The Shtetl: an Ethnic Town in the Russian Empire 02Pinchuk_Mr41_4 Page 495 Jeudi, 14. septembre 2006 1:22 13 BEN-CION PINCHUK THE SHTETL: AN ETHNIC TOWN IN THE RUSSIAN EMPIRE THE RUSSIAN EMPIRE UNDER THE TSARS was not a “melting pot”, nor did it produce out of its diverse population a “Russian man.” The empire was made up of many historical nations, ethnic groups, and tribes. While there was no doubt as to the ruling nationality and official religion, the Russian Orthodox empire, on the whole, enabled the separate and distinct existence of other ethnic groups within its borders.1 Although there were periods when the Russian government pursued a vigorous policy of religious conversion and Russification, by and large the various nationalities and denominations lived side by side with each other, preserving their separate identity. The empire was and remained a multi-ethnic state. The western regions of the empire were inhabited mainly by related Slavic nationalities, Poles, Ukrainians, Belorussians, Russians, and Jews. The territories formerly belonged to the Polish-Lithuanian state and were annexed at the end of the eighteenth century.2 Here were to be found hundreds of small towns, built mostly as private towns on land belonging to the Polish nobility in pre-partition Poland. Russian governors, administrators and settlers were found in every corner of the empire. With them came the Russian language, culture, and Greek Orthodoxy, the state religion. However, other religious denominations did not vanish and many languages and dialects were heard within the boundaries of the empire. Non- Russians were discriminated against and even, on occasion, persecuted; nevertheless, with few exceptions, there was no lasting successful effort to eradicate other ethnic cultures in an attempt of complete Russification. Local cultures, customs and mores in their different manifestations in the arts and cultural landscape continued to exist. Russians who settled in the annexed territories mostly built their own agricultural and urban settlements alongside with preexisting local communities.3 Generally no attempt was made by the Russian authorities to change the urban character of newly annexed territories. In the eastern and southern regions of the empire Russian towns and villages were built alongside with local communities, the borderlines were quite clear, different ethnic groups preserving the distinct character of their settlements. However, there were regional variations, in response to local conditions. The ethnic composition and history of the western provinces of the empire presented the Russian authorities with different problems than those encountered in the east and south. It was an area fraught with historical ethnic tensions and at the same time where the local populations could more easily blend with and assimilate into each other. Here the Russian government conducted a more vigorous campaign of Russification, particularly in the second half of the nineteenth century, designed primarily to diminish Polish presence in the area.4 In this region, between the shores of the Baltic and Black seas lived the largest Jewish community in the world of over five million at the end of the nineteenth century. A large part of the Jewish population lived in the small towns of the area. Up to the last quarter of the nineteenth century they were the main urban element in this largely agricultural region. Towns and their inhabitants played a subordinate role in the history of the Russian state.5 In his nine-volume survey of Russian history written at the beginning of the twentieth century, G. I. Shreider maintained that before Alexander II's reforms, the cities of Russia “deserved recognition primarily for their 3. B. A. L.Thiede in his study on the connection between industry and urbanization.7 Being small and of limited economic significance, the towns served the neighboring agricultural countryside mostly as administrative centers. Only the abolition of serfdom and the great reforms that followed ushered in a new phase in the history of the town in the Russian empire. The accelerated modernization and industrialization in the last decades of the nineteenth century brought a dramatic change in the growth, size, and role of the cities in the empire. The towns in the empire were classified in 1785 by Catherine the Great according to the administrative organization of the state. Hence we had two major administrative subdivisions; towns that were gubernia capitals and towns that were uezd centers. Since the empire had been subdivided several times, it also included a special class of towns that were named neshtatnye, namely, not on the official list, settlements that lost their status as administrative centers. Posad was a form of urban settlement that derived its status from the economic activities of its residents and not from its administrative role. “It should be obvious to all, how accidental and arbitrary were and still are the grounds for granting the status of town to this or another settlement in our country,” asserts an official publication of the Ministry of Interior in 1860.8 The criteria for determining a settlement's urban status were ill- defined, the differences between the various categories blurred, with little consideration for the economic role of the settlement. For the sake of fairness, one should add that the problem of what constitutes a town is not only complicated but also one that has not yet been resolved, and even today there is no single definition that is universally accepted by historians and geographers alike. With the annexation of the western provinces from Poland at the end of the eighteenth century, a new class, the mestechki (small towns), was added to the list of urban settlements, relates the author of the Interior Ministry. Hundreds of small towns were scattered throughout the western provinces that had been acquired by Russia at the end of the eighteenth century. They were founded under Polish rule by grants of special privileges by the crown to big landowners giving them the right to establish on their holdings fairs, markets and industry as it was done in towns. The Polish landlords “attracted to the new settlements artisans and Jews to develop their economy.”9 For all practical purposes these were the only urban centers serving the 6. As quoted by M. F. The new rulers found it difficult to define the status of this urban form, since in Russia, towns did not exist on private lands regardless of size and occupation of the settlement. The shtetl residents, for taxation purposes — the main interest of the rulers in the ruled population — were defined as forming part of the town classes, meshchane, but the legal definition of the shtetl itself remained in limbo for almost a century. The Ruling Senate, serving as the high court of appeals, was forced in a series of decisions taken after 1882 to try to define what constituted a mestechko.

    Chapter 1 Everyday Life of Jews in Mariampole, Lithuania 1 (1894–1911) INTRODUCTION The urge to discover one‘s roots is universal. This desire inspired me to reconstruct stories about my ancestors in Mariampole, Lithuania, for my grandchildren and generations to come. These stories tell the daily lives and culture of Jewish families who lived in northeastern Europe within Russian-dominated Lithuania at the turn of the twentieth century. The town name has been spelled in various ways. In YIVO, the formal Yiddish transliteration, the town name would be ―Maryampol.‖ In Lithuanian, the name is Marijampolė (with a dot over the ―e‖). In Polish, the name is written as Marjampol, and in Yiddish with Hebrew characters, the name is written from and pronounced ―Mariampol.‖ In English spelling, the town name ‖מאַריאַמפּאָל― right to left as is ―Marijampol.‖ From 1956 until the end of Soviet control in 1989, the town was called ―Kapsukas,‖ after one of the founders of the Lithuanian Communist party. The former name, Mariampole, was restored shortly before Lithuania regained independence.2 For consistency, I refer to the town in the English-friendly Yiddish, ―Mariampole.‖3 My paternal grandparents, Dvore Shilobolsky/Jacobson4 and Moyshe Zundel Trivasch, moved there around 1886 shortly after their marriage. They had previously lived in Przerośl, a town about 35 miles southwest of Mariampole. Both Przerośl and Mariampole were part of the Pale of Settlement, a place where the Russian empire forced its Jews to live 1791–1917. It is likely that Mariampole promised to offer Jews a better life than the crowded conditions of the section of the Pale where my grandparents had lived.

    eSharp Issue 20: New Horizons A Fresh Perspective on the History of Hasidic Judaism Eva van Loenen (University of Southampton) Introduction In this article, I shall examine the history of Hasidic Judaism, a mystical,1 ultra-orthodox2 branch of Judaism, which values joyfully worshipping God’s presence in nature as highly as the strict observance of the laws of Torah3 and Talmud.4 In spite of being understudied, the history of Hasidic Judaism has divided historians until today. Indeed, Hasidic Jewish history is not one monolithic, clear-cut, straightforward chronicle. Rather, each scholar has created his own narrative and each one is as different as its author. While a brief introduction such as this cannot enter into all the myriad divergences and similarities between these stories, what I will attempt to do here is to incorporate and compare an array of different views in order to summarise the history of Hasidism and provide a more objective analysis, which has not yet been undertaken. Furthermore, my historical introduction in Hasidic Judaism will exemplify how mystical branches of mainstream religions might develop and shed light on an under-researched division of Judaism. The main focus of 1 Mystical movements strive for a personal experience of God or of his presence and values intuitive, spiritual insight or revelationary knowledge. The knowledge gained is generally ‘esoteric’ (‘within’ or hidden), leading to the term ‘esotericism’ as opposed to exoteric, based on the external reality which can be attested by anyone. 2 Ultra-orthodox Jews adhere most strictly to Jewish law as the holy word of God, delivered perfectly and completely to Moses on Mount Sinai.

Their traditional homeland was Palestine, a geographic region on the eastern coast of the Mediterranean Sea. Jewish leaders trace the source of the Jewish Diaspora to the Roman occupation of Palestine (then called Judea) in the 1st century CE. Fleeing the occupation, most Jews immigrated to Europe. Over the centuries, Jews began to slowly immigrate back to Palestine. Beginning in the 1200s, Jewish people were expelled from England, France, and central Europe. Most resettled in Russia and Eastern Europe, mainly Poland. A small population, however, immigrated to Palestine. In 1492, when King Ferdinand and Queen Isabella expelled all Jewish people living in Spain, some refugees settled in Palestine. At the turn of the 20th century, European Jews were migrating to Palestine in large numbers, fleeing religious persecution. In Russia, Jewish people were segregated into an area along the country’s western border, called the Pale of Settlement. In 1881, Russians began mass killings of Jews. The mass killings, called pogroms, caused many Jews to flee Russia and settle in Palestine. Prejudice against Jews, called anti-Semitism, was very strong in Germany, Austria-Hungary, and France. In 1894, a French army officer named Alfred Dreyfus was falsely accused of treason against the French government. Dreyfus, who was Jewish, was imprisoned for five years and tried again even after new information proved his innocence. The incident, called The Dreyfus Affair, exposed widespread anti-Semitism in Western Europe.

    1 Abstract How are political identities formed? This thesis takes a historical-institutionalist, process-based view of the phenomenon of political identity formation in the United States, specifically focusing on the mixed impacts that party actors as agents asserting ideational claims have on the consolidation of in-group belonging. Using the case of the Jewish Labor Bund, a revolutionary socialist party in the Tsarist-administered Pale of Settlement from 1897-1943, this thesis traces Bundist party diaspora members’ movement from the Pale to New York City in the early 20th century, using historical process tracing to causally establish the relationship between three facets of Bundist ideology—cultural national autonomy socialism, Yiddishism, and trade unionism—and the formation of a post-diasporic American Jewish identity in New York City. Ultimately, this thesis concludes that the result of the “party diaspora” asserting its ideational commitments was the marginalization of cultural-national autonomy socialism, the depoliticization of Yiddishism, and the incorporation of trade unionism into the Jewish labor movement—suggesting that political identity is not unitary, but itself contested. These insights indicate that a process-based view of identity formation which incorporates historical contingency, institutional encounter, and the agency of political actors has substantial benefits for the study of identity, diaspora populations, and the movement of ideas in political science. 2 Fragments of Revolution: The Jewish Labor Bund and the

We build amodelthatpredictsthatminoritycommunitiesweremorelikelytobeexpropriatedinthewake of negative income shocks. Using panel data consisting of 1,366 city-level persecutions of Jews from 936 European cities between 1100 and 1800, we test whether persecutions were more likely in colder growing seasons. A one standard deviation decrease in average growing season temperature increased the probability of a persecution between one-half and one percentage points (relative to a baseline probability of two percent). This effect was strongest in regions with poor soil quality or located within weak states. We argue that long-run decline in violence against Jews between 1500 and 1800 is partly attributable to increases in fiscal and legal capacity across many European states. '1t's a well-known fact that those who accuse Poles of anti-Semitism are enemies of Poland." Everyone who has spent any time talking to Poles and Jews about the relations between them has heard some version of the sentiments paraphrased in these two comments. Even though Jews and Poles no longer live together in Poland, the simple phrase "Poles and Jews" evokes powerful emotions. Jews have bitter memories of friction and conflict, of being despised and threatened by Poles. Distrust of and dislike of Poles is handed down within the culture; most Jews today have had no personal experience of living among Poles. In contrast, when challenged to think about Polish-Jewish relations, Poles are quite likely to recall the good old days before the Nazis came when Poles and Jews got along very well with each other. But this sentimental memory is often linked with a sense of betrayal; since Jewish-Polish relations are remembered as good, Jewish accusations of Polish anti-Semitism are perceived as base ingratitude, if not treachery. In the ethnic cauldron that is Eastern Europe, there is nothing unusual about the historic frictions between Poles and Jews, for there can be little doubt that intense ethnic animosity is one of the principal features of the region. To be sure, Eastern Europe is not unique in this regard Ethnic conflict is a universal phenomenon, emerging from a tangled web of linguistic, religious, economic, and (broadly defined) cultural differences.

Before 1825, fewer than 10,000 immigrants entered the United States annually. By the early twentieth century America was receiving an annual average of more than one million immigrants, two-thirds of whom cane from Eastern and Southern Europe. The men and women who arrived in the United States in the century after 1820 brought with them discontent with their status at home and the desire to improve their conditions. America’s need for labor and the widespread belief that the United States was a land of opportunity and a refuge for the oppressed were principally responsible for America’s last great migratory wave, which began in the middle of the nineteenth century. The newcomers often found themselves in conflict—sometimes they seemed to take jobs away from the earlier inhabitants. In the cities, they drifted into the slum areas, and seemed partially responsible for the rise in crime and taxes. They appeared frequently as clients of charitable agencies. But the immigrants also made a decided contribution to our civilization. Their labor was an important factor in America’s economic expansion and development into a major industrial and world power.
