I am grateful for the opportunity to submit the following statement for the record. Since I teach at National Intelligence University (NIU) which is part of the Department of Defense (DoD), I need to begin by making clear that all statements of fact and opinion below are wholly my own and do not represent the views of NIU, DoD, any of its components, or of the U.S. government. You have asked me to discuss whether China seeks an alternative global order, what that order would look like and aim to achieve, how Beijing sees its future role as differing from the role the United States enjoys today, and also to address the parts played respectively by the Party’s ideology and by its invocation of “Chinese culture” when talking about its ambitions to lead the reform of global governance.1 I want to approach these questions by dissecting the meaning of the “new era for socialism with Chinese characteristics” Xi Jinping proclaimed at the Communist Party of China’s 19th National Congress (afterwards “19th Party Congress”) in October 2017. -

In its early years as a Crown Colony, it suffered from corruption and racial segregation but grew rapidly as a free port that supported trade with China. It took about two decades before Hong Kong established a genuinely independent judiciary and introduced the Cadet Scheme to select and train senior officials, which dramatically improved the quality of governance. Until the Pacific War (1941–1945), the colonial government focused its attention and resources on the small expatriate community and largely left the overwhelming majority of the population, the Chinese community, to manage themselves, through voluntary organizations such as the Tung Wah Group of Hospitals. The 1940s was a watershed decade in Hong Kong’s history. The fall of Hong Kong and other European colonies to the Japanese at the start of the Pacific War shattered the myth of the superiority of white men and the invincibility of the British Empire. When the war ended the British realized that they could not restore the status quo ante. They thus put an end to racial segregation, removed the glass ceiling that prevented a Chinese person from becoming a Cadet or Administrative Officer or rising to become the Senior Member of the Legislative or the Executive Council, and looked into the possibility of introducing municipal self-government. -
Niamh Hartley
Niamh Hartley Jung Chang is a bestselling author originally from Chengdu, China and was an English-language student at Sichuan university (1). Her book, Wild Swans – Three Daughters of China, tells the tale of three generations of Chinese women during the rise and fall of Mao. According to Asian Wall Street Journal, it is the most read book about China and Chinese history. Jung Chang came to the University of York in 1978 and obtained a PhD in Linguistics in 1982 (2). She was the first person from the People’s Republic of China to receive a doctorate from a British University (3). Growing up during the Cultural Revolution meant Chang worked as a peasant, a “barefoot” doctor, a steelworker and an electrician (4). After travelling to the UK and experiencing how different the two cultures were, Jung Chang was inspired to tell her and her family’s stories. In relation to her time spend studying abroad, Chang expressed her surprise; “to keep an open mind was a bombshell” (5). Although this could relate to the environment in communist China, it also shows how her time in a different country was able to give her a new perspective on the world. By reflecting on her past and wanting to educate people on the history of China she wrote her family history in Wild Swans. By coming to England for her PhD, she could educate people on her country, opening the communication across cultures and countries. Furthermore, her book has been translated into more than 30 languages (6). This is an extreme example of how studying abroad can help connect cultures and allow different nationalities to empathise with each other. -
WILD SWANS Jung Chang
Cadernos de Literatura em Tradução no. 4, p. 195-212 WILD SWANS Jung Chang Sandra Negretti Wild Swans – Three Daughters of China is written by a contemporary Chinese woman, Jung Chang (1952), who narrates the story of a century of her ancestors (focusing mainly on the women) and their lives from feudal China through the Cultural Revolution to Post- Revolutionary China. Jung Chang’s book has been translated into 25 languages and has sold over 7 million copies world-wide, reaching number 1 in over a dozen countries, including Brazil. Wild Swans was originally published in hardcover by Simon & Schuster in 1991. The Anchor Books edition, was firstly published in November 1992. The Portuguese version was translated by Marcos Santarrita and was published by Companhia das Letras in 1994 for the first time. The book was originally written in English. At the beginning of my translation I decided to try to translate as closely as possible to the Portuguese version, that is, using words similar to Portuguese words, dealing with the problematic words at the end of the job, keeping the same punctuation even though there are different rules for these two languages, and using British English. 195 NEGRETTI, Sandra. Wild Swans The original book has 524 pages and the Portuguese version 485. Both books have 28 chapters and the Epilogue, the Acknowlegments, the Author’s Note, the Family Tree, the Chronology, a Map and in the original version there is an Index. I worked with Chapter 3 “Todos dizem que Manchukuo é uma terra feliz”- a vida sob os Japoneses (1938-1945), in the original version “They All Say What a Happy Place Manchukuo is”- Life under the Japanese (1938-1945). -

DA Disambiguation, a Tragedy Dear Friend, from My Life I Write to You in Your Life, the contemporary Chinese American writer Yiyun Li recounts something that Marianne Moore’s mother had done, which recalled something that Li’s own mother had done. The young Marianne Moore had become attached to a kitten that she named Buffy, short for Buffalo. One day, her mother drowned the creature, an act of cruelty that Moore inexplicably defends: “We tend to run wild in these matters of personal affection but there may have been some good in it too.” Li appends a version of this story from her own childhood: Having something that you love snatched away because you love it is maddening because there’s no way to gainsay it. You can only protest on the grounds that indeed you experience the attachment of which you’re accused. This leaves the child Li in a position roughly analogous to anyone who, having been punctured, bristles at the accusation of being thin- skinned. Protesting would have been to play into her mother’s hands, proving her mother right. Everyone knows the stereotype of the Asian tiger mother, the cold, over-scrutinizing mother popularized by Amy Chua’s 2011 self-described memoir and parenting manual. Asian tiger mothers conjure other Asian parenting stereotypes (and, if we’re being honest with ourselves, Asian realities): parents who are averse to pet ownership, who hold a fluid interpretation of personal property (especially when gifts are involved), who simply inform you that “what is best for you” has been done. -

New Challenges and Opportunities in the Taiwan Strait: Defining America’s Role By Thomas J. Christensen PREFACE Nations define their identities in many ways – through language, culture, political ideology, religion, ethnicity, and territory. When one or more of these elements becomes contested either between nations or within them, the potential for conflict and war arises. In the case of the People’s Republic of China (PRC) and the Republic of China (ROC) on Taiwan, all six of these elements are now to a greater or lesser degree being contested. The official view of the PRC is that Taiwan is part of a yet-to-be-defined “one China.” The ROC no longer claims to be the legitimate government of all of China; its official position is that it is a separate, independent state, reunification is only an option, and an option that could only be achieved should both sides of the Strait, as equals, come to a mutually satisfactory agreement. Adding to the complexity of what is known as cross-Strait relations is the deep involvement of the United States, which maintains close but “unofficial” ties with Taiwan and ever-expanding, official relations with the mainland, and whose policies and military support for Taiwan are designed to dissuade both parties from actions that would lead them to violent conflict. Developments of major historical significance have taken place in the PRC and the ROC since Truman first involved the United States by sending the Seventh Fleet to patrol the Taiwan Strait shortly after the outbreak of the Korean War. The two most relevant to current cross-Strait relations are the PRC’s “Reform and Opening” and its resulting economic growth, and the development of multi-party democracy in the ROC. -

Ques 1: What is Maoism? Answer: Maoism is a form of communism developed by Mao Tse Tung. It is a doctrine to capture State power through a combination of armed insurgency, mass mobilization and strategic alliances. The Maoists also use propaganda and disinformation against State institutions as other components of their insurgency doctrine. Mao called this process, the ‘Protracted Peoples War’, where the emphasis is on ‘military line’ to capture power. Ques 2: What is the central theme of Maoist ideology? Answer: The central theme of Maoist ideology is the use of violence and armed insurrection as a means to capture State power. ‘Bearing of arms is non-negotiable’ as per the Maoist insurgency doctrine. The maoist ideology glorifies violence and the ‘Peoples Liberation Guerrilla Army’ (PLGA) cadres are trained specifically in the worst forms of violence to evoke terror among the population under their domination. However, they also use the subterfuge of mobilizing people over issues of purported inadequacies of the existing system, so that they can be indoctrinated to take recourse to violence as the only means of redressal. Ques 3: Who are the Indian Maoists? Answer: The largest and the most violent Maoist formation in India is the Communist Party of India (Maoist). The CPI (Maoist) is an amalgamation of many splinter groups, which culminated in the merger of two largest Maoist groups in 2004; the Communist Party of India (Marxist-Leninist), People War and the Maoist Communist Centre of India. The CPI (Maoist) and all its front organizations formations have been included in the list of banned terrorist organizations under the Unlawful Activities (Prevention) Act, 1967. -

Bundan sonraki süreç ve sömürgeciliğin girdiği yol farklı değerlendirmelerin konusu olabileceğinden daha çok sömürgeciliğin ne olduğu, nasıl geliştiği ve yöntemleri üzerinde durularak konunun daha iyi anlaşılmasına gayret olundu. Bütün bu altyapı elbette I. Dünya Savaşı ve sonrasındaki sürecin anlaşılmasında büyük fayda sağlayacak ve kişinin kendi bilgisini ilerlete bileceği bir alt yapı sunacaktır. Ele alınan dönemin bir başka sıkıntısı coğrafî olarak oldukça geniş bir sahanın mevzubahis olmasıydı. Bu nedenle bazı tasarruflara gidilerek, sömürgecilik uygulamalarının izlerini bugün dahi yaşayan bölgeler ve ülkelere daha fazla yer ayrıldı. Bu yapılırken tarihin pragmatik, bugün için fayda getirecek bilgi sunma yönü göz önünde bulunduruldu. URL : http:// journals.openedition.org/chinaperspectives/5852 ; DOI : 10.4000/chinaperspectives.5852 © All rights reserved Special feature China perspectives Mao Zedong in Contemporary Chinese Official Discourse and History ARIF DIRLIK (1) ABSTRACT: Rather than repudiate Mao’s legacy, the post-revolutionary regime in China has sought to recruit him in support of “reform and opening.” Beginning with Deng Xiaoping after 1978, official (2) historiography has drawn a distinction between Mao the Cultural Revolutionary and Mao the architect of “Chinese Marxism” – a Marxism that integrates theory with the circumstances of Chinese society. The essence of the latter is encapsulated in “Mao Zedong Thought,” which is viewed as an expression not just of Mao the individual but of the collective leadership of the Party. In most recent representations, “Chinese Marxism” is viewed as having developed in two phases: New Democracy, which brought the Communist Party to power in 1949, and “socialism with Chinese characteristics,” inaugurated under Deng Xiaoping and developed under his successors, and which represents a further development of Mao Zedong Thought.
