Posting/Transfer of Officer/Officials Who Are Engaged in the General Elections to Municipal Committee, Loharu DATE BOUND IMMEDIATE No.45/5/2007-5GSI From The Chief Secretary to Government, Haryana. To 1. All the Heads of Departments, Commissioners, Gurgaon and Hisar Division. 2. All Deputy Commissioners. Faridabad and Bhiwani. Dated Chandigarh, the July 12, 2007 Subject: Posting/Transfer of officer/officials who are engaged in the General Elections to Municipal Committee, Loharu and Bye-Election in Municipal Committee, Hodal in July, 2007. Sir/Madam, I am directed to refer to the subject noted above and to say that the State Election Commission, Haryana has declared the General Elections for Municipal Committee, Loharu in District Bhiwani and Bye Election to Ward No.2 of Municipal Committee, Hodel in district Faridabad for holding the poll on 22.07.2007. A notification has been issued in this regard on 25.6.2007 whereby the election programme has been prescribed. The nomination for election will start from 04.07.2007 and the nomination papers can be filed up to 09.07.2007. The date of withdrawal of Nomination papers is 11.07.2007. The poll will be held on 22.07.2007 and the counting of votes will take place on the same day. The Commission has requested that the officers/officials of the State Government posted in District Faridabad and Bhiwani who ar connected with the conduct of Municipal General/Bye-Election including middle level Revenue Officers like Tehsildar, Naib Tehsildar and Block Development Officers and Officers of equivalent status in the Revenue and Land Administration Department and Police Officers like Sub- Inspectors and Assistant Sub-Inspectors and other equivalent officers may not be transferred during the election period and upto the declaration of results. 2. It is, therefore, directed that the officers/officials of the State Government posted in Faridabad and Bhiwani district who are connected with the conduct of Municipal General/ Bye- electronics including middle level Revenue Officers like Tehsildar, Naib Tehsildar and Block Development Officers and Officers of equivalent status in the Revenue and Land Administration Department and Police Officers like Sub-Inspectors and Assistant Sub-Inspectors and other equivalent officers may not be transferred during the election period and upto the declaration of results. Answer THE MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (DR. SHAKEEL AHMAD) (a) Yes, Sir. (b) Exchange-wise details of waitlisted persons for telephone connections of Bhiwani and Hisar revenue districts, as on 31- 07-2005 are given in Annexure-I and II respectively. (c) In most of urban areas in these districts, telephones are available on demand from BSNL. In some rural areas however, the scattered demand has not been met by BSNL owing to non- availability of telecom network in far-flung areas where such demand exists. Most of the waiting list in rural areas is from such far-flung scattered areas where laying of telecom network is techno- commercially not feasible. (d) Since most of the waiting list is in the rural remote areas, certain steps have been taken by BSNL to make available telecom network in such areas: (i) Large scale deployment of WLL network in rural areas to substitute the landline network.

    HISTORY & BACKGROUND OF THE OFFICE Hisar Division comprising of Five districts is headed by the Divisional Commissioner, Hisar. Each district is headed by a Deputy Commissioner who has under him an Additional Deputy Commissioner. City Magistrate, District Revenue Officer, Sub Divisional Officers (Civil) and Tehsildar/Sub Registrars. The Deputy Commissioners of Five districts of Hisar Division report to the Divisional Commissioner. He is the controlling and supervisory officer guiding their work. Divisional Commissioner also coordinates working of all the departments at the divisional level to effect synergy and sort out inter department problems. Divisional Commissioner keeps State Government authorities informed of all developments and problems to seek assistance and guidance from those quarters. Divisional Commissioner is also the Head of the Revenue Department at the divisional level. The Five Districts are Hisar, Sirsa, Jind, Bhiwani and Fatehabad.
