EMERGENCY/INCIDENT PROCEDURE – PROTOCOL (2018)

This document, distributed to all British Superbike Senior Officials, Incident Officers, event Chief Medical Officers, event medical services and circuit management, acts as a general guideline to make BSB events ever more professional. It is intended to establish key operating procedures in the event of accidents and incidents. BSB events are staffed by a permanent team of marshals and officials and these procedures which are not specific to any venue have been developed over a number of years.

INTRODUCTION

All incidents or accidents around the circuit are reported by radio to Race Control. Each circuit is divided into a number of sectors. The Incident Officer is in charge of all the personnel within his sector and is in direct radio communication with Race Control.

Incidents requiring the use of intervention vehicles generally fall into two categories:

1. Medical – A rider is injured and requires on-scene medical assistance and controlled transport to the Circuit Medical Centre.

2. Technical – The track is contaminated with a substance requiring treatment, or the first line of protection has been compromised and requires attention.

The following procedures describe the ideal manner in which incidents should be approached, but local conditions may require modification under direction of Race Control or CMO.

1. MEDICAL INCIDENTS - General

Motorcycle racing medical incident handling techniques differ totally from car racing by strongly promoting the use of strategically placed „Ground Posts‟, staffed by either Doctors or Paramedics for fast trackside intervention and patient removal in the event of non-urgent cases. If the situation requires extra assistance then this will come in the manner described in this document.

The ground post medic will, in the first instance, assess the casualty; then decide if the rider can be moved to a safe position by scoop stretcher. If the injuries are not of a serious nature, the treatment will be carried out at a place of relative safety until an ambulance arrives from either:

a) The service roads in the public areas b) Around the circuit at the end of the practice session or race.

If the Incident Officer and / or Medical Officer require extra assistance the following procedures apply:

• The Incident Officer requests extra assistance by contacting Race Control, giving a Kilo Code for rider condition and Kilo White. • Race Control dispatches Intervention vehicles under controlled conditions. At the scene, the Incident Officer maintains radio communication with Race Control, giving estimates of extra resources required and time until the incident is cleared. • The casualty is collected and vehicle proceeds to the Medical Centre and / or back to its original position.

Movement of Intervention vehicles -Notes for Medical Car / Ambulance personnel and Incident Officers;

All intervention vehicles (including Medical Cars and Ambulances) move ONLY upon the direct instruction of Race Control.

• Incident Officers must clearly ask for the support vehicle they require (Kilo White, Ambulance / Medical Car).

• Vehicles should travel along the side of the circuit on which they are located. When there are motorcycles on the circuit, they should only cross the circuit or racing line under the direction of Race Control or the local marshals. In extreme cases, the discretion of an experienced Medical Car Driver is acceptable. Extreme care must be exercised by all concerned in this situation; if in doubt, do not cross the racing line.

• If placed on „STAND BY‟ by Race Control, vehicles should switch on their engines and roof/headlights to alert the nearest flag points. Roof/headlights should be switched off when instructed to „STAND DOWN‟. ALWAYS acknowledge radio instructions to Stand By, Stand Down and move / scramble. Switch engines on and check roof lights regularly.

• When on the circuit during a „scramble‟, use ROOF and HEADLIGHTS ONLY, NOT hazard lights. Use indicators to signal intention and direction when leaving the circuit. All intervention vehicles should travel at a speed appropriate to the current track conditions; the driver should remember that the track surface may be contaminated with fluid or debris as a result of the original incident.

• When arriving at an incident, Medical Cars should park in a FEND OFF position to protect the casualty and marshals/medics. Ambulances should park in a position which will expedite loading of the casualty. If the ambulance will depart the scene in „wrong circuit direction‟ the vehicle should ideally be turned around on arrival at the incident. Incident Officers are requested to assist drivers by directing the vehicles to park in the best position.

• If under Safety Car conditions, the Medical Car / Ambulance driver must stay in the vehicle with the radio at all times when attending incidents.

2. INCIDENT REPORTING – RADIO COMMUNICATIONS

The phonetic call-sign allocated to the Incident Officer will be used, transmissions should be prefixed e.g. “BASE FROM GOLF”. “Golf to Base” should not be used as the call sign may be lost in the early part of the transmission.

The Incident Officer’s first report should be an alert of the incident; in the event of potential escalation, ask BASE to “STAND BY”. To advise of the potential intervention time and possible further assistance required the following classifications will be used;

KILO YELLOW SHORT Intervention period less than two minutes / laps

KILO YELLOW LONG Intervention period in excess of two minutes / laps

KILO PACE Incident Officer requests a Safety Car intervention

KILO WHITE Request Medical Car or Ambulance (IO to specify) during practice session or race either LIVE or under Safety Car

KILO RED Request practice session or race to be stopped (IO to specify technical or medical)

KILO GREEN All clear following KILO YELLOW or KILO WHITE

The primary responsibility of the Incident Officer is to maintain radio communication with Race Control until Kilo Green is declared.

3. MOVEMENT OF NON URGENT CASUALTIES

Injured riders who are treated by the Medical Officer on site and are not in a serious condition, may be transported to the Medical Centre via service roads, or one of the medical vehicles stationed around the circuit will collect the casualty and transport him back to the Medical Centre via the track at the end of the session or race (Kilo 20).

The movement of medical vehicles is controlled by Race Control under the authority of the Race Director.

4. KILO RED (MEDICAL) – GENERAL PROCEDURES

If an injured rider is on the track or run-off area and cannot be moved to an area of safety immediately behind the first line of protection (generally within two minutes or two laps); it may be necessary to stop or neutralise the race / practice session and dispatch a medical vehicle to the scene. On the basis that motorcycle accidents occur generally on the outside of a corner or curve, fully equipped Medical Cars are strategically located around the circuit for this purpose.

The Incident Officer, based on advice from the Medical Officer or other circumstances may request that the race or practice session be stopped (Kilo Red Medical). If the condition of the rider is potentially life threatening, the additional code KILO 13 should be added to the radio call. The race or practice will only be stopped at the order of the Race Director with the following responses taking place:

1) Race Control Instructs Red flag / lights to be shown at all points 2) Scramble nearest Medical Car 3) Dispatch nearest on-track Ambulance to the scene 4) Dispatch Safety Car with Chief Incident Officer 5) Dispatch Recovery vehicles 6) The section Incident Officer maintains communication with race control and the Chief. Incident Officer assists with the management of the incident. The Race Director, CMO and Chief IO (reporting) may attend serious incidents (potentially or actually fatal and incidents involving injuries to the public or officials 7) Casualty evacuated to Medical Centre 8) Vehicles return to their original positions

5. KEY PERSONNEL AND RESPONSIBILITES

Most Pre-Hospital Trauma and Life Support (PHTLS) protocols have been developed to provide the best patient care during a journey of portions of an hour on public roads to definitive care. At BSB meetings, this journey will usually last portions of minutes over a well prepared racing circuit to high quality care in the Circuit Medical Centre. Therefore, in some cases, a well managed “scoop and run” procedure may cause less distress to the patient than more established protocols. However, appropriate medical care must not be compromised and the decisions of the medical practitioner with the patient are final.

The ground post medic should manage the medical care of the patient at the incident scene. Because the ground post medic witnessed the incident and understands the mechanism of injury involved, they should decide upon the method of extrication to be used. Where support, or skills beyond the ability or qualification of the ground post medic are required, these should be requested and appropriate practitioners will be despatched. The overall control of extrication remains with the ground post medic until the patient is loaded into an ambulance. At this point, the patient will be properly „handed over‟ for transport.

The Medical Car Crew should assist the ground post medic to deliver appropriate care to the patient, using such advanced skills as are required. They do not take control of patient extrication from the ground post medic, but may offer advice and assist if required.

The Medical Car Driver(s) (if the session has been red flagged) may assist with the treatment of the patient in a fetch, carry and communicate‟ role. Where two Medical Cars are on scene, one driver becomes exclusively responsible for all required communications on both race and medical radio channels. Example call: “Medic 2 on scene, driver on med comms.

The Section Incident Officer is primarily responsible for radio communications with Race Control. He should notify Race Control of the incident and request the appropriate support. After directing the initial response to the incident, he should then concentrate on gathering and communicating information required by Race Control. This information includes, but is not limited to: • The number of riders involved and their racing numbers • The number of casualties, their identities and kilo codes • Specialist medical practitioners required • Estimates of support personnel and equipment required • Estimate of time to clear the incident • Identification of key witnesses to serious incidents • Preparation of written incident reports including descriptions of the incident.

The Chief Incident Officer directs the operational response to the incident on scene to ensure that all elements of the emergency team are working properly and efficiently. This includes but is not limited to:

• Direction of arriving medical and support vehicles • Direction of racing surface treatment activities • Direction of machine position recording and recovery (photos if required) • Liaison with on scene medical team for time estimation and re-stock requirements • Requesting attendance of Race Director, CMO or Chief IO(reporting) if required.

6. NEUTRALISATION PROCEDURE – SAFETY CAR

The use of a Safety Car is authorised for all classes competing at BSB meetings unless specifically excluded in the event final instructions

The object of this regulation is to give Marshals and Medical staff more time to evaluate an incident prior to a decision being made in Race Control. It will only be used when trackside officials may be put at risk or following a request from an Incident Officer. If the incident is regarded as possibly serious, or the Safety Car is in operation for an excessive time then the race will be stopped. If the race is eventually stopped, the result of the first part of the race will be declared as at the end of the lap prior to the Safety car being introduced.

The general procedure will be as follows:- • Race control instructs “All points show Safety car flags now” – Startline to show 'Safety Car‟ board • Race control dispatches Safety Car displaying red roof lights to pick up the race leader. • When the incident is clear the Safety Car will be instructed to “extinguish roof lights” and all flag points should show a number board with a single digit “0”. • The Safety Car will enter the Pitlane at the end of the current lap. • The race will be resumed by the showing of the green flag at the startline only; at this point Race Control will instruct flag points to “Withdraw Safety Flags”

Priority radio silence must be observed during any pace car intervention

The full Safety Car Procedure is as follows: • A red flag with diagonal white cross will be displayed motionless at all marshals‟ flag posts during the neutralisation. • The riders must immediately slow down. Overtaking is forbidden. • A black board bearing the symbol “SC” will be displayed on the start line during the whole neutralisation. • Where circuits are equipped with LED panels the SC light will be displayed during the whole neutralisation. • When the leading rider approaches the start line or other location described in the event final instructions, a clearly marked “Safety Car” will enter the circuit, with flashing red roof lights switched on. • The riders catching the “Safety Car” will line up in single file behind the car, without overtaking it. • Riders may stop at the pits. However, all current pitlane regulations must be adhered to. • After stopping at the pits, riders must line up in a single file at the pit lane exit and may only rejoin the circuit when instructed to do so by an official with a green flag or a green light. The pit lane will be opened for 10 seconds after the last machine in line behind the “Safety Car” has passed. The pit lane exit will then be closed until the next lap. • During the last lap of the neutralisation, all flag points should show a number board with a single digit “0” on it when instructed. The “Safety Car” will extinguish its red roof lights and exit the track into the pit lane. • When the “Safety Car” has left the track, overtaking is forbidden up to the start line, where a green flag will be displayed. The red flag with a white diagonal red cross will then immediately be withdrawn from all marshals‟ posts. The exit of the pit lane will be permanently opened and the race will continue normally • Each lap completed behind the “Safety Car” will be counted as a “race lap”.

For the BSB class only (at venues with a lap length of less than -2.5 miles), the following also applies:

• In the event of a race being neutralised at any point after the race leader has completed two thirds (rounded down) of the original race distance, the first three laps of the “safety car” deployment will not count as a “racing lap”. At the point it is decided to pull in the “safety car”, the new number of laps to complete the race will be displayed on the timing screens to advise the teams. A board or digital display will also be shown to the riders at the start/finish line to count down the final five laps of the race.

7. KILO CODES

Any radio communication that includes a casualty‟s condition MUST be relayed using the “Kilo Code”. This is an internal working code and should not be disclosed.

8. MEDICAL CHASE CAR

A Safety Car will follow behind the motorcycles for the whole of the final warm up lap and the first racing lap. A Medical Officer will be assigned to the Safety Car which follows the first racing lap. In the event of an accident during the first racing lap the Safety Car does not stop unless instructed by the Race Director. In this situation the Medical Officer must know that for safety reasons, once he is out of the car, the Safety Car must immediately leave the scene and park in a safe place (previously defined); therefore this Medical Officer must get out of the Safety Car and take the medical equipment with him. The Medical Officer will remain in a marshal post close to the incident location if he cannot be picked up via a service road. In the event of further medical assistance being required then this would be provided by a fully equipped Medical Car, requested and dispatched using the procedures previously described. A briefing with the Safety Car driver, Medical Officer, the Race Director and the CMO will be held prior to race day to settle every detail regarding this procedure.

9. KILO RED (TECHNICAL)

There are occasions when it is not possible to continue a practice session or race even when an incident does not result in injury. Generally, this is as a result of track surface contamination or damage to trackside furniture.

In these situations, the section Incident officer requests “kilo red technical” followed by an indication of the reason e.g. oil contamination following an engine failure.

For track contamination, the following procedure should be adopted:

• Race Control will instruct all points to show red flags / lights • A Safety Car will be dispatched to perform an on scene assessment of equipment required • When all bikes have passed, the Sector IO should place marshals at the beginning and end of the contaminated area, to indicate the approximate length and width of the contamination. This will assist with the decision to dispatch recovery units with chemical treatment solutions and air blowers, jet-wash equipment or the circuit sweeper lorry • The Section IO should direct the marshals manual intervention until the arrival of support vehicles if requested • The movements of support vehicles should be coordinated to complement the efforts of the marshals by both the section IO and chief IO • The Chief IO and Section IO should maintain radio communication with race control and provide regular updates of progress and estimated time to completion. • All equipment and personnel should be directed to a place of safety and the Safety Car should be the last vehicle to leave the circuit, indicating the circuit is ready for the event to continue.

The response to other technical issues will be decided according to the advice of the Section IO, Chief IO and Safety Car driver

10. KILO SEVEN - SEVEN (MAJOR OFF TRACK EMERGENCY)

At major sporting events there is always the possibility of a major off track emergency, such as, a bike hitting and injuring spectators, fire, explosion, collapse of building or grandstand etc. In these situations there would be an urgent need for Race Control to be made aware of this situation. The following protocol has been established where in the event of such an occurrence, Race Control can immediately be made aware, by the section incident officer transmitting "Kilo Seven Seven. This message might also be combined with another message e.g. Kilo Three Seven, Kilo Seven Seven, where for instance a bike has crossed into a spectator area with resultant casualties. This alerts Race Control there is a major off track emergency that will almost certainly involve casualties and require additional resources and may require the Race Director to initiate the circuit major incident plan.

• A Kilo Seven Seven message DOES NOT mean a red flag situation and Race Control will decide upon the best course of action.

BULLETIN ONE - FINAL INSTRUCTIONS (18-08/01)

This bulletin is supplementary to the MCRCB Sporting Code, the MCRCB General and Championship Regulations as detailed in the 2018 MCRCB Yearbook.

1. ADMISSION TO THE CIRCUIT AND PADDOCK ARRANGEMENTS All working vehicle parking will be under the instructions of the MSVR-BSB Paddock Parking crew, strictly in accordance with the attached paddock plan. There will be no access to the paddock outside of the times below. Please do not attempt to enter the paddock at other times without specific authorisation.

All access is via the main entrance – please do not block or obstruct the public highway.

There is no private vehicle access to the working paddock. Only “Working Vehicle”, “Access All Areas” “Living Vehicle” or “Crew Vehicles” (limited access only) pass holders are permitted within the secure paddocks. All private vehicles and non essential vehicles will not be permitted in the paddock.

ARTIC CAB UNITS MAY NEED TO BE REMOVED AND PARKED IN A SPECIAL AREA IF DIRECTED.

There will be no access to the paddock for parking up outside of the above times and in principal there should be no vehicle movements into or out of the paddock after 22.00hrs in consideration of those living/sleeping in the paddock. Any team arriving after 20:00 on Friday evening will have wait in an overnight holding area. The paddock parking team will not facilitate out of hours arrivals as strict venue conditions are in force.

HOSPITALITY All hospitality will be placed in a “village” in an area behind Chris Curve. All structures must be built by the end of Friday. Additional passes (limited) will provided for team scooter and delivery vehicles requiring access to the area. This area is in full view of the public and any sub standard presented vehicles will be removed. To minimise the damage to ground conditions vehicles movements over the site must be kept to an absolute minimum. A TV picture signal will be fed to a central point and teams may tap into this by using standard video coax cable (such as PSF1/3), the end to connect to the distribution point would need be a 75ohm BNC plug. British Eurosport 2 (SKY Channel 411) will broadcast live qualifying Saturday 15:30-18:00 and live racing Sunday between 13:00 – 18:00.

PADDOCK DELIVERY For exceptional circumstances a “Paddock Delivery Pass” may be issued for a specific time period. These are available from the Race Administration Centre.

VEHICLES – GENERAL All vehicles must comply in principal with the conditions set in the 2018 Supplementary Regulations.

2. RACE ADMINISTRATION CENTRE The Race Administration Centre is located in the portacabin opposite the scrutineering bay, opening at 14:00- 17:30 Thursday and 07:30-18:15 Friday-Sunday.

3. PASSES PLEASE NOTE THAT ONLY A GENUINE/SUBSTANSIATED REASON FOR PASS MODIFICATIONS WILL BE CONSIDERED AND A CHARGE OF £20 PER PASS CHANGE MAY BE APPLIED. MSVR MAY SUBSTITUTE PERMANENT PASSES FOR ONE EVENT PASSES AT THEIR DISCRETION.

FOLLOWING A LARGE NUMBER OF TEAM MEMBERS AND RIDERS THAT HAVE “FORGOTTEN” THEIR OWN PASS AT RECENT MEETINGS THERE WILL NOW NEED TO BE A CHARGE FOR A ONE ROUND TEMPORARY PASS, THIS WILL BE A FIXED CHARGE OF £30 FOR A PIT LANE PASS

Via the assembly area, around the Woodland section of the circuit into the pitlane. There will be a 3 - 5 minutes period prior to practice and race periods to transit from the assembly area to the pitlane.

During this period any equipment required to be taken to the bottom pitlane can be taken by scooter/pit trolley – Race bikes transit via the Woodland section of the circuit, scooters and pit trolleys via the centre road. The use of quad bikes/trikes/golf buggies etc. will not be permitted.

For the Superbike class ONLY each team will be permitted the use of one support vehicle (van) for the purpose of dropping off or picking up equipment and then vacating and parking in a designated area in the top paddock. At the conclusion of each Superbike practice session there will be a further period for Superbike support vehicles to come back to the pitlane to take equipment back up to the main paddock area. Prior to vehicle movements down to the pitlane support vans must assemble along the Hairpin service road (under the direction of the marshals, ensuring that a through route remains for emergency service vehicles). VANS MAY ONLY BE USED FOR ESSENTIAL JOURNEYS

• For free practice, qualifying and warm ups riders may start the session and service during the session from either the assembly area or the bottom pitlane.

• For races, prior to the commencement of the start procedure, all riders should be in the bottom pitlane.

• FOR THE RACES ALL NECESSARY EQUIPMENT INCLUDING SPARE WHEELS ETC SHOULD BE IN THE BOTTOM PITLANE. IN THE EVENT OF AN INTERRUPTED RACE ALL WORK SHOULD BE CARRIED OUT AS FAR AS POSSIBLE AND PRACTICAL IN THE BOTTOM PITLANE.

5.1 SIGNALLING

During practice and warm ups it is permitted to signal from the area at the top of the paddock aswell as in the bottom pitlane. To ensure that there is adequate room for all to signal and service safely, personnel supporting riders (without a pit box) with an odd race number should signal from the top assembly area and those with an even number from the bottom pitlane.

• During racing all signalling must be from the pit wall in the bottom pitlane.

• Due to the confined working area in the pitlane only bona-fide working personnel should be present – this applies particularly to the signal and service areas.

Anyone deemed to be not performing a working role may be asked to vacate these areas, regardless of their credentials.

5.2 PEDESTRIAN CROSSING

Once practice sessions have started no team members must attempt to cross the circuit. Any infringement of this may result in a penalty for the rider of the team concerned. The top of the mountain will close appx. ONE MINUTE before the start of each session without exception.

6. TO EXIT THE CIRCUIT 6.1 After completing the slowing down lap all machines must enter the pit lane (if allocated a pit box) or the paddock return road. 6.2 The only exceptions are the machines of those riders involved in the finishing ceremony. The riders must stop on their machines at the podium area. Their machines must be taken to the parc ferme by a team member. 6.3 Teams/Riders must observe the parc ferme regulations. Failure to comply may mean exclusion from that practice session or the race. Due to the logistics of Cadwell Park, for teams in the bottom pitlane garages, machines will be placed in parc ferme conditions in their garages (the doors must be open), with the exception of those involved in the podium ceremony. Dismantling of the garage set up cannot begin until the official parc ferme period has ended, nor will support vehicles be permitted in the pit lane during this period.

8. PRACTICE STARTS a) Pit Lane Exit, at any time. b) After the Chequered Flag in the designated “Practice Start Zone” marked by a board at the edge of the track AWAY FROM THE “RACING LINE”

9. START PROCEDURE There will one sighting lap and ONE warm up lap for all classes.

The start signal will be the RED LIGHT going off.

10. START PROCEDURE – SUPERBIKE & SUPERSPORT Riders positioned on the first four rows of the grid must remove their helmets from the time of completion of the sighting lap to the display of the “3 Minutes” board for the purpose of TV grid interviews. In the event of a wet or restarted race this will not be required.

11. POST RACE PROCEDURES/PRESS CONFERENCES At the end of each race the first three Riders will be directed to a special area (marked out 1st – 2nd – 3rd) for the post race interviews and podium ceremony. One helper per rider only is permitted in this area.

12. FUEL WP Racing will be available onsite; as 2017, there is no need to pre-order, just pay on collection: Thursday 1400 – 1800 hrs Friday 0800 – 120 0hrs & 1330 – 1730 hrs Saturday 0800 – 1200 hrs & 1330 – 1730 hrs Sunday 0900 – 1200 hrs adjacent to the circuit fuel pumps in the paddock. The results of the fuel testing by MSVR are a matter of fact.

13. PIT LANE SPEED LIMIT The Pit Lane Speed Limit will be enforced with the use of a radar. The maximum speed is 60 kph. You will be warned for the first offence but any subsequent offences will be penalised.

14. NOISE RESTRICTIONS Engines may not be started before 08.30 or after 18.30. The Noise Testing Area is at the entrance to Technical Control.

15. PADDOCK TRANSPORT (SCOOTERS) The use of Paddock transport is granted on the express condition that it is to help teams to function during an event, one scooter pass per rider will be issued.

16. MEDICAL CENTRE Main medical centre manned 24 hours throughout the event.

17. FIRE PRECAUTIONS All Teams must carry a suitable fire extinguisher in accordance with MCRCB Regulations. Random checks will be carried out to ensure that this is complied with.

18. SAFETY CAR The Safety Car will enter the circuit at pit lane exit.

19. PIT AND PADDOCK EXIT – SPECIAL FLAG CONDITIONS During free and qualifying practices a stationary white flag may be displayed at the pit exit and the entrance to Hall Bends indicating that there are slow moving riders leaving the pit and paddock exits. Similarly riders leaving the pits may be shown a blue flag to indicate that faster riders are approaching. Riders leaving the pit and paddock must keep to the side of the circuit that they exit and not deviate.

Additional exit control will be placed at the exit adjacent to the Club House where temporary lights will be installed and must be respected at all times.

The use of the waved white flag is retained to indicate any slow moving “non-competing” service vehicle.

20. TRANSPONDERS (RIDER/MOTORCYCLE IDENTIFICATION DEVICE) During all free and qualifying practices, warm up and the races, motorcycles must have fully working transponders attached. Any transgression of this may result in the rider being shown the black flag.

21. BULLETINS AND REGULATION UPDATES Various regulations have changed and a number of bulletins have been published to date and are available for view on www.msvracing.co.uk/bsb – copies will also be available from Race Administration

23. SUPERBIKE/SUPERSPORT – TYRE REGULATIONS

SUPERBIKE CLASS The Official Supplier will supply each registered rider participating in the championship event, with tyres for each rider for each Championship Event.

A tyre usage limit applies for the race weekend (free and qualifying practices, warm up and races). 11 Rear (dry) tyres and 8 Front (dry) tyres at this event. A maximum of 3 new Rear (dry) tyres may be used in qualifying practice.

When three races are scheduled an additional 1 set of dry tyres will be authorised.

SUPERSPORT CLASS The Supplier will supply each registered rider participating the championship event, with tyres for each rider for each Championship Event.

Teams will be confined to these selection volumes.

Across all sessions (2 x Free Practices, 1 x Qualifying Practice, 1 x Sprint Race, 1 x Warm Up, 1 Feature Race):

DRY Tyre use restricted to: 5 x fronts and 6 x rears.

No tyre change is permitted during a race in a Red Flag interruption (including a race interrupted with less than 3 laps of its duration completed by the leader), other than when the race status (“wet” or “dry”) is officially changed and announced by race control. In the event of a tyre change authorised by the Chief Technical Official in the case of a proven tyre failure, the rider must start the re-start from the back of the grid or the pit lane exit. Any other unauthorised tyre change will result in a penalty.

Uniform tyre/wheel rim sizes in order to reflect the production derived status of the class and to promote the best practical and economic situation are adopted, see MCRCB Yearbook F4.3.

WET weather tyres must be a fully moulded tyre. The use of hand cut tyres is not allowed.

Controls: Stickers must be clearly fixed as per instructions issued by the Tyre Control Official. The tyre controller may at any time declare that selected teams identical tyre products are exchanged before use.

1. An envelope, with the relevant stickers in it, will be available at Race Administration for collection by each team/rider. Where a team runs 2 or more riders separate envelopes will be provided for each rider. 2. The envelope will contain stickers for both the front and rear tyres, the FRONT stickers having WHITE numbers and the REAR having BLACK numbers. 3. The stickers MUST be applied to the relevant tyre wall on the right hand side. 4. The clear backing sheet MUST be removed after the sticker has been fixed on the tyre. 5. It is not necessary to remove stickers from previous rounds. 6. A tyre control area will operate at the pit exit and the rider must slow to walking pace to enable the team to confirm that the correctly coloured stickers are in place on both tyres and no machine will be allowed to join the track without them being in place. Failure to slow sufficiently to allow this check to be carried out will lead to the rider being black-flagged.

Race

1. All tyres purchased at the meeting for use in the race will have manufacturers markings that identify them to the tyre control team and Pirelli staff. 2. Checks will be carried out both on the grid and in parc ferme to confirm that only tyres purchased at the meeting are used.

Any questions must be referred to Tyre Control Official Nathan Mullenger or other members of the tyre control team.

ANY FURTHER EVENT SPECIFIC TYRE INFORMATION WILL BE PUBLISHED BY OFFICIAL BULLETIN

25. BSB TEAMS RADIO Teams radio use is MANDATORY and spot checks will take place during practice/races. One person from each team must monitor the teams’ radios prior and during each BSB session.

26. NO RESTART AFTER A CRASH As per the 2018 MCRCB yearbook riders who fall from their machine are not permitted to continue in the practice session or race until passed fit by a Medical Officer (Ground Post or Medical Centre) and the machine re-inspected and cleared by Technical Control. Any infringement of this rule will result in the rider being disqualified from the remainder of the practice session or race and may result in further penalties.

In the event of a practice or race being interrupted by a red flag, any crashed machines will be recovered and taken to Technical Control and released to the Team for repair. Once the repaired machine has been re-inspected and cleared by a Technical Official a rider may continue in the restarted practice or race. In the case of the second part of an interrupted race this only applies to riders classified in the result of the first part.

EXCEPTIONS: In the BSB (Superbike) and BSS (Supersport/GP2) classes only, in the event of a rider falling from their machine during any of the free and qualifying practices, and any of the sighting laps or warm up lap(s) and provided the machine has made negligible contact with the ground or a barrier, it may be possible for the rider to remount and continue back to the pit lane, PROVIDED that the following procedure is respected.

1. After the crash, and before continuing, the machine must be inspected by the marshals, including the chief marshal of the section who will make a determination and report the situation by radio to Race Control.

2. Subject to approval being granted by Race Control, who will take into account the report of the marshal, the location of the incident, the closest available track exit and distance to the pit lane and any risk to disrupting the practice session or delay to the start of race – the rider may remount and continue around the circuit and a) during practice sessions leave the circuit at an exit or the pit lane as directed by the marshals, following the instructions of Race Control or, b) during sighting or warm up laps, enter the pit lane, keeping off of the racing line. In this situation riders must take great care, not hinder other riders and strictly observe blue flags.

3. Once the rider has reached the pit lane/pit box, further repairs may be carried out under the supervision of a technical official. Once cleared by technical control the rider may exit the pit lane to continue the practice session or the sighting laps period if still in progress, or else in the case of a race, start the warm up lap from the pit lane in which case the rider will start the race from the back of the grid, or start the race from the pit lane exit. The last option to start the race from the pit lane exit expires when the leader crosses the finish line to complete the first racing lap.

3. The decision of Race Control and instructions of the marshals is final. Penalties will be imposed for disregarding these and any actions that prejudice safety or the start procedure.

Further comments:

a) In the Superbike free practice one only, in the event of no fallers or technical retirements the session will run uninterrupted, save for red flag situations.

b) If, five minutes before 50% point of the duration of the session there are machines that require recovering via the circuit the Race Director will advise (via the timing screens and teams radio) that he will interrupt the session by display of red flag at the 50% point. The machines will be then be recovered to Technical Control and the session restarted as soon as possible, lost time will not be added to the total session duration.

c) If the session has been interrupted by the red flag prior to the 50% point in the session the session will not be further interrupted by the method described in (b) above.

27. STARTING GRID/MAX NUMBER OF STARTERS (MCRCB E 1.5.3) The maximum number of starters is: Practice: 54 / Race: 33 (BSB), 42 (Motostar), 36 all other solo classes. 26 Sidecar.

28. BENNETTS BSB TEAMS SPLIT PIT LANES To ensure equalisation with those in the lower pit lane, teams exiting from the top paddock area will be considered on an OUT LAP until the second pass of the finish line.

29. The ride through penalty is replaced with a 10 seconds time penalty at this event/venue.

30. 2018 ENTRY FEES All remaining entry fees (other than Ducati’s which are due prior to Silverstone) are now due for season entrants, these will automatically be collected from your registered card on Thursday 16 August but it is your responsibility to please check that the card has not changed and you have Final Instructions v1 – Cadwell Park 17.18.19 August 2018 – Page 8 of 9 sufficient funds available. MSVR will require all entries to be settled by cash, card or cheque prior to going on track on Friday 17 August.

The insurance is conditional upon compliance of the organisers with the regulations and requirements and the policy conditions. The limit of the indemnity is £20million. This is to certify the Insured (MCRCB) is indemnified in accordance with the terms of the Master Policy up to the Limit of Indemnity.

Any Organiser, Affiliated Club, Promoter, Official, Sponsor, Landowner, Competitor or any other party acting under the authority of the first named party in the Schedule in connection with the business will be jointly indemnified by the MCRCB legal liability Policies, in respect of claims by any person other than employees of the Landowner.

In case of any accident involving injury to any third party or damage to their property the organisers should give notice to the MCRCB within 7 days, together with the fullest information in writing. No admission, offer, promise or payment shall be made by the organisers or its officials without written consent of the insurers and/or their agents.

Financial Declaration A copy of all documentation including 2 programmes and accident statistics must be sent directly to the Secretary to the MCRCB Directors.
