Regulatory: (a) To hear and determine matters under the Dog Control Act 1996; (b) To hear and determine objections to urban and rural temporary road closure objections. (c) Delegated power under section 67A of the Building Act to grant a waiver or modification of section 162C (1) or (2) of the Building Act. (d) Delegated power under clause 16.2 of the Whanganui District Council Streets Infrastructure Bylaw 2015 to confirm, reverse, or modify the decision or conditions made by an authorised officer. 2. Policy and Bylaws: (a) To hear and make recommendations to Council on the adoption of a bylaw. (b) To hear and make a determination on those submissions on proposed policies except those policies required to be adopted and consulted on under the Local Government Act in association with the long-term plan or developed for the purpose of the Local Governance Statement. 3. Hearings under the Resource Management Act 1991: (a) To hear and make recommendations to Council on changes to the District Plan pursuant to the Resource Management Act 1991. (b) To hear and determine resource consent applications pursuant to the Resource Management Act 1991 to the extent authorised by the Council delegation. Hearing of Submissions The Committee welcomes the opportunity to hear from the public in person during our consultation processes. • Submitters have been allocated a time to speak to Council. • Each submitter is allocated a ten-minute slot. This slot includes any time you need to make PowerPoint or video presentations and receive questions from the Committee. • The Committee has already received a copy of your written submission and will have it in front of them. As a result, it is best you use the time you have in your oral submission to emphasise your main points and present any new information. • Importantly, this is also an opportunity for the Committee to ask any questions in relation to your submission. • When it is your time to present to the Council, the Chair will introduce you and invite you to come to the table to speak. • Submitters are asked to sit at the table facing the chair of the meeting. There will be a microphone on the desk which you can use if you wish. • After you have finished your submission, the Committee may want to ask you questions so they can better understand your position. Please allow for this within your allocated speaking time. • Please be aware there are often journalists or other members of the public at the meeting. It is, therefore, possible that what you say could appear in a news report or elsewhere. Consideration of Public Submissions on the Proposed Road Naming and Numbering Policy Significance of decision – The decision to adopt the Proposed Road Naming and Numbering Policy is not significant, it has however, been through a consultation process. Recommendations to Statutory Management Committee 2.1 THAT the submissions on the Proposed Road Naming and Numbering Policy be considered. 2.2 THAT under the Statutory Management Committee’s Terms of Reference, the Committee determine that Whanganui District Council adopts a final Road Naming and Numbering Policy. 2.3 THAT all decisions made during deliberations will be incorporated into a final Road Naming and Numbering Policy. George Forster, Graduate Policy Development Officer reports: Introduction The purpose of this meeting is for the Committee to consider all submissions and make decisions to be incorporated into a final Road Naming and Numbering Policy. Background A total of 14 written submissions were received with no submitters electing to present their submissions to Council. An analysis of all submissions follows, with a summary of submitter comments/themes raised alongside officer comments (Ref B). Based on submitter feedback, officers have tracked proposed changes to the consulted Proposed Road Naming and Numbering Policy (Ref C). An electronic volume of all submissions has already been supplied to Elected Members. Statutory Management Committee 25 June 2018 4 Summary of consultation process Public consultation on the Proposed Road Naming and Numbering Policy ran from 9 May 2018 until 15 June 2018 and was publicly notified via Community Link and Council’s website. A range of methods, primarily online, were used to engage people in the process and to gather their feedback on what was being proposed. The following is a summary of the tools and techniques used to engage with the community. Consultation information The submission form was made available as an online form via Council’s Have Your Say page, alerted through Council’s Facebook page, media release and Viewpoint Whanganui. Email invitations were sent to Council’s online community panel, Our District Your Say, Tamaupoko and Tupoho representatives, and developers. Hard copies of submission forms and information was made available at Council’s main municipal building and at Davis Central City and Gonville Café Libraries. Submissions A total of 14 written submissions were received, with no submitters electing to present their submissions to Council. The questions on Council’s submission form used during public consultation were structured on the key elements of the proposed policy. Submitters were asked to agree or disagree and also in other cases choose a preferred proposal. Submitters were provided the opportunity to provide further comments and feedback. Eleven out of the 14 submitters completed the submission form provided during public consultation, with the other three submitters making their submission via email. While these three were outside the standard submission form they still addressed relevant issues. The volume of all submissions is attached (Ref D). The Proposed Road Naming and Numbering Policy 2018 Deliberations Agenda is attached (Ref A). Statutory Management Committee 25 June 2018 5 Summary of Submissions to the Proposed Road Naming and Numbering Policy Council’s approach to naming new roads Eleven submitters responded to the proposal of how Council will name new roads. 46% of submitters preferred Option One, which is where the developer is invited to submit up to three names. Submitters in favour of Option One commented that developers were doing the work and spending the money. Further comment was made that involving the public could complicate things. “Historically I have found that Option 1 (in conjunction with Council input) has worked for all developments in Wanganui………it is crucial that the Developer and Council work collaboratively for the final step in this process.” Submission no. 12 27% of submitters were in favour of Option Three, which is whenever a new road is created the public would be provided the opportunity to propose a name for it. One of the email submissions was also in support of Option Three. Those who were in support of Option Three thought the public should be naming new roads as developers would use personal preferences and potential names aligning to the themes may be missed out. “As we are a democracy it would seem more appropriate for the public to be involved in decision making” Submission no. 5 Statutory Management Committee 25 June 2018 6 Themes for naming roads Eleven submitters responded to the proposed themes Council will use for naming roads. 74% of submitters either strongly agreed or agreed with the themes set out in the proposed policy. Feedback provided was that it would be nice to appreciate and acknowledge prominent locals and those who have given service to the community. Many respondents made reference to names of people who had an affiliation or input into Whanganui in some way and the themes in the proposed policy allow for names such as these to be used. “It would be nice to acknowledge the earlier inhabitants of NZ by naming some roads for them. Pre-Māori settlers, that is, who are almost forgotten.” Submission no. 1 27% of respondents strongly disagreed with the themes for naming roads set out in the proposed policy. Some respondents said that the developer was putting money into the development so they should be able to call the street what they like. “I believe forcing a name on a developer based on ethnic or some other reason arbitrarily deemed suitable is a violation of ones human rights.” Submission no. 4 Statutory Management Committee 25 June 2018 7 Council’s approach to naming previously unformed roads Ten submitters responded to the proposed approach Council would take when naming previously unformed roads. 50% of submitters neither agreed nor disagreed with the proposed approach Council would take in naming previously unformed roads with 40 % agreeing to the approach that would be taken in the proposed policy. No further comments were provided on the approach of naming previously unformed roads. Council’s approach to re-naming an existing road Ten submitters responded to the proposed approach Council would take when re-naming an existing road.
