Perkins V – The Strengthening Career and Technical Education for the 21st Century Act was signed into law in 2018 with significant changes. The new Act requires that funds be used to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in Career and Technical Education (CTE) programs and programs of study.

Changes in the Use and Administration of Perkins Funds

• Accountability (Meeting Performance Indicators) - projects must focus on Core Indicators for their TOP code and improving student success (attainment of 2.0 or better), completions (degree, certificate or transfer-ready status), employment (placement/retention in jobs), gender-equity,

• Connections Between Secondary and Postsecondary Education – course sequences from high school through college must be established for each CTE program that receives funds

• Links to Business and Industry – A much stronger theme within the 2006 Act is increased coordination with business and industry. Additional focus is also placed on high-demand occupations, in addition to those that are high skill and high wage.

• Special Populations – A greater emphasis has been placed on special populations by placing the provision of activities to prepare special populations for high-skill, high-wage or high-demand occupations that will lead to self-sufficiency into the required use of funds. We have two name changes and three new populations:

If this indicator is below, please state why: We are at -1.0 for this indicator. This marks a consistent and significant improvement over the previous two years. However, falling below the negotiated level reflects the current job market in photography. Typically and traditionally, students who train to become professional photographers will become freelancers or start their own businesses. Upon learning the skills necessary they become digital assistants, retouchers, photography assistants, event photographers, social media photographers, and small business owners.

Since a degree, certificate, or license is not required for this form of employment, many students obtain the skills they think they need to succeed, and then cease their education in favor of immediate employment. Also, nearly a third of our students have previously earned a bacheler degree or higher, and these students do not consider a two-year degree as valuable. We find many students will leave the program after completing 18-20 units. Since Covid-19 has impacted employment opportunities, more students have remained enrolled in our program during that time.

This indicator is also affected by a lack of data to motivate students in their professional goals. Tracking photography entreprenuers is extremely difficult, since they are lumped in to the 'creative arts' business license classification. No individual photographer/photography licensing data is available to reinforce the need for a degree. Even with these hurdles our students are making a significant impact in today's marketplace, and working hard to prepare themselves for employment.

If this indicator is below, please state how you plan to improve it: We are working hard to offer events, exhibitions and mentorships to encourage students to complete the Certificate or AS Degree program. Our Business of Photography class is instrumental in informing the students of how our program provides an environment to hone more skills before embarking on a career in photography. Most of our programming address both Core Indictors 2 and 3.

We work with our Advisory Committee to explore the creation of additional certificates focused on employment and employable skills. We are currently in the process of adding Analog Photography, Santa Monica College Career Technical Education Committee APPLICATION for 2021 – 2022 Perkins Funds

Photography Assistant, and Digital Tech certificates. Based on Advisory Committee input, and on enrollment numbers for many of the courses included in these certificates, we believe they will be in high demand, improve Core Indicators 2 & 3, and motivate students to continue their education.

Each semester, the Department hosts an exhibition of student work from those completing the Portfolio Development class (Photo 43). This class is our capstone course and is the point of completion and graduation. A gallery show of any kind is a highly sought after achievement for any photographer — beginning, advanced or professional. This show provides community and industry exposure for our students. Following the exhibition, members of our advisory board, art producers, photo editors, photographers' representatives, graphic designers and professional photographers come to campus to review the final portfolios and offer graduating students meaningful advice on their work and upcoming career path. During remote instruction, this exhibition tradition has continued in the form of an online exhibition that is widely shared with industry professionals and guest speakers.

Our Annual Student Juried Photography Exhibition is another opportunity for our students' work to be showcased to the photography and business community. From over 1500 student submissions, the exhibition displays approximately 250 images in the Susan and Pete Barrett Gallery at the Performing Arts Center Campus, or online during remote instruction.

In order to garner interest in beginner students towards the degree program, instructors in the Introduction to Photography class (Photo 1) and beyond have begun sharing course descriptions, video lecture previews, and instructor biographies for other classes in the department. They share recommendations for their course of study, and guidance on enrollment. Now that all faculty are relying on our LMS course delivery system, sharing these resources with students and other faculty has become easier and more efficient this year.

Our guest speaker series brings in professional photographers and artists (often alumni) with topics specifically focused on our students and our program. There are typically multiple guest speakers who additionally visit the Portfolio class to speak directly with graduating students, and offer their guidance and feedback.

We receive strong vendor support from Freestyle Photographic, Digital Transitions, Profoto Lighting, Sync Equipment Rental, Samy's Camera, Profoto Lighting and Canon USA. Our students experience collaboration projects on campus by photographing live stage productions with the Theater Arts Department, working with the college's Graphic Design Department, and collaboration projects with the Dance and Fashion Departments.

Each Spring we host our annual student workshop, The Next Step. This on-campus event consistents of a panel discussion with photographers and photo assistants who present advice on getting started on a variety of paths in the photography industry. The panel stresses the importance of completing their education at SMC, which leads to higher wages and greater success in the industry. During the afternoon sessions, three professional photographers and their crew stage professional level photo shoots in our studios. The sets typically are a Food shoot, Fashion shoot and a Celebrity Style Portrait. Students get training as photographers' assistants and digital technicians and rotate from one photographer's set to the . up equipment, how to tether a camera to a computer, techniques of lighting, and using the industry standard image capturing software (Capture One). A 4th photographer/presenter speaks on the business of photography and how to promote and network for a successful career. While this program has been on haitus during Covid-19 remote instruction, it has been extremely popular with students in the past and we look forward to resuming it once back on campus. The ten computer carts we are requesting in this application will directly support the improvement of this program, enabling students to work hands-on with the tethering equipment.

All of the above are designed to build on what is taught in the and increase student engagement in our curriculum.

Core Indicator 3 (Persistence & Transfer): Is this indicator above or below the state negotiated level? Above Below

If this indicator is below, please state why: We are at -0.9 for this indicator. Photographers are entrepreneurs, and this results in lower Core Indicator 2 & 3 numbers. The industry requires no certification, degree, or specialized licensing to work. Students who enter this field of study are typically self-directed, self-motivated, and extremely passionate about photography. Many also possess a strong desire for success. Many students develop the skills that they perceive as sufficient to suceed for immediate employment, and leave school before completing the program.

In terms of transfer, CTE programs like ours generally do not match up with the offerings at UC and Cal State programs, since those programs are taught as Fine Art disciplines with an emphasis on analog photography, with goals decidedly different from those of a student seeking employment in commercial photography. It is therefore common for students most interested in our CTE program, not to transfer to a fine art program and instead seek employment as soon as they feel able. However, we do offer numerous analog photography classes that incorporate fine art instruction, and therefore our department chair is working with the department chair in photography at CSUN to work our transfer options for the upcoming Analog Certificate from our program. We currently offer the necessary classes for the certificate and are looking forward to working out the transfer requirements.

If this indicator is below, please state how you plan to improve it: As stated in Core Indicator 2, we continue to offer many events, exhibitions and workshops for second year students. This exposure to industry professionals, prospective clients, employers and the hiring public is invaluable. Our Core Indicator 3 numbers have climbed steadily over the last three years due to these efforts, which we will continue improving upon.

We utilize the Business of Photography class (Photo 60) to reinforce the fact that a photographer must be nimble in the ever-changing photography market and have more advanced technical skills than ever before in order to sustain a longstanding, professional career. These themes are also reinforced in the Portfolio Development class (Photo 43). class (Photo 1) and continuing through intermediate classes, faculty provide students with an overview of the program, present course descriptions, invite other faculty to discuss other classes of interest, and guide students in selecting classes.

As stated previously, our department chair is working with the department chair in photography at CSUN to work out transfer options for an Analog Photography Certificate from our program. We currently offer the necessary classes for that certificate, and look forward to providing students with this clear motivation for persistance and transfer. We also believe this will encourage continued enrollment among students who may have previously perceived our program as unable to cater to the Fine Art requirements for four-year transfer. Additional certificates for Digital Tech and Photography Assistant are also being developed with the guidance of our Advisory Committee. While these two certificates are not geared towards four-year transfer, they will motivate student's persistance in continuing their two-year education to completion.

We have used California Lottery funding to lower the program costs for our program. We are now able to loan free cameras and other expensive equipment that has traditionally been a barrier to entry for many community college students. A student is now able to complete our program using our cameras, our studio lights, and many other pieces of equipment. We have added more lighting equipment to provide greater access to all students for shooting assignments on and off campus. Students are provided expendables, such as printing paper and ink to print their work and complete their portfolios. Additional funds from the Perkins grant were used in 2020 to purchase studio lighting kits for students to continue their education remotely. This has had the additional benefit of enabling students who previously struggled to spend long hours training on campus (such students with full- time employment and students who care for family members) to thrive in their photography training at home. Reducing these financial barriers and increasing access to training equipment allows students to stay with the program longer, allowing for the time and resources necessary to succeed.

This year we are asking for additional funding to update our computer and film scanning facilities and ensure students have continued access to industry-standard software. In order to support our new Digital Tech and Photography Assistant certificates, and upon guidance from our Advisory Committee, we are also asking for ten computer carts for improved training on Adobe and Capture One software in our lighting studios. Equipment support for these new certificates will provide excellent motivation for student peresistence, as they work towards clearly defined employment goals.

Core Indicator 4 (Placement): Is this indicator above or below the state negotiated level? Above Below

If this indicator is below, please state why: We are at -0.8 for this indicator. The majority of photographers are self-employed, and are therefore not included in the data for this indicator. According to the Bureau of Labor Statistics, in 2012 the rate of self-employment among photographers was 59.8% with a projected increase in self-employment of 3.8% by 2022. Photographers were recorded as having the 4th highest concentration of self- employment compared to all other industries (Vilorio). That this is the most recent available BLS data for self-employment rates only emphasizes how difficult it is to obtain accurate data for this indicator. In addition to a lack of accurate data for our students' employment, the rise of unemployment in the last year has effected our ability to meet this indicator. The unemployment rate in the greater Los Angeles area rose from 4.3% to 11% between November 2019 and November 2020 (Civilian labor force and unemployment by state and selected area, seasonally adjusted).

If this indicator is below, please state how you plan to improve it: The addition of three new certificate programs are a great step towards improving this indicator. Our Analog Photography, Photography Assistant and Digital Tech certificates will provide students with well defined employment goals and clear paths towards training for them. They will also boost graduating students' resumes, increasing their employability for those who choose not to start their own business.

Our increased emphasis in teaching Capture One is also aimed towards improving this core indicator. As specified by our Advisory Committee, this is an essential skill for in-demand and higher-wage employment in photography. Our Capture to Composite course (Photo 34) has been a very successful addition to the curriculum, and will be improved by the purchase of the ten computer carts being requested. Keeping our computer lab up-to-date with both student computer stations and new teaching stations will also be imperative towards this goal. They will also improve our extremely popular and successful The Next Step yearly professional workshop for students.

As mentioned previously, our regular and always improving programming that brings industry professionals to campus and to meet students remotely, provides multiple networking opportunities for second-year students. They are encouraged and guided through making outside contact with guest speakers when appropriate. Our Business of Photography class (Photo 60) and Portfolio Development class (Photo 43) also thoroughly prepare students for industry expectations such as resume writing, portfolio presentation, and marketing. Our efforts to improve Core Indicators 2 & 3 are also designed to encourage enrollment in both of these classes, so that students are sure to receive the most thorough professional training possible.

ADVISORY COMMITTEE 1. What are the major issues or trends that have been raised by your Industry Advisory Committee over the last several meetings? The Advisory Committee has consistently emphasized the importance of training students on computers using Capture One software, in addition to Adobe software. They have also advised us to train students specifically for employment as Digital Techs, and to continue to thoroughoughly train students in lighting and best business practices. They have also voiced a need for photographers to shoot on location, as industry trends move towards storytelling for clients in the real world.

2. How will your Perkins V Project address these issues? The computers requested will bring our digital lab up to the specifications necessary for our students to learn and effectively use Capture One software, and the Adobe Photography Suite. The current set of computers will soon be unable to update to our current software subscription. It's also important that at least one teaching station in our digital lab be equally updated, so that tasks which many require lengthy rendering times on student computers can be demonstrated within a more reasonable amount of time by the instructor during class.

The ten carts and corrseponding computers will support our new Digital Tech and Photography Assistant certificates, our Capture to Composite and Digital Capture courses, and our The Next Steps yearly programming.

The scanners requested will support our new Analog Photography certificate, and in training students in digitizing film and prints will lead towards employment in archiving and museum work. This is also a required skill for many four-year transfers, and will support our efforts in securing new articulation agreements.

The printers being requested are also required to replace out-of-date printers which are no longer functioning. These printers are used in all intermediate and advanced digital photography classes, and an imperative part of training for employment in the field.

3. How do your planned activities relate to your program plan or program review? The definition of TOP Code 1012 is very out of date with today's industry and is in need of updating. Today's industry needs are based on technology, software applications , photographic skill, digital technology, skills in lighting, soft skills for communication, team collaboration and multi-platform as well as mobile apps with desktop integration.

The Department added Photo 34, where students blend lighting skills with compositing techniques. These are highly sought after, employable skills in the photography job market. Photo 34 was offered for the first time in Fall 2019, and we expect continued student success and outcomes from this class.

The three new certificates being developed - Analog Photography, Digital Tech, and Photography Assistant - will provide students with clear goals in their training, and help them identify the skills necessary to chieve their individual professional goals.

The Next Step workshop held on campus puts our students in the environment of a professional photographer, photo assistant and photo digital tech. The all-day workshop is hands on, with professional shooting situations using the latest photography equipment, being taught by professional photographers and supported by industry vendors. This day provides students the opportunity to gain new knowledge, exposure, and the opportunity to network with the professional community.

Our continued efforts to bring in more equipment for student use is an integral part of our program's future plan. Our goal is to eliminate the hurdle of students unable to pursue or complete our program due to the high cost of equipment. We have greatly improved the access to equpment to the point where Photo 1 students no longer need to purchase a camera for class. In the past, Photo 30 students spent between $2000 and $3000 on course supplies. The cost is now under $200. We are fully committed to lowering the costs even further.

As we have stated year after year, photographers do not need a degree, certificate, industry license or any other documentation to find work and become a successful photographer. If an individual is a self- directed, motivated individual with an entrepreneurial spirit, then they leave SMC to begin earning a living when they feel they have sufficient skills to do so. This industry norm affects persistence and transfer and ultimately Certificate and/or Degree completion.

We have articulation agreements with Art Center College, SCAD and Columbia College Chicago. Many of our students receive advanced placement at RISD, Otis, Pratt and Parsons School of Design. These all have led to our improvement in Credential, Certificate or Degree and Persistence and Transfer. We are currently exploring other possible articulation agreements.

Our continued implementation of events such as the portfolio class exhibition and reviews, the Next Step all-day workshop, vendor presentations and guest speakers in classrooms, all in the 2nd year of our program, have created growth in core indicators and our expectation that they will continue to improve over time with the goal of producing more completers and transfers.

These events and presentations have increased over recent years with the addition of the SMC Photo Department Speaker Series. A wide range of industry professionals have been coming to campus to show their work and meet students. These types of interactions provide a convenient way of networking for our students. Many of our students travel great distances to attend our classes and having these career building events with working photographers on campus maximizes their educational efforts. We have also had multiple in-class guest speakers during remote instruction, allowing our students across the globe to benefit from interacting with industry professionals.

All our classes from beginner to advanced are now receiving detailed presentations with guidance on what classes to take and in what order, and align with pathways to the Certificate and the AA Degree. We utilize multi-media presentations, detailed handouts, and LMS content. Faculty also routinely make themselves available for one-on-one counseling with students.

The new equipment we have requested is used widely in the industry and would be of greater benefit to our students for finding employment. This equipment will also provide incentive for students to continue with our advanced courses. industry standard software in order to succeed, and owning these computers and software programs is often cost-prohibitive for them. Providing them with up-to-date computer training facilities is essential.

In a 2018 research brief, the Los Angeles / Orange County Center of Excellent projected a 9% increase in regional photography jobs through 2022 (Sanchez Applied Photography). The Center for a Competitive Workforce found that between 2006-2016, commericial photography, market research and graphic design saw a wage increase of 94% in the Los Angeles Basin. In a 2018 report, they highlight the positive impact on middle-skills occupations of community college programs in photography "evolving to meet industry needs with more technologically-focased programs" (Sedgwick et al.). This research, along with the guidance of our Advisory Committee, is leading our program to stay technologically current, and provide students with targeted training aimed towards higher-wage and in-demand employment in the field.

Support integration of academic skills into CTE programs and programs of student to support 1) CTE participants at secondary school level in meeting the challenging State academic standards adopted under section 1111(b)(1) of the Elementary and Secondary Education Act of 1965 by the State in which the eligible recipient is located; and 2) CTE participants at the postsecondary level in achieving academic skills. Perkins V is very specific about the Permissive uses of funds. Your proposal should address one or more of the allowable activities listed below.

Check activities to be funded with Perkins V funds. Permissive Uses Per Section 135(c)

Involve parents, businesses, and labor organizations, in the design, implementation and evaluation of CTE programs authorized under this title, including establishing effective programs and procedures to enable informed and effective participation in such programs. [§135(c)(1)] Provide career guidance and academic counseling, which may include information described in section 118, for students participating in career and technical education programs, that: a) improves graduation rates and provides information on postsecondary and career options, including baccalaureate degree programs, for secondary students, which activities may include the use of graduation and career plans; and b) provides assistance for postsecondary students, including for adult students who are changing careers or updating skills; [§135(c)(2)] Local education and business (including small business) partnerships, including for: a) work-related experiences for students, such as internships, cooperatives education, school based enterprises, entrepreneurship, and job shadowing that are related to career and technical education programs; b)adjunct faculty arrangements for qualified industry professionals; and c) industry experience for teachers and faculty; [§135(c)(3)] Provide programs for special populations. [§135(c)(4)] Assist career and technical student organizations. [§135(c)(5)] Mentor and support services. [§135(c)(6)] Lease, purchase, upgrade or adapt equipment, including instructional aides and publications (including support for library resources) designed to strengthen and support academic and technical skill achievement. [§135(c)(7)] Teacher preparation programs that address the integration of academic and CTE and that assist individuals who are interested in becoming CTE teachers and faculty, including individuals with experience in business and industry. [§135(c)(8)] Develop and expand postsecondary program offerings at times and in formats that are accessible for students, including working students, including through the use of distance education. [§135(c)(9)] Develop initiatives that facilitate the transition of sub-baccalaureate CTE students into baccalaureate degree programs, including: articulation agreements between sub-baccalaureate degree granting postsecondary educational institutions; post-secondary dual and concurrent enrollment programs; academic and financial aid counseling for sub-baccalaureate career and technical education students that informs the students of the opportunities for pursuing a baccalaureate degree and advises the students on how to meet any transfer requirements; and d) other initiatives to i) encourage the pursuit of a baccalaureate degree; and ii) overcome barriers to enrollment in and completion of baccalaureate degree programs, including geographic and other barriers affecting rural students and special populations. [§135(c)(10)] Provide activities to support entrepreneurship education and training. [§135(c)(11)] Improve or develop new CTE courses, including the development of new proposed CTE programs of study for consideration by the eligible agency and courses that prepare individuals academically and technically for high- skill, high-wage or high-demand occupations and dual or concurrent enrollment opportunities by which CTE students at the secondary level could obtain postsecondary credit to count towards an associate or baccalaureate degree. [§135(c)(18)] Support innovative initiatives, which may include: a) improving the initial preparation and professional development of CTE teachers, faculty, administrators, and counselors; b) establishing, enhancing, or supporting systems for: i) accountability data collection under this Act, or reporting data under this Act; ii) implementing cCTE programs of study described in section 122(c)(1)(A); or iii) implementing technical assessments. No State or subgrantee may use its grant or subgrant for acquisition of real property or for construction unless specifically permitted by the authorizing statute or implementing regulations for the program. The interpretation of the Chancellor’s Office is that construction is not an allowable expenditure.

EDGAR Part 74c Section 74.27 refers us to OMB circular A21 which specifies in J.16(B)(1) and (3)

(1) Capital expenditures for general purpose equipment, buildings, and land are unallowable as direct charges, except where approved in advance by the sponsoring agency. (2) Capital expenditures for improvements to land, buildings, or equipment which materially increase their value or useful life are unallowable as direct charges, except where approved in advance by the sponsoring agency. Sponsoring agency as used in the OMB circular is the USDE

Supplanting: Supplanting or supporting staff or equipment that should be supplied by the District (maintaining programs rather than improving or expanding them). The prohibition against facilities and furniture can also be based on the Supplement/Not Supplant provision found in Section 311 of the Perkins Act. Generally construction of a facility is a local responsibility as is the furnishing of the facility with furniture etc. Therefore, to charge such costs to the Perkins grant would be a supplanting of a local responsibility.

ANTI-CLOGGING TECHNOLOGY: The FINE print head institutes a tubular ink delivery system. This generates faster print speeds and reduces the possibility of clogging. AIR FEEDING SYSTEM:

WIDE COLOR GAMUT:

Votes: 5 Due to the COVID-19 pandemic, I have not shot photos for over a year. I haven't use the Canon PRO-1000 for 10 months. For me that is No-No, but it happened. I kept reminding myself do a few Used this product for: more prints per week, to prevent clogging. than 1 year Tonight, after 10 months of non-use, I decided to fire up the printer to see what condition I left it in and hoping it will still print. The printer did go through the auto head cleaning for about 10 minutes. I Expertise Level: Advanced was a little shocked, because I expected it to run for 30 minutes, then give me a print head or ink Amateur support error. Instead it said it was ready to print. I printed a out new photo that I recently shot. The result was phenomenal!!!! I was extremely excited. Canon Customer: 1 to 5 years Prior to purchasing the Canon PRO-1000, I had an Epson 4900. I had so many issues with ink Product replacement: Yes clogging. It got so bad that I had to bring it in for service. The tech told me that I needed to replace the print head and pump. That would cost the same amount as a new printer. At the time the Epson 4900 replacement was the SureColor P800. The Epson P800 was internally the same as the Epson 4900. The only change Epson made to this machine was to the exterior casing. Why would I want to go through the same frustrations that the Epson 4900 gave me.

So, I saw the Canon imagePROGRAPH PRO-1000 at the BH Photo store. The only draw back for me was there was no paper cutter and the panoramic print size was limited. There have been firmware upgrades to the Canon PRO-1000 to increase the panoramic size, but I would still like to see it increased by much more.

When I first printed photos on the Canon PRO-1000, I was blown away by it's quality and clarity. To me it was equal to or better than the Epson 4900. After today, knowing that the ink did not clog after 10 months of non-use, I have to say I do swear by this product.

It is worth the purchase!!

The Filmtools 24" x 36" Converted Junior Cart is built from the ground up at our Burbank facility. It's the basis for our Camera Assistant's Cart and our Steadicam Jr Cart. We start out with a B&P 6061 T6 Frame that is assembled with aircraft grade stainless steel rivets. The nose plate is made of extruded and welded 6061 T6 Aluminum as well. This cart comes with a removable 24" x 36" top shelf and a 24" x 36" attached bottom shelf.

Filmtools Converted Cart Assembly Guide

This Jr. Cart is strong! We use two 10" 4-ply tube-type pneumatic tires, rated to 350 pounds each...and steel split rims with sealed roller bearings for the best quality main wheel combination. The 8" tires which come with the famous Backstage wheel conversion kit are also 4-ply tube-type, but rated for a 295 pound load factor...that's over a 1290 pound capacity total. They are also removable.Please note that the top shelf is limited to a 200 pound capacity.

The "U" bar with red handles is removable and stows horizontally, so that you can use the cart as a two-wheel hand truck. The 30" Heavy-duty double-riveted nose lays at on the lower shelf when not in use. The top shelf removes easily and can be stowed with two bungee cords for local transport.

The answer is quite simple. We build a stronger, long lasting cart made of better materials and back it up with a Ten Year Warranty*. Magliner warrants their products for a year. We also oer a value added warranty to the Backstage Products used with our converted carts...another nine years*

Filmtools guarantees the components from B&P Manufacturing and Backstage Equipment to be free of defects for ten years. All tires and inner tubes are the exception, which is thirty days. Customer's who want warranty work performed shall be responsible for any and all shipping costs after 30 days of original receipt of the equipment. (In other words, please inspect your product upon receipt and report any defects immediately.
