Overview and Highlights of what has been achieved 2011/12 to 2019/20

Following the approvals of the Highway Investment Programme (HIP), Drainage Investment Programme (DIP) and the Culvert Investment Programme (CIP) and Crash Barrier Investment Programme, work will continue throughout 2020/21 on the planning and implementation of schemes.

This briefing note provides details of the 2020/21 schemes and updates on work carried out throughout the phases of work.

Milestones since the start of the current Highway Investment Programme:

The continued investment in the Highway Network has achieved the following since 2011/12:

• The percentage of Highways in critical condition has fallen from 9.3% to 8% • The percentage of Highways where maintenance will be soon required has fallen from 48.1% to 40% • The percentage of Highways in a good overall condition has risen from 42.6% to 52%

Since the start of the Highway Investment Programme, we have to date:

• Resurfaced 1329 Roads across the City • Resurfaced or Reconstructed 627 Footways across the City

The continued investment in the Drainage Network has achieved the following since 2012 to date:

• 1945 gullies cleared and running freely following concentrated cleansing and jetting • 986 seized gully covers freed and greased and operational • 567 collapsed gully connections repaired • 1428 defective gully pots replaced • 662 damaged gully covers replaced • 362 general highway drainage repairs that have eradicated areas of flooding along the adopted highway network

Since the start of the Culvert Investment over the last three years the works:

• Have safeguarded areas of Salford from flood risk. • In addition, through surveys and early intervention, has ensured that cost effective repairs have been undertaken at the right time. This proactive approach means that more expensive and disruptive reactive repairs have been avoided. • Undertaken de-silting works to maximise capacity and reduce flood risk further.

As a result of this continued investment, the number of reactive maintenance orders placed to repair actionable defects (those which could cause harm or injury to persons or property) across the City’s highways network has decreased from 17,600 issued in 2011/12 to 7651 issued in 2019/20

CARRIAGEWAYS

Carriageway Resurfacing Schemes

There comes a point in time when the road surfaces have reached the end of their expected lifespan and it is no longer viable to treat them to make them last longer. These critical highways require the surfaces to be replaced with new material and the lifecycle begins once again. Often this is referred to as an “inlay treatment” as the new surface is inlaid where the old surface once was. The old material is planed off and sent away to be recycled where it is often re-graded and mixed into new macadam for re use.

Pothole Action Fund (proposals 2020/21)

In November 2015 the Department for Transport £250 million would be allocated to Highway Authorities for a dedicated Pothole Action Fund. The pothole action fund is allocated through the GMCA and each district receives an allocation on the needs based formula. Please note that whilst the funding is described as the “Pothole Action Fund”, Highway Authorities are urged to spend the allocations wisely on preventative maintenance and innovative solutions.

Page | 10 Page 10 Footway Micro Asphalt Treatment Programme (Preventative Maintenance) 2020/21

Footway micro- treatment is a restoration process is a well-established footway treatment system used in the UK it is similar to the Carriageway Micro Surfacing system previously described. It is a low cost preventative maintenance technique that provides a protective layer old bituminous macadam surfaces meaning that there is little or no waste. The mixture is a blend of bitumen emulsion, fine aggregate, cement and water. This mixture is spread over the footway surface and then brushed to provide a textured finish. Soon afterwards it sets to provide a new surface layer. To provide a neat edge, kerbs and ironwork are covered with masking tape (this is removed afterwards). In average summer conditions the footway is dry within an hour and can be re-opened to pedestrians.

CCTV works commenced in June 2020 and will inform future work proposals Work completed to the culvert beneath the highway at Armitage Avenue Little Hulton. Two new inspection chambers have been installed and works to replace the culvert have been completed. The new chambers will also provide better access to the culvert for ease of future maintenance.

The maintenance of the trash screens is not included in the Culvert Investment Programme. The following report is for information purposes and provides details of routine maintenance and results. This provides assurances that flood defences are working efficiently.
