Social sector reforms that establish people’s fundamental human rights, clarify the the foundations of a democratic, accountable and well-performing society. The four cases presented in this volume on anti-violence against women and children, reproductive health, freedom of information and education reform provide insights into the mix of analytical work, coalition building, struggle and perseverance that are needed by committed reformers and their supporters to achieve the reforms that they wish for. The process by which reform takes place depends on the complex interaction of many factors: reform leadership at the highest level; a motivated, case and positive media coverage; and public support. Coalitions that fail to bring these elements together are unlikely to succeed. This is the second volume of reform cases documented by The Asia Foundation supported by Australian Aid and other partners. The social sector cases presented in this volume complement the economic reform Built on Dreams; Grounded in Reality published in 2011. Taken together the two volumes constitute an invaluable guide to all who are actively involved or interested in how the process of reform takes place in the Philippines. Through an analysis of the historical origins and changing meanings of “ilustrado” in Philippine literary and nationalist discourse, this article looks at the politics of reading and writing that have shaped international and domestic reception of the novel. While the novel seeks to resignify the hitherto class- bound concept of “ilustrado” to include Overseas Filipino Workers (OFWs), historical and contemporary usages of the term present conceptual and practical difficulties and challenges that require a new intellectual paradigm for understanding Philippine society.   • Psychographics Study on the Voting Behavior of the Cebuano Electorate
    PSYCHOGRAPHICS STUDY ON THE VOTING BEHAVIOR OF THE CEBUANO ELECTORATE By Nelia Ereno and Jessa Jane Langoyan ABSTRACT This study identified the attributes of a presidentiable/vice presidentiable that the Cebuano electorates preferred and prioritized as follows: 1) has a heart for the poor and the needy; 2) can provide occupation; 3) has a good personality/character; 4) has good platforms; and 5) has no issue of corruption. It was done through face-to-face interview with Cebuano registered voters randomly chosen using a stratified sampling technique. Canonical Correlation Analysis revealed that there was a significant difference as to the respondents’ preferences on the characteristic traits of the presidential and vice presidential candidates across respondents with respect to age, gender, educational attainment, and economic status. The strength of the relationships were identified to be good in age and educational attainment, moderate in gender and weak in economic status with respect to the characteristics of the presidentiable. Also, there was a good relationship in age bracket, moderate relationship in gender and educational attainment, and weak relationship in economic status with respect to the characteristics of a vice presidentiable. The strength of the said relationships were validated by the established predictive models. Moreover, perceptual mapping of the multivariate correspondence analysis determined the groupings of preferred characteristic traits of the presidential and vice presidential candidates across age, gender, educational attainment and economic status. A focus group discussion was conducted and it validated the survey results. It enumerated more characteristics that explained further the voting behavior of the Cebuano electorates. Similarly, Country Reports on Human Rights Practices for 2006 states that violence against women "remained a serious problem" (US 6 Mar. 2007, Sec. 5). According to the Philippine Star, the Department of Social Welfare and Development (DSWD) reported 22,724 victims of sexual abuse from 2000 to 2005 (27 Sept. 2007). The DSWD, which provides programs and services for specific groups including women (Philippines n.d.a), reports on its website that it provided assistance to 237 female victims of rape, 91 female victims of incest and 5 female victims of "acts of lasciviousness" in 2006 (ibid. n.d.b). According to the National Commission on the Role of Filipino Women (NCRFW), the number of cases of violence against women increased from 1,100 in 1996 to 6,505 in 2005, and police records for 2005 indicate that 17.2 percent of cases reported to the police were rape cases (Philippines Mar. 2006). The Anti-Rape Law of 1997, which amends the definitions of the crime of rape in the Revised Penal Code, also defines marital rape as a crime unless the wife forgives the offender (i.e., her husband) (ibid.

The Philippine budget is identified as a source of corruption as it directly involves the allocation of public money. This study traced the Philippine budget process and identified the various actors that intervened therein. Through process tracing and content analysis, various risks of corruption were identified in each of the four phases of the budget process. These risks include the following: (1) the abuse of discretion by government officials; (2) the failure to make the process transparent; (3) the abuse of discretion in the use of lump sum funds; and (4) the abuse of the authority to reallocate savings in the budget. With the identification of these risks of corruption, appropriate policies were designed to control corruption in the Philippine budget.

    Reproductive Health Bill From Wikipedia, the free encyclopedia Intrauterine device (IUD): The Reproductive Health Bill provides for universal distribution of family planning devices, and its enforcement. The Reproductive Health bills, popularly known as the RH Bill , are Philippine bills aiming to guarantee universal access to methods and information on birth control and maternal care. The bills have become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes introduced by Albay 1st district Representative Edcel Lagman, and Senate Bill No. 2378 or An Act Providing For a National Policy on Reproductive Health and Population and Development introduced by Senator Miriam Defensor Santiago. While there is general agreement about its provisions on maternal and child health, there is great debate on its key proposal that the Philippine government and the private sector will fund and undertake widespread distribution of family planning devices such as condoms, birth control pills(BCPs) and IUDs, as the government continues to disseminate information on their use through all health care centers. The bill is highly divisive, with experts, academics, religious institutions, and major political figures supporting and opposing it, often criticizing the government and each other in the process. Debates and rallies for and against the bill, with tens of thousand participating, have been happening all over the country.
