Sir, Pursuant to the decision taken in the State Transport Authority meeting held on 02/06/2018 on the appl ications received for the grant of contract carriage permit in respect of motor cab (4+ 1), it is intimated that the applicants as per the list enclosed have been accorded sanction to purchase motor cab( 4+ 1) and to obtain contract carriage permit, on the following conditions:- Pursuant to the decision taken in the State Transport Authority meeting held on 02/06/2018, on the applications received for the grant of contract carriage permit in respect of motor cab (4+ I), it is intimated that the applicants as per the list enclosed have been accorded sanction to purchase motor cab(4+1) and to obtain contract carriage permit, on the following conditions:- I. That the operator should produce a vehicle, which has a seating capacity up to 5 seats. 2. That the model purchased by the operator must be approved by the Director, Transport Himachal Pradesh. 3. That, purchase permission shall be accorded to the applicant as per the direction of Hon'ble Court in the CWPIL NO. 14/2014 titled as" Court on its own motion versus State of H.P." wherein it has ruled that "No new vehicle which is intended to be plied primarily with in Shimla Municipal area will not be registered in the state unless the intending purchaser produces a certificate from the Collector Shimla that he has parking space and the said certificate shall be issued only after a report to this effect too after physical inspection and verification is issued by the S1I0 of the police station in whose jurisdiction the area falls". 4. Ministry of Road Transport and Highways Notification No. G.S.R. 643(E) dated 19th August, 2015 shall be complied with, before registering the vehicles. 5. The vehicles to be attached with School/College/Universities etc. must be painted in yellow colour i.e. in accordance with the Hon'ble Supreme Court of India guidelines. 7. As per item No.7 of said meeting the validity of grant letter so issued by you will be valid for 9 months only which can further be extended for 3 months by concerned Secretary, RTA level on payment of Rs. 1000/-. After 12 months no grant letter shall be extended. 8. No Taxi Cabs shall be registered without fixing of Meter Taxi as per order of Hon'ble High Court in CWP No. 2782/2017 at Shimla, Dharamshala, Kullu, Manali, Mandi and Solan town, only for those taxi cabs not having the national permit (All India Tourist Permit). 9. The unemployment certificate duly issued by the Tehsildar/Naib Tehsildar will be obtained by the concerned Regional Transport Officer at the time of registration of the vehicle.     CHAPTERCHAPTER----11 INTRODUCTION ABOUT PLAN AND BASIC PROFILE OF SHIMLA CITY Disaster threatens sustainable economic development worldwide. In the past twenty years, earthquakes, floods, tropical storms, droughts and other calamites have killed millions of people, inflicted injury, disease and caused homelessness and misery to around one billion others in the world. These have caused damage to infrastructure worth millions rupees. Disaster destroys decades of human effort and investments, thereby, placing new demands on society for reconstruction and rehabilitation. Disaster management thus requires a multi-disciplinary and proactive approach. The community, civil society organizations, media and the proverbial man on the street, everyone has to play a role in case such exigency occurs. The various prevention and mitigation measures outlined below are aimed at building up capabilities as also how to deal with disasters. 1. Objective of Plan The objective of a Disaster management plan is to localize a Disaster and contain its effect to the greatest extent so as to minimize its impact on life, environment and property. Response to any disaster, in the absence of a well-defined plan, would be arbitrary, leading to overemphasis of some actions and absence of other critical actions. A formal plan for Managing Disaster is therefore necessary. This Disaster management plan has a strong preparedness focus which aims at reducing our vulnerability to disasters and at the same time, it includes a plan of action/response mechanism for dealing with earthquakes, floods, cyclones, epidemics, industrial and chemical accidents, road accidents and fires. Keeping in view all the possible aspects of the aforesaid problem in mind and to keep the Administration prepared in all possible ways to respond properly to various Disaster situations with minimum delay, possible Disaster situations have been identified and the component plans have also been identified & mentioned in detail in this document.
