Account of employees. 12. Communication relating with charge allowance of officers and staffs. 13. Cr.C.D – Issue of Cr.C.D. Cheque and connected work. 14. Preparation of Lapse Bills. 15. Preparation of Refund Bills etc. 16. Issuing of salarycertificate and non- liability certificate. 17. Treasury reconciliation of monthly expenditure. 18. Updation of all the matters of the Judicial Officers in SPARK including their transfer 12. Maintenance of GPF, SLI, G.I.S., and LIC pass books. 13. Preperation of Tour T. A, Transfer T. A. of Officer and Staffs 14. Preparation of Medical Reimbursement Bills of Officer and Staffs 15. LTC 16. Maintain All Relevant Registers 3. Property Section 1. Receive all Thondy Articles From Police Stationes and Excise office in the jurisdiction. 2. Enter details of thondy details in the property Register. 3. Keep all the Non-valuable Thondy items in the Thondy room Safely. 4. Carry over all old Thondy Articles Details Every Year, keep and maintain the reghister. 5. Receive and forward samples to Chemical and Forensic Labs for examination. 6. Forward Thondy Articles to Other Subordinate courts. 7. Submit properties in connection with committed cases to Hon'ble Appellate and Apex courts. 8. Dispose Ripe Thondy Articles as per Rules. 4. Bench Section 1. To attend the work in the bench Sectionie, Calling of Cases Filing of CC/St/MC/CP/CMP/LP Cases Etc. 2. To prepair and submit periodical statements 3. Custodian of pendingcaes and LP cases. 4. Maintain all relevant registers (ie,Filing registers, A- Diary, Posting Book, Pending List of cases, Witness Attendance Register, CMP Register, and CF Register) of the Section. 5. Preparing monthly statement of Under Trial Prisoners, quarterly and monthly statements of all prisoners, Confidential Report Statements of Judicial Officer. 6. Communications related with L.A. Interpellation. 5. Record Section 1. To Receive the records of disposed cases and registers and to take steps for destruction of ripe records. 2. To index Disposed cases 3. Give records to Copy section. 4. Distruct the records as per Record Destruction rules. 5. Maintain all relevant registers (ie,Record Destruction register, Return of Document Register-Form No.31, Record issue Register, Register for the Sale of Waste Paper)of the Section. 6.FIR Section 1. Recive FIR and connected records from various police Stations and Excise range Offices under the Court Jurisdiction. 2. Maintain FIR Register,RC Register, UN/UD Registers Etc. 3. Verify all crime records after receiving charge Sheet/Final report ,Hand over to the Bench Section after entering in to the CIS Filing System 4. Keep all the crime records(FIR,Occurrence report and all connected records) till filing the final Report. 5. Prepair Statements related to filing of Crimes. 7.CIS Filing Section. 1. Enter all the case file details in the Case Information System(CIS Filing system and maintain up to date.) 2. Prepair Statement related to the progress CIS Filing. 3. Give information to the public out the case proceedings. 4. Maintenance of computer Hardware – maintenance of register and its monitoring. 8. Fair Copy Section 1.Fair copying, typing and preparation of readable copies of depositions. 2.Maintain A,B and C registers. 9 .Appeal And Committal Section 1. Listing, Indexing and Submitting appeal and Committed Cases to Hon'ble Higher Courts, Receive back the the case records after appeal. 2. Maintain Registers of appeal and Committal Cases. 10.Process and L.P.Cases Section 1. Issue Summons and Warrants as per the order of the Judicial officer in pending cases and also issue Warrents in L.P cases periodically. 2.Maintain process and L.P Registers. 11.Confidential Assistant 1. All confidential Works of the Court including typing judgments and other judicial orders. 2. Prepairing Calender Statements. 3.Mainintain Periodicals and Periodical register. 2.     Understanding REPORT OF THE WESTERNGHATS ECOLOGY EXPERT PANEL KERALA PERSPECTIVE KERALA STATE BIODIVERSITY BOARD Preface The Western Ghats Ecology Expert Panel report and subsequent heritage tag accorded by UNESCO has brought cheers to environmental NGOs and local communities while creating apprehensions among some others. The Kerala State Biodiversity Board has taken an initiative to translate the report to a Kerala perspective so that the stakeholders are rightly informed. We need to realise that the whole ecosystem from Agasthyamala in the South to Parambikulam in the North along the Western Ghats in Kerala needs to be protected. The Western Ghats is a continuous entity and therefore all the 6 states should adopt a holistic approach to its preservation. The attempt by KSBB is in that direction so that the people of Kerala along with the political decision makers are sensitized to the need of Western Ghats protection for the survival of themselves. The Kerala-centric report now available in the website of KSBB is expected to evolve consensus of people from all walks of life towards environmental conservation and Green planning. Dr. Oommen V. Oommen (Chairman, KSBB) EDITORIAL Western Ghats is considered to be one of the eight hottest hot spots of biodiversity in the World and an ecologically sensitive area. The vegetation has reached its highest diversity towards the southern tip in Kerala with its high statured, rich tropical rain fores ts. But several factors have led to the disturbance of this delicate ecosystem and this has necessitated conservation of the Ghats and sustainable use of its resources. Thirty species of larger mammals were recorded from the sanctuary which include the endangered lion-tailed macaque Macaca silenus, Nilgiri marten Martes gwatkinsi, Spiny dormouse Platacanthornys lasirus and Leopard cat Felis bengalensis. Of these five species of animals were recorded as destructive to 17 crops. Tapioca and plantain were destroyed by wild boar and elephant. Crop damage by wildboar can be considered as severe where as from elephants it was only moderate. Thirteen indigenous crop protection methods were recorded from the area, which are effective up to certain extent. Solar electric fence was effective with proper maintenance and it completely prevented animals like elephant, sambar and gaur. Besides crop damage instances, four man slaughters were also recorded. Regarding man-wildlife conflict, tribals were experiencing only less of it where as local people are severely affected. Peripheral settlements have more educated people and the incidence of crop damage was also more. Local people heavily depended on the forest for thatching grass, reed and firewood. Kotoor tribal market was the main outlet for tribals to sell their NWFP collections and eight items were commonly brought to the unique auction market controlled by the Kerala Forest Department.

Abstract The Peppara Wildlife sanctuary is a traditional resource base for substantial non-wood forest produce (NWFP). Checklist of NWFP from the sanctuary is prepared on the basis of data collected over a period of one given month; it is subject to the season, availability, market demands and to the known trade outlets. Major items such as fuel wood, fodder and some medicinal plants have been quantified. The checklist includes products used at subsistence, local use and commercial levels. Acknowledgements From the traditional perspective on non-wood forest produce as just a source of commercial exploitation to the present one of conservation of the wealth of biodiversity, the managers of our forests have come a long way in the sustainable utilization of natural resources.
