41 Chapter 3 The carbon tax the Prime Minister promised we wouldn’t have Introduction 3.1 This chapter outlines the key features of the carbon tax which were released on 10 July 2011 and subsequently updated with the introduction of the Clean Energy Legislative Package into the Parliament on 13 September 2011. The carbon tax is announced 3.2 On 10 July 2011, the Prime Minister, the Hon. Julia Gillard MP, announced her plan to introduce a carbon tax. The Prime Minister stated: ... we have now had the debate, 2011 is the year we decide that as a nation we want a clean energy future. Now is the time to move from words to deeds. That’s why I announced today how Australia’s carbon price will work. From 1 July next year, big polluters will pay $23 for every tonne of carbon they put into our atmosphere.1 Features of the carbon tax 3.3 This part of this chapter outlines the key features of the carbon tax. Start date and transitional period 3.4 Starting from 1 July 2012, the price of each tonne of carbon dioxide emissions will be fixed, operating as a carbon tax (the fixed-price period). The initial starting price '... will be $23 for each tonne of pollution beginning on 1 July 2012'.2 The carbon tax will be in operation for three years. Whitlam As Internationalist: a Centenary Reflection
WHITLAM AS INTERNATIONALIST: A CENTENARY REFLECTION T HE HON MICHAEL KIRBY AC CMG* Edward Gough Whitlam, the 21st Prime Minister of Australia, was born in July 1916. This year is the centenary of his birth. It follows closely on his death in October 2014 when his achievements, including in the law, were widely debated. In this article, the author reviews Whitlam’s particular interest in international law and relations. It outlines the many treaties that were ratified by the Whitlam government, following a long period of comparative disengagement by Australia from international treaty law. The range, variety and significance of the treaties are noted as is Whitlam’s attraction to treaties as a potential source of constitutional power for the enactment of federal laws by the Australian Parliament. This article also reviews Whitlam’s role in the conduct of international relations with Australia’s neighbours, notably the People’s Republic of China, Papua New Guinea, Indonesia and Indochina. The reconfiguration of geopolitical arrangements is noted as is the close engagement with the United Nations, its agencies and multilateralism. Whilst mistakes by Whitlam and his government are acknowledged, his strong emphasis on international law, and treaty law in particular, was timely. It became a signature theme of his government and life. Managing Gender: The 2010 federal election Marian Sawer1 The 2010 federal election was the first in Australian history in which a woman prime minister was campaigning for the re-election of her government. Paradoxically, her party had no women’s policy—or at least did not launch one publicly. Despite the avoidance of any policy focus on gender issues, gender was a significant undercurrent in the election, as reflected in consistent gender gaps in public opinion and voting intentions. Unusually, the management of gender turned out to be more of a problem for a male than for a female leader. Gender Gaps and Gendered Coverage Gender was expected to feature prominently in the 2010 campaign given the contest between Julia Gillard as Australia’s first woman prime minister and Tony Abbott, a hyper-masculine Opposition leader and ironman triathlete. Abbott’s persona was that of an ‘action man’ always ready to don lycra and a helmet for some strenuous sporting activity; the Coalition campaign slogan was ‘Real action’. Abbott was also known for telling women how to live their lives, criticising them for taking ‘the easy way out’ by having abortions and blocking the importation of abortion drug RU486 while he was Health Minister. While the Abbott action-man persona might have been useful in a contest with Kevin Rudd, who was to be framed as ‘all talk and no action’, it was less useful in a contest with Julia Gillard. It required various forms of softening, particularly through referencing of the women in his life, but also through less-aggressive presentation and promises not to tinker with access to abortion. -

1 Australia and the origins of ASEAN (1967–1975) The origins of the Association of Southeast Asian Nations (ASEAN) and of Australia’s relations with it are bound up in the period of the Cold War in East Asia from the late 1940s, and the serious internal and inter-state conflicts that developed in Southeast Asia in the 1950s and early 1960s. Vietnam and Laos were engulfed in internal wars with external involvement, and conflict ultimately spread to Cambodia. Further conflicts revolved around Indonesia’s unstable internal political order and its opposition to Britain’s efforts to secure the positions of its colonial territories in the region by fostering a federation that could include Malaya, Singapore and the states of North Borneo. The Federation of Malaysia was inaugurated in September 1963, but Singapore was forced to depart in August 1965 and became a separate state. ASEAN was established in August 1967 in an effort to ameliorate the serious tensions among the states that formed it, and to make a contribution towards a more stable regional environment. Australia was intensely interested in all these developments. To discuss these issues, this chapter covers in turn the background to the emergence of interest in regional cooperation in Southeast Asia after the Second World War, the period of Indonesia’s Konfrontasi of Malaysia, the formation of ASEAN and the inauguration of multilateral relations with ASEAN in 1974 by Gough Whitlam’s government, and Australia’s early interactions with ASEAN in the period 1974‒75. 7 ENGAGING THE NEIGHBOURS The Cold War era and early approaches towards regional cooperation The conception of ‘Southeast Asia’ as a distinct region in which states might wish to engage in regional cooperation emerged in an environment of international conflict and the end of the era of Western colonialism.1 Extensive communication and interactions developed in the pre-colonial era, but these were disrupted thoroughly by the arrival of Western powers. -
