The material has been subject to organisation and arrangement at the HAEC in order to present significant files. However, any single piece can be relocated to its original context (Fond/Opis/Delo) by arrangement and description. The files' physical arrangement allows identification of original file number and the description cites the original file number in the field ‘Old Record Code’. This collection consists of photocopied excerpts taken from documents held in the 'Russian State Military Archive' of the 'Federal Archive Service of Russia' in Moscow concerning the International Paneuropean Union. The material is a selection of the correspondence sent and received by R. Coudenhove-Kalergi (16. November 1894 +27. Juli 1972), the founder of the International Paneuropean Union in 1923. R. C.-K. set up a Head Office in the Hofburg in Vienna and held a large correspondence with personalities from all over Europe in order to publicise his ideas and set up national committees of the International Paneuropean Union. He also organised 'Paneuropean Congresses' on political, agrarian and economic matters and carried out various opinion polls on Paneuropean matters. The 'International Paneuropean Union' fighted for a European confederation, the continuous creation of a customs union and a European currency, an European military alliance to secure peace and promote general disarmament, respect of minorities and national entities. Coudenhove excluded from Paneurope Bolshevistic Russia and Great Britain and he found major supporters for his European project in industrial and political circles. His major success was when Briand submitted the project of European Union to the United Nations in May 1930. For further information about the International Paneuropean Movement refer also to its homepages at http://www.paneuropa.org/intl/en/index.html . For more information and a bibliography about the "Special Archive" in Moscow go to http://www.sonderarchiv.de . The personnel papers of R. Coudenhove-Kalergi are deposited at the 'Fondation Archives Européennes' in Geneva (cf. http://www.snl.ch/repertoi/alsrep.htm ). The material comprising this collection was collated by Ms. Orluc whilst researching in the 'Russian State Military Archive' of the 'Federal Archive Service of Russia' (also known as 'Centr chranenja istoricesko-dokumental'nych kolekcij' and "Special Archive") in Moscow in fond 554 and 771. The material has been subject to organisation and arrangement at the HAEC in order to present significant files. However, any single piece can be relocated to its original context (Fond/Opis/Delo). It has emerged from the studies concerning the candidates for accession that under many chapters things are, with few exceptions, going substantially better than had been expected at the outset. And while fairly tough problems will now have to be addressed in some areas, it should be possible to clear these within the available time. That at least is the view taken by the European Commission experts charged with the negotiations. The opponents of enlargement are doing what they can to create obstacles, no longer in the hope of preventing the decisive step being taken but rather with a view to putting off the fateful day.

Dina Gusejnova illustrates how a supranational European mentality was forged from depleted imperial identities. In the revolutions of 1917–1920, the power of the Hohenzollern, Habsburg, and Romanoff dynasties over their subjects expired. Even though Germany lost its credit as a world power twice in that century, in the global cultural memory, the old Germanic families remained associated with the idea of Europe in areas reaching from Mexico to the Baltic region and India. Gusejnova’s book sheds light on a group of German-speaking intellectuals of aristocratic origin who became pioneers of Europe’s future regeneration. In the minds of transnational elites, the continent’s future horizons retained the con- tours of phantom empires. The six EEC countries have unequal resources and produce unequal wealth, both in volume and in type. The principle involves pooling this wealth to make a whole. France has significant agriculture, while Germany has powerful industry. The former agrees — and agreed — to open its borders to products manufactured across the Rhine; the latter had to open its markets to our agricultural produce; if it did not do so (it and the others), it had to consider (with France and the others) the surpluses as surpluses common to everyone, the Six dividing up any costs relating to their marketing in third countries amongst themselves.

  • The Nobles of the Czech Lands in European Diplomacy Project Proposal
THE NOBLES OF THE CZECH LANDS IN EUROPEAN DIPLOMACY project proposal Šlechta českých zemí v evropské diplomacii M návrh projektu 1 the project The Nobles of the Czech Lands in European Diplomacy is part of the long-term programme of the Czech National Heritage Institute entitled In the Footsteps of Noble Families. The aim of this programme is to research and present the cultural historical heritage of the noble families whose former residences fall under the care of the National Heritage Institute. Annually, the project focuses on either a particular family (for example, the Rosenbergs in 2011; the Lords of Kunštát in 2014), or reflects a certain theme associated with nobles (Year of the Renaissance Aristocracy, 2017). 2 The Nobles of the Czech Lands in European Diplomacy / project proposal 1. 2 3 4 5 In the year of 2018 the project is to focus on the theme of nobles within diplomacy, and for three essential reasons: 1. Due to their privileged social position nobles have naturally participated in diplomacy since as far back as the middle ages and important aristocrats have worked in the diplomatic service even in the era of civic society beginning in the 19th century including the period of the Czechoslovak Republic after 1918. 2. The National Heritage Institute has in its care an exceptionally valuable and extensive collection of artefacts, documents, and other materials associated with the diplomatic activities of nobles. 3. The diplomatic activities of nobles have left an indelible footprint in European and world history, and so represent an exceptionally appropriate theme for 2018, the European Year of Cultural Heritage, as announced by the European Commission.

  • German Issues 18 Roman Herzog
G E R M A N I S S U E S ROMAN HERZOG LESSONS FROM THE PAST VISIONS FOR THE FUTURE with an introduction by Steven Muller GERMAN ISSUES 18 American Institute for Contemporary German Studies The Johns Hopkins University INTRODUCTION Steven Muller This selection of major addresses by Roman Herzog acquaints the reader with the vigorous personality and pragmatic mind set of the current President of the Federal Republic of Germany. The seventh person to hold that office since the Federal Republic came into being in 1949, Roman Herzog took office on July 11, 1994 and is now in the fourth year of his five-year term. As Federal President, Herzog serves as head of state, but not as leader of the government. That role falls to the federal chancellor, whom the President appoints according to the majority mandate of the Federal Parliament. Thus the federal presidency is representative of the whole German people and therefore above political partisanship.* Nevertheless, as once pointed out by Walter Scheel, the fourth Federal President, “as long as this office is not hereditary, it is a political office.” And, indeed, like his predecessors, Roman Herzog came to the office after a rich career in politics and public service. The first Bavarian to serve as Federal President, Herzog was born in Landshut in 1934, studied law at the University in Munich and then became a professor of jurisprudence and the author of the leading commentary on the German constitution, the Basic Law.
