson Bay, north following the territorial sea to Ellesmere Island, across the top of Canada, and south to Victoria Island, and then follows the line just west of coppermind to the 60th parallel, in total two million square kilometers, one fifth of the Canadian land mass, and two thirds of the coastal line. Nunavut has 28 communities, and is divided into three principal geographic regions. Qikiqtaaluk is the largest and includes Baffin Island area, Kivalliq includes Rankin Inlet and the NE part of Hudson’s Bay, and the Kitikmeot region includes Cambridge Bay and the central arctic.
