Peer Noor ul Haq is a key prosecution witness, and police have reportedly threatened and harassed him and his family. Amnesty International believes their lives are in danger. Peer Noor ul Haq was arrested on 19 June 1999, after he lodged a complaint that certain police officers had taken bribes. He was detained for ten days, during which he was tortured. On the night of 23 June two other men, Ghulam Matto and Javid Shah, were put into the same cell as him. He heard screaming from another cell, which he took to be the sound of a third man being tortured. Shortly after the screaming stopped a senior police officer came and took away Ghulam Matto and Javid Shah. Neither man was seen alive again, and their bodies were found in a village 70 miles away. The body of the third man, Nazir Gilkar, was recovered from Dal Lake in Srinagar. A group of police officers have been charged with the killings. Since Peer Noor ul Haq came forward as a witness, police have threatened to kill him unless he decides not to testify. Both the State Human Rights Commission and the High Court of Jammu and Kashmir have ordered that he receive police protection, but no such protection has ever been provided.

    Playing Politics with the Jamaat in Kashmir UMAIR GUL On March 6, 2019, supporters of the People's Democratic Party (PDP) held protests in Kashmir against the ban on the Jamaat-e-Islami by the Union government. Photo: Nissar Ahmad/The Hindu The Jamaat-e-Islami, Jammu and Kashmir, was recently banned by the Union Home Ministry for the third time in its chequered history. Oddly enough, mainstream State parties, such as the National Conference (NC) and the People’s Democratic Party (PDP), that had earlier not only been critical of the Jamaat’s activities but also been party to previous instances of outlawing of the organisation, opposed the ban this time. In this article, Umair Gul, a Doctoral research scholar at the Nelson Mandela Centre for Peace and Conflict Resolution, Jamia Milia Islamia, New Delhi, traces the story of the Jamaat in Jammu and Kashmir (J&K) from 1947 to the present day. He explains how the actions of successive governments at the Centre actually gave an impetus to the growth of the Jamaat; why the NC and the PDP, once inimical to the organisation, have become its defenders today, and how all this will impinge on the forthcoming five-phase parliamentary elections in the State. n February 28, 2019, the Union Ministry of Home Affairs banned the Jamaat-e-Islami, Jammu and Kashmir, describing it as “prejudicial to O internal security and public order”. Political parties in the State were quick to condemn the move by the central government. Introduction This paper is related to the post-Kargil phase when dialogue and peace process was initiated in J&K to restore democratic process. It explores in detail the external and internal factors which led to changes in the Kashmir policy. It also assesses the changes in policies towards Kashmir at various levels. The J&K Assembly election in 2002 marked a significant point of departure for the state. These elections and their impact on the state politics of J&K have also been discussed and analysed. The regional as well as communal polarisation in Jammu and Kashmir (J&K) was reflected more sharply in its state politics during the decade of the nineties, especially in the background of militancy and political upsurge. Rekha Chowdhary mentions that the alienation of Kashmiris had the effect of bringing into focus the divergence of political aspirations between Kashmir on the one hand and Jammu and Ladakh on the other. This divergence was politicised in both the regions during 1990-1996 when normal political processes were suspended in the valley. During this period there was intensification of political deliberations around the regional aspirations in both the areas. The issue of ‘regional autonomy’ had become the most vocal issue of these regions by 1996.1 3.1 The Agenda for Autonomy The State Autonomy Committee (SAC) and Regional Autonomy Committee (RAC) were set up by the Farooq Abdullah government in November 1996 to outline the prospects of greater autonomy for J&K.
