RATIFICATION PROCESS IN ALBANIA Mimoza Vokshi NOU Coordinator Enabling Activity project for Albania has been approved by the 80th Executive Committee Decision 80/50 (UNIDO ID 170248/MLF Inventory: ALB/SEV/80/TAS/01) UNIDO has assisted the National Ozone Unit of Albania to implement its HCFC phase out management plan (HPMP-Stage I, UNIDO ID: 105005). This Enabling Activity project will refer to the work in progress by the HPMP Stage I project where relevant. NOU & National Consultant Project implementation Scheme NOU & National Consultant NOU & National Consultant Support for the early Institutional arrangements and ratification of the Kigali legal framework Amendment National National National National Consultant Consultant Consultant Consultant Review of legal Energy Data ODS framework efficiency and reporting on Alternative national HFC Survey until standards consumption 2017 NOU & Team of National Consultants National strategies on the Kigali Amendment The project is comprised of the following components: a) Support for the early ratification of the Kigali Amendment; b) Support to the institutional arrangements; c) Review of the licensing systems; d) Review of the data reporting systems; and e) Preparation for national strategies. a) Support for the early ratification of the Kigali Amendment: ❖ Coordination with government representatives – Ministry of Tourism and Environment, Ministry of Justice, Ministry of Foreign Affairs and other stakeholders; ❖ Supporting national ratification instruments - supporting documents and materials explaining the benefits and challenges of the Kigali Amendment, public hearing, etc; b) Support to the institutional arrangements; ❖ Roles and responsibilities of relevant ministries and other stakeholders are to be updated in the areas of energy efficiency and refrigerant safety in particular. ❖ Reviewing operating codes and standards for the correct and efficient use of HFCs and ODS alternatives along the value chain. c) Review of legal framework including licensing systems: ❖ Review and update the existing legislation in accordance with Kigali Amendment; ❖ Update the license system for ODS alternatives and quotas for HFCs; ❖ Harmonization of tariff codes; d) Data reporting on HFC consumpion - The national ODS reporting mechanism needs to be reviewed and revised to include HFC consumption with a particular focus on that of the servicing and informal sector. e) National strategies on the Kigali Amendment In the framework of the Ratification process of the Kigali Amendment, Ms Sophia Mylona Senior Environment Affairs Officer of the Ozone Secretariat, visited Tirana, on 17 -18 May 2018. During this official visit Ms. Mylona has undertaken important activities and meetings with representatives of the Government, representatives of the Parliament of Albania and stakeholders. The Minister of Tourism and Environment, His Excellency Mr.Blendi Klosi, during the meeting with Ms. Mylona, underlined the commitment of the Government for the Ratification of the Kigali Amendment, in the shortest possible time. The Deputy Chairmen of the Productive Activity, Trade and Environment Committee Mr. Florion Mima underlined the support of the Parliament of Albania for this process and Ms.Mylona on the other side emphasized the importance of the Kigali Amendment.
