Liu Xiaobo, November 19882 I FROM 1988 to early 1989, it was a common sentiment in Beijing that China was in crisis. Economic reform was faltering due to the lack of a coherent program of change or a unified approach to reforms among Chinese leaders and ambitious plans to free prices resulted in widespread panic over inflation; the question of political succession to Deng Xiaoping had taken alarming precedence once more as it became clear that Zhao Ziyang was under attack; nepotism was rife within the Party and corporate economy; egregious corruption and inflation added to dissatisfaction with educational policies and the feeling of hopelessness among intellectuals and university students who had profited little from the reforms; and the general state of cultural malaise and social ills combined to create a sense of impending doom. On top of this, the government seemed unwilling or incapable of attempting to find any new solutions to these problems. It enlisted once more the aid of propaganda, empty slogans, and rhetoric to stave off the mounting crisis. University students in Beijing appeared to be particularly heavy casualties of the general malaise. -

In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences. -

The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

MEDIA RELEASE June 26, 2017 CHINA RELEASES 2010 NOBEL PEACE PRIZE LAUREATE AND FREEDOM NOW CLIENT LIU XIAOBO ON MEDICAL PAROLE Liu reportedly has terminal liver cancer; he and his wife Liu Xia must immediately be given access to counsel and international community Washington, D.C. – Liu Xiaobo, China’s most prominent dissident and recipient of the 2010 Nobel Peace Prize, has been released on medical parole after he was diagnosed with terminal liver cancer. Dr. Liu is receiving treatment in the north-eastern city of Shenyang after receiving the diagnosis in May, according to his local lawyers. “We are grateful for Dr. Liu’s release, but are deeply disturbed by the circumstances under which the Chinese government granted him parole,” said Jared Genser, Founder of Freedom Now and pro bono international counsel to Liu Xiaobo and Liu Xia since mid-2010. “It is unconscionable that the government neglected Dr. Liu’s health, despite repeated calls from the international community to ensure proper care. The Chinese authorities must provide Liu Xiaobo open access to his counsel and to the international community so that his wishes at this difficult time can be ascertained and honored,” he added. Liu Xiaobo is a scholar and pro-democracy activist imprisoned for his role in drafting Charter 08, a political manifesto that calls for increased rule of law, greater respect for human rights, and the end to one-party rule in China. The Chinese government detained Dr. Liu on December 8, 2008 — two days before the official release of Charter 08. The government held him in solitary confinement and denied him access to his lawyers. -

In the history of this relationship, a cyclical pattern of Chinese attempts, both violently assimilative and subtly corrosive, to control Tibetan Buddhism and a multifaceted Tibetan resistance to defend their religious heritage, will be revealed. This article will develop a security-based logic for that cyclical dynamic. For these purposes, a two-level analytical framework will be applied. First, the framework of the insecurity dilemma will be used to draw the broad outlines of the historical cycles of repression and resistance. However, the insecurity dilemma does not look inside the concept of security and it is not helpful to establish how Tibetan Buddhism became a security issue in the first place and continues to retain that status. The theory of securitisation is best suited to perform this analytical task. As such, the cycles of Chinese repression and Tibetan resistance fundamentally originate from the incessant securitisation of Tibetan Buddhism by the Chinese state and its apparatchiks. The paper also considers the why, how, and who of this securitisation, setting the stage for a future research project taking up the analytical effort to study the why, how and who of a potential desecuritisation of all things Tibetan, including Tibetan Buddhism, and its benefits for resolving the protracted Sino- Tibetan conflict. -

BACKGROUND Liu Xiaobo is a Chinese scholar and democracy activist who was sentenced to 11 years in prison for “inciting subversion of state power” on December 25, 2009, for his role in drafting Charter 08. The Chinese government previously detained Dr. Liu for his peaceful democracy advocacy on four occasions, including his participation in the 1989 Tiananmen Square protests. -

The party aggressively monitors and restricts media and internet commentary about the event. As Sinologist Jean-Philippe Béja has put it, during the last two decades it has not been possible “even so much as to mention the conjoined Chinese characters for 6 and 4” in web searches, so dissident postings refer instead to the imagi- nary date of May 35.1 Party censors make it “inconceivable for scholars to ac- cess Chinese archival sources” on Tiananmen, according to historian Chen Jian, and do not permit schoolchildren to study the topic; 1989 remains a “‘for- bidden zone’ in the press, scholarship, and classroom teaching.”2 The party still detains some of those who took part in the protest and does not allow oth- ers to leave the country.3 And every June 4, the CCP seeks to prevent any form of remembrance with detentions and a show of force by the pervasive Chinese security apparatus. The result, according to expert Perry Link, is that in to- M.E. Severe restric- tions on expression accompanied by a relentless disinformation campaign engenders facts, knowledge and truth to become priceless. This has long been the case with Tibet. At the time of the publication of this report, Tibet has been fully oc- cupied by the People’s Republic of China (PRC) for just five months shy of sixty years. As China has sought to develop Tibet in certain ways, largely economically and in Chinese regions, its obsessive re- strictions on the flow of information have only grown more intense. Meanwhile, the PRC has ready answers to fill the gaps created by its information constraints, whether on medieval history or current growth trends.
