The population data, released by the U.S. Bureau of the Census on March 2001, is based on the April 2000 census. Idaho crime data reported in 2000 represents 98% of the total population; therefore, rates are calculated on an adjusted population base. Contained in this publication is information about the nature and volume of crime in our State. The documents accuracy continues to be dependent upon the information provided by the contributors. Statistical information depicts offenses reported to law enforcement after confirmation of a call for service or complaint clearly indicates the commission of a crime. However, it does not reflect dispositions by a coroner, prosecutor, or court. This publication is prepared with the hope of providing a valuable tool to assist law enforcement administrators in determining their priorities in the fight against crime. It should also prove to be a vital resource to legislators, researchers, educators, and other public and private agencies involved with criminal justice in Idaho. This edition of Crime in Idaho includes a special supplement describing our efforts to combat the production, sale, and distribution of methamphetamine in the state. We believe the statewide methamphetamine initiative is having a clear and measurable impact on this pervasive threat. The success and viability of this publication is the direct result of a joint venture between the Idaho State Police and all contributors. The collection and publication of crime statistics increases awareness for all citizens and establishes a greater understanding of the problems facing law enforcement. Strickfaden Director Introduction iii 2000 Crime In Idaho Dedication In special recognition of 11 years of service managing the Idaho Uniform Crime Reporting (UCR) program, this issue of the Crime in Idaho 2000 is dedicated to Dona Wood. Dona Wood Crime Data Reporting Analyst Idaho Uniform Crime Reporting Unit 1987 - 1998 Records Supervisor Criminal History Unit 1998 - 2000 Her contributions to the Idaho UCR program started in 1987. As a result of her vision and dedication, Dona pioneered Idahos successful journey to implement the expanded and enhanced method of crime reporting known as the National Incident Based Reporting System (NIBRS). Throughout the years of managing the UCR program, Dona exemplified her desire to provide accurate and uniform crime information. Her dedication contributed greatly to the improvement of the Crime in Idaho publication and elevated the level of customer service our department strives to achieve. She developed and conducted POST certified UCR/NIBRS training within our state. Being considered an expert in her field, she served on a variety of panels and committees established to address crime related issues facing our society. Nationally, Dona represented Idaho on all issues related to UCR/NIBRS and participated in several Association of State Uniform Crime Reporting Programs (ASUCRP) national conferences. She is respectfully recognized locally and nationally for her leadership and willingness to assist law enforcement agencies and the criminal justice community. We extend our deepest appreciation to Dona as she retires with 14 years of faithful service to the Idaho State Police.
