Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker. Luxembourg is the seat of several major institutions such as the European Court of Justice, the European Investment Bank, and the Court of Auditors. Attitude toward the EU Luxembourg is one of the six founding members of the European Union and has historically played a key role in its formation. -

European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -

SYNTHESIS 14 DECEMBER 2016 STRENGTHENING EUROPEAN COLLECTIVE SECURITY Thomas Pellerin-Carlin | Research fellow at the Jacques Delors Institute I dentity and defence were the two key issues debated during the events hosted by the Jacques Delors Institute in Paris on 6 and 7 October 2016, lying at the heart of the speeches delivered by European Commission President Jean-Claude Juncker, by French President François Hollande and by French Prime Minister Manuel Valls. While the 1st debate of the annual meeting of our European Steering Committee dealt with identity, the 2nd one proceeded to focus on defence policy, bringing together Élisabeth Guigou, chair of the French National Assembly’s Foreign Affairs Committee, Étienne Davignon, president of Friends of Europe and Belgian minister of state, and was chaired by Nicole Gnesotto, titular professor of the European Union Chair at the CNAM and vice-president of the Jacques Delors Institute. This synthesis presents the main analysis and recommendations put forward, under Chatham House Rule, by the participants to this debate. 1 France – Attacks on Justice 2000 France Important draft legislation that would have enhanced the independence of the judiciary, especially regarding the appointment and discipline of public prosecutors, failed to be approved by the bicameral parliament in January 2000. The lack of political will on the part of political parties was one of the main reasons behind this failure. Other legislative measures to guarantee equality of arms in criminal proceedings are still pending before parliament. The 1958 Constitution regulates the functioning of the institutions of the Fifth Republic. The President of the Republic, who is the head of state, is elected for seven years by universal direct suffrage. Mr. Jacques Chirac was elected as President on 7 May 1995. In accordance with the results of the parliamentary elections, the President appoints the Prime Minister, who is the head of the government. The Prime Minister conducts the government's general policy and is accountable to parliament. The President of the Republic chairs the Council of Ministers, promulgates the laws and is the chief of the armed forces. He can dissolve the National Assembly and, in a case of serious crisis, exercise exceptional powers (Article 16). The most recent legislative elections were held in 1997. The leader of the socialist party, Mr. Lionel Jospin, became the Prime Minister after his party won a comfortable majority. The legislative authority is vested in a bicameral parliament composed of a 577 seat National Assembly (Assemblée Nationale), elected by universal direct suffrage for a five-year term, and a 321 seat Senate (Sénat), elected for nine years by indirect suffrage. -
Queer Citizenship in Contemporary Republican France
View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Stirling Online Research Repository The PACS and (Post-)Queer Citizenship in Contemporary Republican France Cristina Johnston, University of Stirling, UK Abstract This article examines the theoretical debates that have arisen from the development and subsequent implementation of same-sex partnership legislation in France in 1999. The significance of these debates extends far beyond the specific legislation that triggered them and can be understood as contributing to a far broader analysis of the relevance of traditional French republican ideologies to the realities of contemporary, metropolitan France. The article outlines the socio-political climate against which the legislation evolved and demonstrates how its detail engages with, and challenges, key notions at the heart of French republicanism such as, for instance, the public/private division and questions of kinship, filiation, and the family. Through analysis of the writings of three key figures at the interface of sociological analysis and queer studies in France – Frédéric Martel, Eric Fassin, and Maxime Foerster – I examine how same- sex couples have come to act as figureheads for the problematic status of minority groupings more generally. Ultimately, the article seeks to examine whether this legislation can, through the dialogue and debate it has provoked, pave the way for what can be termed ‘post-queer’ French citizenship, a renegotiation of the relationship between queer citizens and the republic. The Edward Steichen Award Luxembourg was founded in 2004 in memory of the eponymous American photographer and museum curator (born in 1879 in Bivange, Luxembourg) with the aim to stimulate the dialogue between the artistic scenes of Europe and the United States – a dialogue that Steichen himself helped to initiate at the outset of the 20th century. This biennial prize, which is awarded by an international jury to an artist from Luxembourg or the Greater Region, rewards its winner with a six-month residency in New York in the framework of the prestigious International Studio & Curatorial Program (ISCP). -

Pierre Werner, A Visionary European and Consensus Builder1 Elena Danescu, University of Luxembourg Panel on ‘Architects of the euro’, EUSA, Miami, May 2017 Chair: Amy Verdun; Discussant: Erik Jones Abstract As prime minister and finance minister of Luxembourg over 30 years, Pierre Werner played a major role in the building of a united Europe. He gained a strong reputation as a trustworthy consensus-builder between larger powers (Germany and France) and between diametrically opposed positions (‘economists’ and ‘monetarists’), as well as for his ideas on monetary integration. From the early 1950s, Werner advocated a European monetary system based on a currency unit and on a clearing house for central banks. In 1968 he delivered a clear roadmap to EMU, founded on a symmetrical economic and monetary union, with political union as the ultimate goal. Werner’s vital contributions, notably the ‘effective parallelism’ principle, were evident in the Werner Report of 1970, which was offered as the blueprint for EMU in the EU. Based on original sources, this chapter highlights Werner’s contribution as architect of EMU in a threefold way: intellectual contribution, negotiation methods, and consensus building.
