Chapter 2: Historical and Geographical Background of the Study Area 2.1. Historical Background: Bifurcation of the erstwhile district West Dinajpur on 1st April in the year 1992 gave birth of Uttar Dinajpur District, a narrow strip of land between Bihar and Bangladesh extending from north to south, bounded to the north by district Darjeeling, on the east by Bangladesh, in the south by the district of Dakshin Dinajpur and in the West by the district of Malda, also by Kishanganj, Katihar & Purnea Districts of Bihar. The district is subdivided into two subdivisions viz. Raiganj and Islampur. In 1947, Dinajpur district was divided into namely Dinajpur (now in Bangladesh) and West Dinajpur (jointly Uttar and Dakshin Dinajpur districts). It is said that according to the name of King Danuj @ Dinaj, the erstwhile Dinajpur district was named. 2.2. Location of the study area: Uttar Dinajpur district lies within the coordinate of latitude 25°11' N to 26°49' N and longitude 87°49'E to 90°00'E occupying an area of 3142 km² enclosed by Panchagarh, Thakurgaon and Dinajpur district of Bangladesh in the east, Kishanganj, Purnia and Katihar districts of Bihar on the west, Darjeeling district and Jalpaiguri district on the north and Malda district and Dakshin Dinajpur district on the south. 2.3. Administrative division: The district has been subdivided into two sub-divisions viz. Raiganj and Islampur, 110 km (68 mi) apart from each other and comprising mainly of Bengali speaking population while Islampur has a large number of Urdu and Hindi speaking people. There are 4 Municipalities, 9 Blocks and 97 Panchayats covering 3263 inhabited villages. -

This type of work may be regarded as the pioneer work for further more elaborate studies of Angiosperms for documentation or studies in different aspects in the field of Biology. This means that, it has its ecological meaning and environmental significance, because complete works regarding diversity of plants have not yet been published for crucial analysis previously. -

It has sustained activities related to agriculture, energy, industry, and several modes of livelihoods. However, the increasing population across the world, burgeoning domestic priorities, and multiplying developmental demands are placing growing pressure on water resources. Added to the already existing challenges of managing the water resources are the risks posed by climate change. In specific regional context of South Asia, the management of water resources and water governanceare interlinked with geopolitics, demography, and challenging socio-cultural and economic constraints. Understandably, the past, present and future of the countries of South Asia are rooted in the equitable sharing of resources. The governance and utilization of transboundary rivers of South Asia pose growing risks for water scarcity, degrading quality of water, floods, and inequitable access to water for the ripariancommunities. It is to be noted here that transboundary rivers are complex to govern because they often involve concerns related to national security, sovereignty and territoriality. Long Abstract: Common people are often considered as pre-state primitive groups believing only in self- reliance, autonomy, transnationality, migration and ancient trade routes. They seldom form their ancient urbanism, own civilization and Great Traditions. Or they may remain stable on their simple life with fulfillment of psychobiological needs. They are often considered as serious threat to the state instead and ignored by the mainstream. They also believe on identities, race and ethnicity, aboriginality, city state, nation state, microstate and republican confederacies. They could bear both hidden and open perspectives. They say that they are the aboriginals. States were in compromise with big trade houses to counter these outsiders, isolate them, condemn them, assimilate them and integrate them. Bringing them from pre-state to pro-state is actually a huge task and you have do deal with their production system, social system and mental construct as well. And till then these people love their ethnic identities and are in favour of their cultural survival that provide them a virtual safeguard and never allow them to forget about nature- human-supernature relationship: in one phrase the way of living. -

Candidate Department of Civil and Environmental Engineering Master’s International Program Michigan Technological University www.cee.mtu.edu/peacecorps Human-Powered Pumps Pumps are a common means of lifting water from a clean groundwater source to a useful point of access, but all pumps have moving parts and are therefore destined to break. Failure often makes the water source inaccessible until the pump is repaired. Proper selection of a pump will reduce undesirable downtime and will empower the local community to manage their water source. Selection of a pump for lifting potable water in a developing country involves investigation of the groundwater depth, water characteristics, capacity demand, preferred method of operation and maintenance sustainability. All of these parameters affect the total lifetime cost of the pumping system. The goal of this report is to provide information useful for selecting the most economical and functional pump for various installation conditions.
