    Photo: Bonnie Scheinman Protecting Israel's Forests Heletz Fire Lookout Tower – Restoration A fire lookout or watchtower is the first line of defense against devastating forest fires. The Heletz Fire Lookout Tower in the arid, northern Negev is one of forty fire lookouts built by KKL-JNF throughout Israel as part of its comprehensive fire prevention system to protect forests and open spaces. The Heletz Fire Lookout Tower is located about 10 km northwest of the city of Sderot, which for years has been the target of rocket and mortar attacks from the nearby Gaza Strip. The 12-meter-high watchtower is situated on a hill, 145 meters above sea level. It overlooks the planted forests of Yad Mordechai, Dorot, Plugot, Karmia, and Gvar'am and serves to protect the area's extensive agricultural fields. The lookout tower, made of galvanized steel pipes, was constructed more than a quarter of century ago, and with the ravages of time had been in need of repairs that were carried out by KKL-JNF. The Heletz Lookout Tower is manned during the summer months, from April to November, and has proven effective in reducing the number of forest fires in this vulnerable region. It 5220# affords a panoramic view of about 20 km, from Kiryat Gat in the east to the Ashkelon seacoast in the west, and beneath the tower, which covers an area of 100 meters, is a forest grove with a picnic and recreation area, making the Heletz Lookout Tower an inviting site for visitors. Project components for the repair of the Heletz Fire Lookout Tower included replacing windows, raising the railings, installing a safety net around the staircase, reinforcing the staircase, and replacing rusted steel surfaces.

    "The world is filled with remembering and forgetting": Poetic Commemoration of the Battle in Huleikat Yael Shenker and Omri Herzog Abstract The battles fought at Huleikat in the 1948 war tell a tangled and compelling story. Israeli fighters from various brigades fought there in several operations, and the area's conquest in 1948 was strategically significant for Israel. The article focuses on three memories or in fact three strategies of remembering that revolve around the site of these battles: the monument erected at the place, a photograph of Hill 138.5 in Huleikat taken by photographer Drora Dominey that was displayed in an exhibition of Israeli monuments, and a few poems of Yehuda Amichai who fought in that area and lost his close friend Dicky. Emulating terms of analysis proposed by Julia Kristeva this article makes a distinction between semiotic and symbolic memory and argues that Amichai's poetry, like the 138.5 Hill photograph, belongs in a semiotic realm that breaches the limits of consciousness and offers an alternative to national memory. The article further argues that these three memories enable us to trace the painful paths of individual and collective memory as well as the ways in which death mediates among memory, remembering, forgetfulness and obliteration in Israeli culture. The world is filled with remembering and forgetting like sea and dry land. Sometimes memory is the solid ground we stand on, sometimes memory is the sea that covers all things like the Flood. Greetings, I am delighted to hereby present the Israel Public Utility Authority’s (Electricity) biennial activity report for the years 2012-2011. This report summarizes the Authority’s Assembly’s extensive and meticulous work, assisted by the Authority’s team of professional employees, over the past two years, signifying a turning point in the Israeli electricity and energy markets. Alongside a severe energy crisis that befell the electricity market in the past two years due to the discontinuation of natural gas supply from Egypt and the creation of a gas supply monopoly, these years have seen a historic change in the electricity market, commencing with the admission of private electricity entrepreneurship and clean electricity production in significant capacities (the Authority’s projection for private electricity production is 25% by 2016, and approximately 10% for electricity production using renewable energy by 2020). As a result of the natural gas crisis, which began in 2011 due to recurring explosions in the gas lines leading from Egypt to Israel, the Electricity Authority was faced with a reality that would have forced it to instantly and radically increase in the electricity tariffs for the Israeli consumers in 2012. These circumstances led the Authority to combine forces with government bodies, including the Ministry of Finance, the Ministry of Energy and Water Resources and the Ministry of Environmental Protection, and lead a comprehensive move which significantly restrained the tariff increase, and furthermore, relieved the electricity consumers’ burden in a manner that enabled spreading the tariff increase over three years.
