Në koleksionet në ruajtje ex situ përfshihen aksesione të bimëve të kultivuara, aksesione të formave bimore lokale të njohura si varietete të vjetër të fermerit ose landrace, aksesione të pemëve frutore, të bimëve foragjere, bimëve industriale, bimëve mjekësore dhe aromatike dhe të bimëve të egra. Pjesa më e madhe e gjermoplazmës që ruhet në formën ex situ i përket formave të vjetra lokale ose varietetet e fermerit, të njohura për vlerat e tyre kryesisht cilësore, që janë përdorur në bujqësinë shqiptare dekada më parë, por që aktualisht përdoren në sipërfaqe të kufizuara ose nuk përdoren më në strukturën e bujqësisë intensive. -

ISBN 978-91-554-9403-2. The EU is assumed to have a strong top-down transformative power over the states applying for membership. But despite intensive research on the EU membership conditionality, the transformative power of the EU in itself has been left curiously understudied. This thesis seeks to change that, and suggests a model based on relational power to analyse and understand how the transformative power is seemingly weaker in the Western Balkans than in Central and Eastern Europe. This thesis shows that the transformative power of the EU is not static but changes over time, based on the relationship between the EU and the applicant states, rather than on power resources. This relationship is affected by a number of factors derived from both the EU itself and on factors in the applicant states. As the relationship changes over time, countries and even issues, the transformative power changes with it. The EU is caught in a path dependent like pattern, defined by both previous commitments and the built up foreign policy role as a normative power, and on the nature of the decision making procedures. -
Ministerial Conference “Regional Climate Action in the Western
Ministerial Conference “Regional Climate Action in the Western Balkans – Accelerating Access to Climate Finance” Gjirokastër, Albania 5th -6th of April 2019 Draft concept note and agenda Rationale The United Nations Environment Programme, the United Nations Food and Agriculture Organization and the Government of the Republic of Albania, with the financial support of the Ministry of the Environment of the Czech Republic, are convening a Ministerial Conference for the Western Balkans focusing on regional climate action and access to climate finance on 5-6 April 2019. The aim of the Ministerial Conference is to facilitate access to climate finance, including engagement with, and the access to Climate Funds. The Conference will focus on identifying common priorities among the convened countries thus maximizing the potential to identify paradigm shifting and transformative project ideas in the region, while also identifying and maximizing opportunities for synergies with other sources of financing for climate action. The interactive nature of the Conference will stimulate discussions between representatives from convened countries and climate funding mechanisms, which will be a crucial element facilitating the identification of regional priorities and solutions during the Conference. The outcome of the Conference is expected to be the adoption of a “Joint Roadmap on Climate Action in the Western Balkans” (known also as Gjirokastër Document) to be later implemented through the conceptualization and development of joint regional projects and programmes. The presence of representatives of environmental funds as well as of numerous accredited entities, is expected to contribute to this exercise of regional prioritization. Participants The regional dialogue will bring together high-level governmental representatives from all Western Balkan countries, as well as representatives from interested donor countries, development agencies, international organizations and other relevant stakeholders. -

On-Farm Conservation of Some Vegetable Landraces in Korça Region

Abstract The paper explores the status of the diversity of local cultivars in some vegetables and the knowledge associated with them in the communities of Korça region. Out of 10 vegetable species studied, significant number of landraces exists for onion (4), cabbage (2), melon (2), pepper (2), and others by 1 (tomato, pumpkin, lettuce, leek, garlic, and string bean). It was found that these vegetables are cultivated mainly for family consumption and with minimal inputs. But when they are cultivated for commercial purposes, it seems that there is a change in management and inputs used. Overall, it was concluded that the level of landrace diversity has inversely direction to urbanization. Contrary to this belief, the study found that the market can increase their diversity; landraces offered are successfully commercialized. Indigenous vegetable gardens, cultivated for the market, are technically assisted by specialists of the region. After analyzing the findings of the study, for on farm conservation and sustainable use of traditional cultivars, five ways are suggested: a) promote the added value of products; b)consolidation of specialized markets that efficiently utilize their organoleptic qualities; c) creation of awareness at different levels; d) restoration and reintroduction of traditional cultivars through crop improvement processes; e) subsidies on-farm conservation of vegetable landraces, because their conservation and management can be considered as a service that should be rewarded by society. -

Democratic Party of Albania Reports on the General Elections, 25 April 2021 REPORT 02 7 MARCH 2021 Problems and issues These reports present breaches to the Electoral Code, Penal Code and relevant decisions of the Central Elections Commission. I. Concessions/Public Private Partnerships- PPP, breach the Central Election Commission (CEC) decision prohibiting PPP and concessions four months before the Election Day. The CEC Decision no. 9/3/4 dated 24.12.2020 provides that: “Four months before the election date until election day, it is prohibited to award public concession / public private partnership (PPP) contracts, for which no notice has been given. That they will take place, are not a continuation of a concession procedure identified and initiated, or are not foreseen to be financed through the approved budget of the election year”. Despite the CEC decision prohibiting the granting of Page 1 of 74 Concessions, the government has announced the following Concessions / PPPs: 1. Through the Decision of the Council of Ministers (DCM) no. 1185, dated 24.12.2020 "On determining the methodology and procedures for monitoring traffic in the field of hydrocarbons", published in the Official Gazette no. 27, and dated 19.02.2021, the date on which the government enters into concession, provides the service of monitoring and circulation of transactions in the hydrocarbon sector. This concession has a value of 100 million Euros and duration of 10 years. Balkans Briefing Tirana/Brussels, 25 August 2000 ALBANIA'S LOCAL ELECTIONS: A TEST OF STABILITY AND DEMOCRACY I. INTRODUCTION Local elections in Albania on 1 October 2000 will mark the first test of popular support for the ruling Socialist-led coalition since it came to power following the violent uprising in 1997.1 The Organisation for Security and Co-operation in Europe (OSCE), whose Office of Democratic Institutions and Human Rights (ODIHR) will be leading the monitoring effort, deems these elections to be of critical importance. Albania’s electoral process has traditionally been bedevilled by the same handicaps encountered in most other institutional areas: namely, inadequate legislation, capacity deficiencies, politicisation of the process, and lack of all round political support. It is vitally important for Albania's democracy and international reputation that this year's elections do not repeat the mistakes of the recent past.2 There is, however, growing concern about political tension in the run-up to the elections, due to increasing political polarisation and the threat of non-participation by the main opposition party. Despite calls from international organisations to avoid extreme confrontation, the country's two main parties – the governing Socialist Party (SP) chaired by former premier, Fatos Nano, and the main opposition Democratic Party (DP) led by former president, Sali Berisha – have opened the debate with characteristically bitter polemics. Three years after he was forced from power in July 1997 in an armed rebellion in which more than 2,000 people were killed, Berisha, now 53, is back on the electoral campaign trail. Since losing power, he has waged a relentless campaign against his Socialist opponents, whom he accuses of rampant corruption, and has repeatedly called for early parliamentary elections.3 The last local elections were in October 1996 and resulted in a sweeping victory for Berisha's Democratic Party.
